미 하원 지출법안에 ‘북한 등 적국 제재 예산 증액’ 조항 포함 > 정치

북한을 비롯한 적성국들에 대한 미국의 제재 시행 예산을 늘리는 내용의 조항이 미국 하원 지출법안에 포함됐습니다. 대북 제재 구멍이 커지고 있다는 의회 내 지적이 일고 있는 가운데 나온 움직입니다. 이조은 기자입니다.

미 하원 운영위원회가 재무부 등의 예산을 책정하는 2024회계연도 금융서비스 지출법안에 북한 등 적국과 테러단체에 대한 제재 시행에 추가 예산을 지원하는 내용의 조항을 포함하기로 했습니다.
The U.S. House Steering Committee has decided to include a clause in the Financial Services Expenditure Act for fiscal 2024, which sets the budget for the Treasury Department, to provide additional budget support for the implementation of sanctions against enemies such as North Korea and terrorist groups.

17일 의회 기록 시스템에 따르면 이 조항 등이 포함된 지출법안은 최근 하원 운영위를 통과해 본회의로 회부됐습니다.
According to the Congressional Records System on the 17th, the spending bill, which includes this article, was recently passed by the House Steering Committee and referred to the plenary session.

금융서비스 지출법안에 대한 본회의 표결 일정은 아직 잡히지 않았습니다.
A plenary vote on the Financial Services Expenditure Bill has not yet been scheduled.

앞서 민주당의 조시 고타이머 하원의원과 공화당의 앤드류 가르바리노 하원의원은 북한을 비롯한 적성국들에 대한 미 재무부의 제재 시행 예산을 3천700만 달러 증액하는 내용의 이 조항을 지출법안에 포함할 것을 운영위에 요청한 바 있습니다.
Representatives Josh Gottheimer of the Democratic Party and Andrew Garbarino of the Republican Party had earlier asked the steering committee to include the provision in the spending bill, which would increase the U.S. Treasury Department's $37 million budget to enforce sanctions on North Korea and other adversaries.

북한을 비롯해 러시아, 중국, 이란, 팔레스타인 무장정파 하마스, 레바논 무장정파 헤즈볼라, 그리고 기타 테러 단체에 대한 제재 시행 노력을 지원하기 위해 재무부의 테러 및 금융정보국(TFI) 예산을 증액하는 내용이 핵심입니다.
The key is to increase the Treasury's Terrorism and Financial Intelligence Agency (TFI) budget to support efforts to enforce sanctions against North Korea, Russia, China, Iran, Palestinian militant Hamas, Lebanese militant Hezbollah, and other terrorist groups.

고타이머 의원은 이 조항 등이 지출법안에 포함된 것과 관련해 성명을 통해 "우리나라가 국내외에서 직면한 위협에 대응하기 위해 필요한 조치를 취하는 것은 매우 중요하다”고 밝혔습니다.
In a statement on the inclusion of this clause in the spending bill, Rep. GoTimer said, "It is very important that we take the necessary steps to respond to the threats facing our country at home and abroad."

By investing in new methods of fighting terrorism, strengthening our relationship with our key ally Israel, enforcing sanctions on terrorist organizations and enemy nations…these amendments are helping… the nation a safer place to live,”
[Rep. Go-Timer] "우리는 국내외에서 우리의 국가가 직면하고 있는 위협에 대응하기 위해 필요한 조치를 취하는 것이 중요합니다. 테러와 싸우는 새로운 방법들에 투자하고, 우리의 주요 동맹국인 이스라엘과의 관계를 강화하고, 테러 단체들과 적국들에 대한 제재를 시행함으로써… 이 개정안들은 우리나라가 더 안전하게 살 수 있도록 돕고 있습니다."

이어 “테러와 싸우는 새로운 방법에 투자하고 핵심 동맹국인 이스라엘과의 관계를 강화하는 한편 테러 조직과 적국에 대한 제재를 시행함으로써 이 조항들은 미국을 더 안전한 곳으로 만드는 데 도움이 될 것”이라고 강조했습니다.
"These provisions will help make the United States a safer place by investing in new ways to fight terrorism, strengthening ties with Israel, a key ally, and implementing sanctions against terrorist organizations and adversaries," he said.

하원의 이런 조항은 미국 등 국제 사회의 강력한 제재에도 불구하고 러시아와 하마스가 각각 우크라이나와 이스라엘 전쟁을 이어가고 있는 가운데 나왔습니다.
This provision in the House of Representatives comes as Russia and Hamas continue their war against Ukraine and Israel, respectively, despite strong international sanctions from the United States and other countries.

또한 북한이 중국과 러시아 등의 도움으로 국제 사회의 제재를 회피해 김정은 정권과 불법 무기 프로그램을 위한 자금을 조달하고 있다는 지적이 의회에서 이어지고 있는 가운데 추진돼 주목됩니다.
It is also drawing attention as Congress continues to point out that North Korea is raising funds for the Kim Jong-un regime and its illegal weapons program by avoiding international sanctions with the help of China and Russia.

앞서 상원 외교위의 동아태소위원장인 민주당의 크리스 밴 홀런 의원은 지난 9월 워싱턴 싱크탱크의 전략국제문제연구소(CSIS)가 개최한 포럼에서 기존 대북 제재 시행의 중요성을 강조했습니다.
Earlier, Rep. Chris Van Holan of the Democratic Party, chairman of the Senate Foreign Relations Committee's East Asia-Pacific subcommittee, stressed the importance of implementing existing sanctions against North Korea at a forum held in September by the Center for Strategic and International Studies (CSIS) of the Washington think tank.

[녹취:밴 홀런 의원] “We need to do more to plug the gaps in the enforcement regime, including cracking down on North Korea's use of crypto to evade sanctions to fund its illegal weapons program.”
[Record: Representative Van Holan] "북한의 불법 무기 프로그램 자금 지원을 위한 제재 회피를 위해 암호화폐를 사용하는 행위를 단속하는 등 집행 체제의 빈틈을 메우기 위해 더 많은 일을 해야 합니다."

밴 홀런 의원은 “북한이 제재를 회피하고 불법 무기 프로그램에 자금을 조달하기 위해 암호화폐를 사용하는 것을 단속하는 등 우리는 제재 집행 체제에서 빈틈을 메우기 위해 더 많은 노력을 해야 한다”고 말했습니다.
"We need to do more to fill the gaps in the sanctions enforcement regime, such as cracking down on North Korea's use of cryptocurrency to evade sanctions and finance illegal weapons programs," said Rep. Van Holan.
