미한, 역대급 규모 연합 화력격멸훈련 돌입...북한 도발 재개 가능성 > 정치

미군과 한국군이 25일부터 한반도 휴전선 인근 지역에서 역대 최대 규모의 연합합동 화력격멸훈련에 돌입했습니다. 한동안 잠잠했던 북한이 이를 구실로 또 다시 도발에 나설 가능성이 제기되고 있습니다. 서울에서 김환용 기자가 보도합니다.
From the 25th, the U.S. and South Korean troops began the largest joint fire fighting drill ever near the Korean Peninsula border. 한국 국방부는 미한 동맹 70주년과 건군 75주년을 맞아 두 나라가 25일부터 5차례에 걸쳐 경기도 포천 휴전선 인근 지역에서 역대 최대 규모의 연합합동 화력격멸훈련을 실시한다고 밝혔습니다.
South Korea's Defense Ministry says the two countries will hold five joint fire drills near the Pocheon border in Gyeonggi Province from the 25th to mark the 70th anniversary of the U.S.-Korea alliance and the 75th anniversary of the military.

‘힘에 의한 평화 구현을 위한 미한 동맹의 압도적인 첨단 군사 능력 시현’을 주제로 승진과학화훈련장에서 진행되는 이번 훈련은 미한 연합전력과 육해공 합동전력이 최신 무기를 동원해 적 도발 시 응징, 격멸하는 능력을 과시하는 일종의 화력시범입니다.
Under the theme of "Exhibiting the Overwhelming Advanced Military Capability of the U.S.-Korea Alliance for Peace by Force," the exercise is a kind of fire demonstration in which the U.S.-Korea Combined Forces and the Joint Forces of the Army, Navy, and Air Force use the latest weapons to punish and destroy enemy provocations.

올해 훈련에는 F-35A 스텔스 전투기와 AH-64 아파치 공격헬기, K-2 전차와 K-21 장갑차, 천무 등 다연장로켓포(MLRS), 주한미군의 F-16 전투기와 A-10 공격기 등이 대거 동원됩니다.
This year's training will involve a large number of F-35A stealth fighters, AH-64 Apache attack helicopters, K-2 tanks and K-21 armored vehicles, and multiple rocket launchers (MLRSs), U.S. Forces Korea's F-16 fighters and A-10 attack aircraft.

훈련은 25일에 이어 다음달 2일과 7일, 12일, 15일 등 총 5차례 진행됩니다.
Following the 25th, the training will be held five times, including the 2nd, 7th, 12th, and 15th of next month.

앞서 지난 2017년 훈련 땐 미한 48개 부대 병력 2천여 명을 비롯해 주한미군의 브래들리 장갑차와 아파치 헬기, A-10 공격기 등이, 한국 군에선 아파치 헬기와 K2 전차, K21 장갑차, F-15K 전투기, 다연장로켓포 등이 투입된 바 있습니다.
Earlier in 2017, more than 2,000 troops from 48 U.S. troops in the U.S., Bradley armored vehicles, Apache helicopters, and A-10 attack aircraft were deployed, and Apache helicopters, K2 tanks, K21 armored vehicles, F-15K fighter jets, and multiple rocket guns were deployed from the South Korean military.

민간 연구기관인 한국국가전략연구원 문성묵 통일전략센터장은 6년만에 역대급 규모로 부활했다며, 북한의 핵 위협 고도화에 맞서 미한 연합군의 대량응징 보복 능력을 과시하고 대북 억제력를 증강시키기 위한 훈련이라고 설명했습니다.
Moon Sung-mook, head of the Unification Strategy Center at the Korea National Institute of Strategic Studies, said that it has been revived in six years, and that it is a drill to show off the U.S. coalition's ability to retaliate against North Korea's nuclear threat.

[녹취: 문성묵 센터장] “북한은 말로는 재래식 무기 갖고 감히 어딜 덤비느냐고 얘길하지만 북한 입장으로선 한미의 이런 각종 화력이 총동원된 격멸훈련은 매우 위축될 수 있는, 자기들이 전술핵이라고 사용을 하더라도 KMPR이라고 하는 대량응징 보복이 있지 않습니까, 그 응징 보복의 대상이 될 수 있다는 점에서 억제효과가 있다고 생각합니다.”
[Recording: Moon Sung-mook, Director of the Center] "North Korea says that where do you dare to fight with conventional weapons, but for North Korea, I think this annihilation exercise with all of the South Korea-U.S. firepower can be very dampened. Even if they use it as tactical nuclear weapons, it can be a deterrent effect."

