미 국무부 “각국 외교관 평양 복귀 지지…대북지원에도 국경 개방해야” > 정치

북한에서 철수했던 유럽 국가들의 평양 공관 재가동 움직임에 대해 미국 정부가 환영의 뜻을 밝혔습니다. 북한이 국제기구들의 대북 인도지원에도 조속히 국경을 개방하길 희망했습니다. 안소영 기자가 보도합니다.
The U.S. government welcomed the European countries' move to restart their diplomatic missions in Pyongyang. North Korea hoped to open its borders as soon as possible even with international organizations' support for extradition to the North. Reporter Ahn So-young reports.

미국 국무부가 4년 만에 이뤄진 서방 외교관들의 잇따른 방북 관련 움직임을 고무적으로 평가했습니다.
The U.S. State Department has encouraged a series of moves by Western diplomats to visit North Korea for the first time in four years.

[국무부 대변인] “We support the return of foreign diplomats to Pyongyang and hope that it will reinvigorate dialogue, diplomacy, and other forms of constructive engagement with the DPRK. We also hope that the DPKR will soon open its borders to international humanitarian workers, whose aid efforts have been hindered by the DPRK’s border closures”
[Ministry of State spokesperson] "우리는 외교관들의 평양 복귀를 지지하고 북한이 대화, 외교, 그리고 다른 형태의 건설적인 관여를 다시 활성화하기를 희망합니다. 우리는 또한 북한의 국경 폐쇄로 인해 원조 활동이 방해를 받고 있는 국제 인도주의자들에게 북한이 곧 국경을 개방하기를 희망합니다."

국무부 대변인은 4일 최근 독일 외무부 대표단 방북 등 서방국들의 관련 움직임에 대한 VOA의 논평 요청에 “우리는 다른 나라 외교관들의 평양 복귀를 지지하고, 이를 통해 북한과의 대화와 외교, 기타 형태의 건설적인 관여가 다시 활발해지기를 희망한다”고 밝혔습니다.
In response to VOA's request for comment on related movements by Western countries, including the recent visit to the German foreign ministry, a State Department spokesperson said on the 4th, "We support the return of diplomats from other countries to Pyongyang, and through this, we hope that dialogue, diplomacy and other forms of constructive engagement with North Korea will become active again."

이어 “또한 우리는 북한의 국경 봉쇄로 인해 지원 노력이 방해를 받았던 국제 구호요원들에게 북한이 조속이 국경을 개방하기를 희망한다”고 말했습니다.
"We also hope that North Korea will open its borders as soon as possible to international aid workers whose aid efforts have been hampered by the North's border blockade," he continued.

신종 코로나 방역을 이유로 지난 2020년 1월부터 국경을 봉쇄한 북한은 지난달 26일 서방 국가로는 처음으로 독일 외무부 대표단의 입국을 허용했습니다.
North Korea, which has blocked its borders since January 2020 due to the novel coronavirus quarantine, became the first Western country to allow German foreign ministry delegations to enter the country on the 26th of last month.

당시 독일 외무부 대변인이 VOA에 팬데믹으로 2020년 3월 임시 폐쇄된 독일 대사관 건물을 며칠간 점검할 예정이라고 밝힌 가운데 이후 스위스와 영국, 폴란드 외무부도 잇따라 방북을 준비 중이라고 확인한 바 있습니다.
A spokesperson for the German Foreign Ministry told VOA at the time that the German embassy building, which was temporarily closed in March 2020 due to the pandemic, would be inspected for several days, and the Swiss, British and Polish ministries later confirmed that they were preparing to visit North Korea one after another.

폴란드 외무부는 지난 1일 “현재 우리는 북한 당국과 평양에서 기술적 임무를 수행하기에 양측 모두에 적합한 시기에 대해 논의하고 있다”고 전했고, 스위스와 영국도 북한과 자국 대표단들의 방북 일정을 조율 중이라고 밝혔었습니다.
Poland's Foreign Ministry said on the 1st, "We are currently discussing with North Korean authorities about the right time for both sides to carry out technical missions in Pyongyang," and Switzerland and Britain also said they were coordinating the schedule for North Korea and its delegations to visit North Korea.

다만 유엔기구와 비정부기구들은 아직 아무런 변화를 감지하지 못하고 있습니다.
However, U.N. organizations and non-governmental organizations have yet to detect any change.

국제적십자위원회(ICRC)는 지난 1일 VOA에 “현재 ICRC는 2020년 (북한) 당국이 내린 제한 조치에 따라 북한에 접근할 수 없다”고 밝혔습니다.
The International Committee of the Red Cross (ICRC) told VOA on the 1st that "the ICRC currently cannot access North Korea under restrictions imposed by the (North) authorities in 2020."

[ICRC 대변인] “As of today, the ICRC does not have any access to the DPRK due to the restrictions imposed by the authorities since 202o. The ICRC, however, stands ready to resume its presence in DPRK should the situation allows and to do the direct assessment to determine the humanitarian needs and its humanitarian response.”
[ICRC 대변인] "오늘 현재, ICRC는 202o 이후 당국에 의해 부과된 제한 때문에 북한에 접근할 수 없습니다. 그러나 ICRC는 상황이 허용하고 인도주의적 요구와 인도주의적 대응을 결정하기 위해 직접 평가를 수행할 경우 북한에 다시 주둔할 준비가 되어 있습니다."

이어 “하지만 ICRC는 상황이 허락한다면 북한에서의 활동을 재개하고 인도주의적 필요와 대응을 결정하기 위한 직접적인 평가를 수행할 준비가 돼 있다”고 덧붙였습니다.
"However, the ICRC is ready to resume its activities in North Korea and carry out a direct assessment to determine humanitarian needs and responses, if the situation permits," he added.

유엔아동기금(UNICEF·유니세프)은 독일 외교관의 방북이 확인된 지난달 27일 VOA에 “우리는 북한 당국 파트너들에게 국제 직원의 조속한 귀환을 계속 촉구하고 있다”고 밝혔습니다.
The United Nations Children's Fund (UNICEF) told VOA on the 27th of last month, when a German diplomat's visit to North Korea was confirmed, "We continue to urge our North Korean authorities partners to return international staff as soon as possible."

[유니세프 대변인] “We continue to urge our government partners in DPR Korea to facilitate the earliest possible return of our international staff. The reopening of the border and the return of UNICEF’s full team to DPR Korea will be critical to ensuring more humanitarian support can be provided in 2024 and programmes can be scaled up as necessary to meet the needs of children and women.”
[UNICEF spokesperson] "우리는 DPR 한국의 정부 파트너들에게 가능한 한 빨리 우리의 국제 직원들이 돌아올 수 있도록 계속 촉구합니다. 국경의 재개와 유니세프의 완전한 팀의 DPR 한국으로의 복귀는 2024년에 더 많은 인도주의적인 지원이 제공되고 어린이와 여성의 요구를 충족시키기 위해 필요에 따라 프로그램이 확장될 수 있도록 보장하는 데 매우 중요할 것입니다."

이어 “2024년에 더 많은 인도주의적 지원을 제공하고 어린이와 여성의 필요를 충족하기 위해 필요에 따라 프로그램을 확대하려면 국경이 다시 열리고 유니세프 팀 전체가 북한으로 복귀하는 것이 매우 중요하다”고 답했습니다.
"To provide more humanitarian aid in 2024 and expand the program as needed to meet the needs of children and women, it is very important that the borders reopen and the entire UNICEF team return to North Korea."
