한일, 군축비확산협의회 5년 만에 개최…“북한 ‘위성발사’ 철회해야” > 정치

한국과 일본이 5년 만에 군축비확산협의회를 열었습니다. 두 나라는 북한의 군사정찰위성 발사 계획에 우려를 표하고 즉각 철회할 것을 촉구했습니다. 박형주 기자가 보도합니다.
Korea and Japan held their first disarmament non-proliferation council in five years. The two countries expressed concern over North Korea's plan to launch a military reconnaissance satellite and urged it to withdraw immediately. Reporter Park Hyung-joo reports.

한국과 일본 외교 당국이 지난 29일 제16차 한-일 군축비확산협의회를 개최했다고 한국 외교부가 30일 밝혔습니다.
South Korea's Foreign Ministry said on the 30th that South Korea and Japan's diplomatic authorities held the 16th Korea-Japan Non-Proliferation Council on the 29th.

이번 협의회는 5월 30일부터 6월 2일까지 확산방지구상(PSI) 고위급회의와 아태순환훈련이 진행되는 한국 제주에서 열렸습니다.
The council was held from May 30 to June 2 in Jeju, South Korea, where high-level meetings of the Proliferation Security Initiative (PSI) and Asia-Pacific Circulation Training will be held.

한국 외교부에 따르면 양측은 이번 회의에서 "북핵 위협이 고도화되고 있는 상황에 대해 심각한 우려를 공유한다”고 밝혔습니다.
According to South Korea's Foreign Ministry, the two sides share "serious concerns about the escalating North Korean nuclear threat."

특히 “금일(30일) 북한이 공개한 소위 ‘위성발사계획’은 탄도미사일 기술을 활용한 모든 발사를 금지하는 유엔 안보리 결의에 대한 심각한 위반이라는 점을 강조하고, 북한이 이러한 불법적 발사 계획을 즉각 철회할 것을 촉구했다”고 밝혔습니다.
In particular, he said, "North Korea's so-called 'satellite launch plan' released today (30th) emphasized that it is a serious violation of the U.N. Security Council resolution banning all launches using ballistic missile technology and urged North Korea to withdraw its illegal launch plan immediately."

또한 한일 양측은 국제 군축비확산 체제 내 도전 과제에 대해 의견을 교환하고 핵군축·비확산·수출통제 등에 있어 양자·다자 협력 강화 방안을 논의했다고 설명했습니다.
The two sides also discussed ways to strengthen bilateral and multilateral cooperation in nuclear disarmament, nonproliferation, and export control.

이와 함께 핵비확산조약(NPT), 유엔총회 1위원회, 확산방지구상(PSI) 등 양자·다자 차원의 비확산∙반확산 협력을 더욱 강화해 나가기로 했다고 한국 외교부는 덧붙였습니다.
In addition, the Korean Foreign Ministry added that it will further strengthen non-proliferation and anti-proliferation cooperation at the bilateral and multilateral levels, including the Nuclear Non-Proliferation Treaty (NPT), the United Nations General Assembly's 1st Committee, and the Proliferation Initiative (PSI).

한일 군축비확산협의회는 한국 윤석열 정부의 강제징용 피해자 배상 해법 발표 후 양국 관계가 회복되면서 2018년 이후 5년 만에 개최됐습니다.
The Korea-Japan Disarmament Nonproliferation Council was held for the first time in five years since 2018 as relations between the two countries recovered after the South Korean Yoon Suk Yeoln government announced a solution to compensate victims of forced labor.

한국 외교부는 이번 협의회와 관련해 "역내 주요 유사 입장국으로서 군축∙비확산 분야 한·일 양국 간 협력을 더욱 심화하는 기회가 된 것으로 평가한다"고 말했습니다.
The South Korean Ministry of Foreign Affairs said, "As a major similar country in the region, it is an opportunity to further deepen cooperation between Korea and Japan in the field of disarmament and non-proliferation."

이번 협의회에 한국 측에선 박영효 외교부 원자력비확산외교기획관이, 일본에선 카이후 아츠시 외무성 군축불확산과학부장이 참석했습니다.
Park Young-hyo, director of the Ministry of Foreign Affairs' Nuclear Nonproliferation Diplomacy Planning, attended the meeting, and Atsushi Kaifu, director of the Department of Disarmament and Nonproliferation Science, from Japan.

일본 외무성도 30일 별도의 보도자료를 통해 한일 당국이 5년만에 '일-한 군축비확산협의회'를 개최했다고 밝혔습니다.
Japan's Foreign Ministry also said in a separate press release on the 30th that the Japanese and Japanese authorities held the "Japan-Korea Disarmament Non-Proliferation Council" for the first time in five years.

북한 문제에 대해선 “양측은 북한 핵과 미사일 문제 해결을 위해 양국이 더욱 긴밀히 협력해 나갈 것임을 재확인했다”고 말했습니다.
Regarding the North Korean issue, he said, "The two sides reaffirmed that the two countries will cooperate more closely to solve the North Korean nuclear and missile problems."

또한 양측이 주요 7개국(G7) 히로시마 정상회의 결과를 바탕으로 군비통제와 군축, 비확산 분야의 최근 주요 국제 현안와 관련해 폭넓은 의견교환이 이뤄졌으며, 이런 현안에 대해 지속적으로 협의해 나가기로 뜻을 모았다고 설명했습니다.
He also explained that the two sides exchanged views on recent major international issues in arms control, disarmament, and non-proliferation based on the results of the G7 Hiroshima Summit, and agreed to continue discussing these issues.

'군축비확산협의회'는 핵군축·비확산·군비통제 문제와 당면 국제 안보현안을 논의하는 협의 채널로 한국은 미국, 유럽연합(EU), 호주, 독일 등과도 군축비확산협의회를 운영하고 있습니다.
The Disarmament Nonproliferation Council is a consultation channel that discusses nuclear disarmament, nonproliferation, and arms control issues and current international security issues.
