북한 김정은 "열병 수도권 중심 동시다발 확산"...윤석열 한국 대통령 "백신 지원 방침" > 사회

12일 신종 코로나바이러스 감염자 발생과 함께 국가방역체계를 ‘최대비상방역체계’로 격상한다고 알린 북한은 열병이 수도권 중심으로 동시다발로 확산되면서 지난달 말 이후 수 십만명의 감염자가 속출했다고 밝혔습니다. 윤석열 한국 대통령은 신종 코로나바이러스 백신 지원을 위해 북한과의 협의를 추진할 뜻을 밝혔습니다. 서울에서 김환용 기자가 보도합니다.
North Korea, which announced on the 12th that it would upgrade its national quarantine system to a "top-level quarantine system" with the outbreak of COVID-19, said hundreds of thousands of people have been infected since the end of last month as the fever spread simultaneously around the metropolitan area. South Korean President Yoon Seok-yeol has expressed his intention to pursue consultations with North Korea to support the new coronavirus vaccine. Reporter Kim Hwan-yong reports from Seoul.

북한 관영 ‘조선중앙통신’은 13일 김정은 국무위원장이 전날 국가비상방역사령부를 방문해 “방역 위기상황에 대처해 국가방역사업을 최대비상방역체계로 이행한 후 하루 동안의 방역 실태에 대해 점검하고 전국적인 전파 상황을 료해했다”고 보도했습니다.
North Korea's state-run Korean Central News Agency reported on the 13th that Chairman Kim Jong-un visited the National Emergency Quarantine Command the previous day and "After implementing the national quarantine project into the largest emergency quarantine system, he checked the nationwide spread."

‘조선중앙통신’에 따르면 김 위원장은 현장에서 “4월 말부터 원인을 알 수 없는 열병이 전국적 범위에서 폭발적으로 전파돼 35만여명의 발열자가 나왔고 그 중 16만2천200여명이 완치됐다”는 보고를 받았습니다.
According to the "Korean Central News Agency," Chairman of the State Affairs Commission Kim received a report at the site that "the unknown fever has exploded across the country since late April, resulting in 350,000 fever cases, of which 162,200 have been completely cured."

보고에는 “12일 하룻동안 전국적으로 1만8천여명의 발열자가 새로 발생했고 현재까지 18만7천800여명이 격리되거나 치료를 받고 있고 6명이 사망했다”는 내용도 포함됐습니다.
The report also included, "There were 18,000 new fever cases nationwide in one day on the 12th, and 187,800 people have been quarantined or treated so far, and six people have died."

사망자 중에는 신종 코로나 변이 바이러스인 ‘스텔스 오미크론’ 확진자도 1명이 들어있습니다.
Among the deaths, there is also one confirmed case of "Stealth Omicron," a novel coronavirus.

북한이 밝힌 열병 전파 시점으로 미뤄 지난달 평양에서 군중들이 모인 가운데 열린 대형 정치행사가 감염 사태의 단초를 제공한 것으로 보입니다.
Given the timing of the spread of the fever, a large political event held in Pyongyang last month amid a crowd seems to have provided the beginning of the infection.

북한은 지난 4월 김 위원장 집권 10년, 김일성 주석 110회 생일, 조선인민혁명군 창설 90주년이 겹치면서 김 위원장 집권 이래 역대 최대 인원을 동원해 무도회와 군중시위, 열병식 등을 벌인 바 있습니다.
In April, North Korea mobilized the largest number of people ever since Kim Jong Il took office to hold proms, crowd protests, and military parade due to the 10th anniversary of Kim Il Sung's 110th birthday and the 90th anniversary of the founding of the North Korean People's Revolutionary Army.

‘조선중앙통신’은 김 위원장이 “열병이 수도권을 중심으로 해 동시다발적으로 전파 확산됐다는 것은 이미 세워놓은 방역체계에도 허점이 있다는 것을 보여준다고 심각히 지적했다”고 전했습니다.
Chairman of the Korean Central News Agency said, "The fact that the fever spread simultaneously around the metropolitan area shows that there are loopholes in the quarantine system already established."