북한 대외관영 ‘조선중앙통신’은 앞서 지난 19일 연합합동 화력격멸훈련에 대해 “핵 보유국을 상대로 한 ‘격멸훈련’이라는 것은 무슨 낮도깨비 같은 소리인가”라며 비난했습니다.
North Korea's external official "Chosun Central News Agency" earlier criticized the joint fire fighting drill on the 19th, saying, "What kind of daytime goblin is a 'destruction drill' against nuclear powers?"

또 이 훈련을 “반공화국 전쟁 연습의 확대판”이라며 "전선에서 불과 몇km 떨어진 지역에서 20여일 간 벌이는 데 대해 엄중시하지 않을 수 없다”고 주장했습니다.
He also called the exercise an "extended version of the anti-republican war exercise" and said, "We have no choice but to be stern about the 20-day run in an area just a few kilometers from the front."

민간 연구기관인 한국국방안보포럼 신종우 사무국장은 이번 훈련을 전쟁 각본에 따른 전형적인 북침연습이라는 북한의 주장은 억지라고 반박했습니다.
Shin Jong-woo, secretary-general of the Korea Defense Security Forum, a private research institute, refuted North Korea's claim that the exercise is a typical North Korean invasion exercise based on a war script.

신 사무국장은 북한의 핵 위협과 도발 수위가 한층 높아진 데 따른 경고 메시지는 담겨 있지만 작전과 대규모 병력 기동이 동반되지 않는 화력시범 성격의 훈련이라고 말했습니다.
Secretary-General Shin said it was a fire demonstration exercise that included warning messages about North Korea's nuclear threat and higher levels of provocation, but did not involve operations and large-scale troop maneuvers.

[녹취: 신종우 사무국장] “작전을 거기서 절차적으로 하는 게 아니라 전차 자주포 전투기가 동원돼서 화력을 과시하는 성격이지 북한을 침공하는 부대가 도상에서 대규모로 훈련하는 계획을 세워서 그 작전계획에 따라서 훈련하는 그런 훈련은 절대 아니거든요.”

미한 연합합동 화력격멸훈련을 구실로 한동안 잠잠했던 북한이 도발 행동을 재개할 가능성이 제기되고 있습니다.
There is a possibility that North Korea, which has been quiet for some time under the pretext of joint fire fighting drills between the U.S. and South Korea, may resume provocative actions.

‘조선중앙통신’은 “미국과 괴뢰 호전광들의 광란적인 핵전쟁 소동은 그에 상응한 대응을 불러오게 돼 있다”고 위협했습니다.
The "Chosun Central News Agency" threatened, "The frenzied nuclear war commotion between the U.S. and puppet fighters is bound to bring about a corresponding response."

북한은 지난달 13일 신형 고체연료 대륙간탄도미사일(ICBM) ‘화성-18형’ 발사 이후 한 달 넘게 도발 행동을 멈춘 상태입니다.
North Korea has stopped provocative actions for more than a month since the launch of its new solid-fuel intercontinental ballistic missile (ICBM) "Hwaseong-18" on the 13th of last month.

한국 정부 산하 국책연구기관인 통일연구원 홍민 북한연구실장은 전쟁 발발을 전제로 재래식 핵심 화력을 총동원해 초기 기선을 제압하는 데 초점을 둔 훈련이라는 점에서 북한이 민감하게 반응하고 있다고 말했습니다.
Hong Min, head of the Unification Institute, a state-run research institute under the South Korean government, said North Korea is sensitive to the fact that it is a drill focused on using all its conventional core firepower to dominate the early stage.

홍 실장은 또 전방 지역에서 다섯 차례에 걸쳐 이어지는 훈련 기간 중 북한이 맞대응에 나설 가능성이 크다고 예상했습니다.
Chief Hong also predicted that North Korea is likely to respond during five training sessions in the front area.