김 위원장은 또 “전국의 모든 도·시·군들이 자기 지역을 봉쇄하고 발열자들을 격리 조처하며 치료를 책임적으로 해 전파공간을 차단하는 것이 급선무”라고 강조했습니다.
Chairman of the states Affairs Commission Kim also stressed, "It is urgent for all cities, cities, and counties across the country to block radio space by blocking their areas, quarantining heat generators, and taking responsibility for treatment."

한국의 감염병 전문가인 이재갑 한림대 감염내과 교수는 가장 우려했던 상황이 북한에서 발생했다며, 백신 접종이 이뤄지지 않은데다 호흡기 감염병 치료시설이 열악하기 때문에 확진자 급증과 사망자 속출이 우려된다고 밝혔습니다.
Lee Jae-gap, an infectious disease expert at Hallym University, said that the most worrisome situation occurred in North Korea, and that the number of confirmed cases and deaths are feared due to the lack of vaccination and poor respiratory infectious disease treatment facilities.

이 교수는 북한에 대한 외부의 지원이 시급하게 이뤄져야 한다고 강조했습니다.
Professor Lee stressed the urgent need for outside aid to North Korea.

[녹취: 이재갑 교수] “백신은 백신대로 가야 되는데 그 보다 더 급한 것은 치료 시설이나 산소발생기, 산소탱크 등 이런 것들을 지원하고 치료약재 지원하고 이런 부분들을 빨리 보내주는 게 일단 선행돼야 하고요.”
[Professor Lee Jae-gap] "Vaccines should go to the vaccine table, but what's more urgent is to support treatment facilities, oxygen generators, oxygen tanks, and so on, and send them quickly."

한국 정부는 북한에서의 신종 코로나 대유행 가능성을 우려해 백신 지원을 위해 북한과의 협의에 나설 뜻을 밝혔습니다.
The South Korean government has expressed its intention to consult with North Korea to support vaccines, fearing the possibility of a new coronavirus pandemic in North Korea.

윤석열 대통령은 북한 주민에게 신종 코로나 백신을 비롯한 의약품을 지원할 방침이라고 강인선 대변인이 13일 전했습니다.
Spokesman Kang In-sun said on the 13th that President Yoon Seok-yeol will provide North Koreans with medicines, including COVID-19.

강 대변인은 구체적인 지원 방안은 북한 측과 협의해 나갈 예정이라고 덧붙였습니다.
Kang added that North Korea will discuss specific aid measures.

북한이 12일 단거리 탄도미사일 3발을 발사하는 무력시위를 벌였지만 정치 상황과 무관하게 인도적 지원을 하겠다는 기존 방침에 따른 것으로 풀이됩니다.
North Korea staged an armed demonstration of firing three short-range ballistic missiles on the 12th, but it is believed to be based on its existing policy to provide humanitarian aid regardless of the political situation.

대통령실 관계자는 다만 “북한이 방역체계가 완벽하다고 발표했는데 그런 사람한테 어떻게 언제 무엇을 줄지 우리가 논의를 시작할 수는 없다”며 “북한이 도움을 필요로 하지 않는다는 메시지로 볼 수도 있다”고 말했습니다. 대북 인도적 지원에는 열려 있지만 북한 측이 호응을 해야 한다는 취지로 풀이됩니다.
An official from the presidential office said, "North Korea has announced that the quarantine system is perfect, but we cannot start discussing how and when to give such a person," adding, "It may be seen as a message that North Korea does not need help." It is open to humanitarian aid to North Korea, but it is interpreted as the intention that the North should respond.

차덕철 한국 통일부 부대변인은 13일 정례브리핑에서 “북한이 신종 코로나 확진자 등을 공개적으로 발표한 것은 처음 있는 일”이라며 “한국 정부는 북한 주민에 대한 지원과 남북 간 방역·보건의료 협력에 대해선 인도적 차원에서 언제라도 추진할 수 있다는 입장”이라고 밝혔습니다.
Cha Deok-cheol, deputy spokesman for the South Korean Ministry of Unification, said in a regular press briefing on the 13th, "It is the first time that North Korea has publicly announced COVID-19 confirmed cases," adding, "The South Korean government can push ahead with humanitarian aid and quarantine and health care cooperation."

전문가들은 북한이 한국의 방역 지원 제안에 선뜻 응할 가능성은 크지 않다고 보고 있습니다.
Experts say it is unlikely that North Korea will readily respond to South Korea's proposal for quarantine aid.

박원곤 이화여대 북한학과 교수는 전세계적으로 백신 접종에도 오미크론 재감염자가 나오고 있는데다 백신 냉동 보관 설비 등 북한의 인프라 미비, 백신 지원 수용으로 김 위원장이 입어야 할 정치적 타격 등을 고려할 때 북한이 응할 가능성이 크지 않다고 말했습니다.
Park Won-gon, a professor of North Korean studies at Ewha Womans University, said, "North Korea is unlikely to respond considering the lack of infrastructure such as vaccine refrigeration facilities and the political damage that Kim should suffer from."

박 교수는 북한이 전염병 상황을 상세하게 공개하는 이유는 자체 해결을 위한 주민결속용으로, 중국식 봉쇄정책에 의존할 것으로 내다봤습니다.
Professor Park predicted that the reason why North Korea discloses the epidemic situation in detail is to unite its residents to resolve itself, and that it will rely on a Chinese-style containment policy.

[녹취: 박원곤 교수] “이건 북한체제에 대한 아주 심각한 도전이기 때문에 북한 입장에선 차라리 정부 당국이 나서서 상황이 어떤지를 투명하게 공개하고 자신의 지도력을 믿으라며 뚫고 나가는 게 낫지 정보를 숨기면서 갈 그런 상황은 아니다, 그만큼 북한이 체제에 대한 굉장히 큰 도전으로 보고 있다는 것으로 판단할 수 있겠죠.”
[Professor Park Won-gon] "Since this is a very serious challenge to the North Korean regime, it would be better for the government to come forward and tell them to believe in their leadership, not to hide information, but to see it as a very big challenge."

북한 전역에서 감염자 급증세가 지속되고 사망자가 속출하면 결국 외부 도움을 받는 게 불가피할 것이라는 전망도 나옵니다.
Some predict that if the number of infected people continues to surge across North Korea and deaths continue, it will be inevitable to get outside help.

김형석 전 한국 통일부 차관은 북한의 이례적인 감염병 확산 실태 공개가 자체 해결이 어려운 상황까지 염두에 두고 향후 외부사회 지원을 받을 명분을 만들기 위한 행동일 수 있다고 분석했습니다.
Former Vice Unification Minister Kim Hyung-seok said, "North Korea's unprecedented spread of infectious diseases may be an action to create a cause for external support in the future, considering that it is difficult to resolve it."

한국 민간 연구기관인 세종연구소 정성장 북한연구센터장은 적어도 몇 달 또는 내년까지도 북한에서 오미크론 대확산으로 인한 대혼란이 올 수 있다고 예상했습니다.
Chung Sung-sung, head of the North Korean Research Center at Sejong Institute, a South Korean private research institute, predicted that the Great Omicron Spread could cause havoc in North Korea by at least a few months or next year.

[녹취: 정성장 센터장] “북한이 당분간은 외부세계, 특히 서방세계의 방역 지원을 수용하지 않을 것으로 전망됩니다. 그러나 만약 오미크론으로 인한 사망자가 급증하면 먼저 중국의 지원을 요청하고 그것으로도 감당하기 어려운 상황에 직면하게 되면 서방세계의 지원까지도 고려하지 않을 수 없게 될 것입니다.”
[Recording: Chung Sung-sung, head of the center] "North Korea is not expected to accept quarantine aid from the outside world, especially the West, for the time being. But if the death toll from Omicron spikes, we're going to have to ask for China's help first and face a situation that's too much to handle, we're going to have to consider the support of the West."

정 센터장은 남북 방역협력이 성사될 경우 남북 군사적 긴장 완화와 대화 재개에 도움이 될 수 있을 것이라면서도 북한이 대북 강경파로 인식하고 있는 한국의 새 정부와 방역 협력에 나서려고 하지 않을 것이라고 말했습니다.
Chung said that if inter-Korean quarantine cooperation is achieved, it could help ease military tensions between the two Koreas and resume dialogue, but that he would not try to cooperate with the new South Korean government, which North Korea regards as a hard-liner.