[녹취: 홍민 실장] “북한이 동부전선이나 서부전선 일대에서 맞대응하는 화력훈련을 한다거나 아니면 해상에서 펼쳐지는 포 사격 같은 것, 유사한 맞대응 형식으로 볼 수 있고요, 약점에 대응하겠다고 한다면 NLL 인근이나 휴전선 일대 이런 부분에서 전통적으로 해 온 도발성 행동들을 하는 부분이 있겠죠.”
[Recording: Director Hong Min] "If North Korea conducts fire drills on the eastern or western front, or if it responds to weaknesses, it can be seen in a similar form, and if it responds to weaknesses, it will take provocative actions that have traditionally been done near the NLL or the truce line."

심각한 경제난을 겪고 있는 북한이 미한의 재래식 화력 시범훈련에 물리적 도발로 대응하기 보다는 대내외 선전의 소재로 활용할 것이라는 관측도 나옵니다.
Some observers say that North Korea, which is suffering from serious economic difficulties, will use the conventional firepower pilot training of the U.S. and South Korea as a material for internal and external propaganda rather than responding with physical provocations.

숙명여대 글로벌서비스학부 김진무 교수는 식량난에 허덕이고 있는 북한이 농번기를 맞아 미한의 재래식 무기 훈련에 대해 도발로 맞대응할 가능성은 낮아 보인다고 말했습니다.
Kim Jin-moo, a professor at Sookmyung Women's University's Department of Global Services, said North Korea, which is struggling with food shortages, is unlikely to respond with provocations to U.S. and South Korea's conventional weapons training in the face of a busy farming season.

김 교수는 북한은 미한의 이번 훈련을 구실로 핵 보유국의 위세를 강조하며 내부 결속을 다지고, 대외적으론 미한의 호전성을 주장하며 추후 대형 도발의 명분을 축적하는 선전 소재로 활용하고 있다고 분석했습니다.
Professor Kim analyzed that North Korea is using the exercise as a propaganda material to emphasize the power of nuclear powers, strengthen internal solidarity, claim the belligerence of the U.S. and accumulate the cause of future provocations.

[녹취: 김진무 교수] “한미 연합훈련이든지 한국 군 훈련이든지 이 훈련 자체를 국제사회에 부각시키셔 자기들은 아주 우호적이고 평화적인 국가라는 것을 강조하면서 한미 연합군의 호전성을 국제사회에 부각시키려는 의도가 포함돼 있다고 볼 수 있죠.”
[Professor Kim Jin-moo] "Whether it's a South Korea-U.S. joint exercise or a South Korean military exercise, they emphasize that they are a very friendly and peaceful country, and they are intended to emphasize the belligerence of the ROK-U.S. alliance to the international community."

한편 이달 31일엔 한국의 제주 동남방 공해상에서 미한일과 호주 등 4개국 해상전력과 싱가포르, 캐나다까지 포함한 6개국 병력이 참여하는 대량살상무기, WMD 해상 차단 훈련인 ‘이스턴 엔데버 23’이 실시됩니다.
Meanwhile, on the 31st of this month, East Endeavour 23, a WMD maritime blocking drill involving forces from four countries, including the U.S., Korea, and Australia, as well as Singapore and Canada, will be held on the international waters southeast of Jeju.

This training will be held on the occasion of a high-level meeting of the Proliferation Security Initiative (PSI), an international cooperative against the spread of WMD, which will be held in Jeju on the 30th.

PSI에는 2023년 현재 106개국이 참여하고 있고, 이번 고위급 회의에는 70여개국 대표단이 참가합니다.
As of 2023, 106 countries are participating, and delegations from more than 70 countries will participate in this high-level meeting.

북한 대외선전매체인 ‘우리민족끼리’는 최근 노동당 통일전선부 산하 조국통일연구원 실장과의 문답 형식의 기사를 통해 이 훈련과 연합합동 화력격멸훈련 등을 싸잡아 위험천만한 도발이라고 비난했습니다.
In a recent question-and-answer article with the head of the Cho Kuk Institute of Unification under the Ministry of Unification and Front of the Workers' Party, North Korea's foreign propaganda media, "Uriminokkiri" criticized the exercise as a dangerous provocation.

문성묵 센터장은 한국 주도로 열리는 WMD 해상 차단훈련은 북한을 겨냥해 비핵화를 압박하는 국제사회의 메시지가 될 것이라며 북한의 반발이 예상된다고 말했습니다.
Moon Sung-mook, head of the center, said, "The WMD sea-blocking exercise, led by South Korea, will be a message from the international community to pressure North Korea to denuclearize," adding, "North Korea's opposition is expected."
