한국 정부 당국자들이 북한의 인권 개선과 세계 민주주의 옹호를 위해 전념하겠다는 의지를 보여 매우 희망적이라고 미국 민주주의진흥재단(NED)의 데이먼 윌슨 회장 겸 최고경영자가 말했습니다. 최근 한국을 방문해 권영세 통일장관 등 고위 관리들과 북한 인권단체 관계자들을 만난 윌슨 회장은 18일 VOA와의 전화 인터뷰에서 한국 정부에 북한인권재단 설립과 탈북민 공동체에 대한 강력한 지원 등을 요청했다며, 당국자들이 이에 긍정적으로 호응했다고 밝혔습니다. 북한 관련 30여 개 프로젝트에 연간 수백만 달러를 지원하는 NED의 윌슨 회장은 북한 인권 문제의 국제 환기를 위해 미국도 북한인권특사를 임명하는 것이 중요하다고 강조했습니다. 김영권 기자가 윌슨 회장을 인터뷰했습니다.
Damon Wilson, chairman and chief executive of the National Foundation for Democracy (NED), said South Korean government officials are hopeful that they will devote themselves to improving human rights in North Korea and defending global democracy. In a telephone interview with VOA on the 18th, Wilson asked the South Korean government for the establishment of a North Korean human rights foundation and strong support for the North Korean refugee community, and officials responded positively. Wilson, chairman of the NED, which provides millions of dollars a year for more than 30 projects related to North Korea, stressed the importance of the U.S. appointing a special envoy for North Korean human rights to internationalize the North Korean human rights issue. Reporter Kim Young-kwon interviewed Chairman Wilson.

기자) 반갑습니다 윌슨 회장님. 최근 한국과 일본 등 아시아 여러 나라를 방문해 고위 관리 등 다양한 관계자들을 만나고 행사도 열었습니다. 어떤 목적과 성과가 있었습니까?
Nice to meet you Chairman Wilson. Recently, I visited various Asian countries such as Korea and Japan to meet various officials and hold events. What was the purpose and achievement?

윌슨 회장) 아시아 방문에는 세 가지 이유가 있었습니다. 첫째는 일본에서 열린 민주주의 지도자들과 활동가들의 광범위한 연합체인 ‘서니랜드 구상(Sunnylands Initiative)’ 회의입니다. 이 구상은 인도태평양 지역의 민주주의 활동가들을 지원하기 위해 더 많은 제반 환경을 구축하는 것을 돕기 위한 것이죠. 그리고 두 가지 추가적인 이유로 한국을 방문했습니다. 한국에 새 정부가 출범했고, 윤석열 대통령이 말했듯이 한국은 국제적인 중추 역할과 세계 민주주주의 더욱 강력한 옹호자가 되길 열망하고 있습니다. 우리는 이런 입장을 지지할 뿐 아니라 한국에 가서 배우고 직접 듣고 싶었습니다. 끝으로 아마 가장 중요한 이유일 텐데요. 북한 관련 시민사회단체들, 탈북민들을 만나 시간을 함께 보내며 북한의 인권 상황을 듣는 것이었습니다. 북한을 탈출한 뒤 북한의 더 위대한 자유와 정보 접근, 지원 활동을 하는 탈북민 공동체에 대한 변함 없는 연대를 강조하는 목적이 있었습니다.
Mr. Wilson: There were three reasons for visiting Asia. The first is the Sunnylands Initiative, a broad coalition of democratic leaders and activists in Japan. The idea is to help build more environments to support democratic activists in the Indo-Pacific region. And I visited Korea for two additional reasons. A new government has been launched in Korea, and as President Yoon Seok-yeol said, Korea is eager to play an international pivotal role and become a stronger advocate of global democracy. We not only supported this position, but we also wanted to go to Korea to learn and hear it in person. Finally, this is probably the most important reason. It was to meet with North Korean civil society organizations and North Korean defectors and listen to the human rights situation in North Korea. The purpose was to emphasize the unwavering solidarity with the North's greater freedom, access to information, and support activities after fleeing the North.

기자) 한국에서 권영세 통일부 장관 등 고위 관리들도 면담했는데, 북한의 인권과 민주주의 개선을 위해 특별히 요청한 것이 있습니까?
In South Korea, we also met with senior officials, including Unification Minister Kwon Young-se, and did you make any special requests to improve human rights and democracy in North Korea?

윌슨 회장) 저는 신뢰 관계를 쌓기를 원했습니다. 북한 관련 시민사회 공동체에 있는 우리의 많은 파트너와는 물론 새 정부와 신뢰를 구축하며 우선순위가 무엇인지 듣고 싶었습니다. 그래서 말씀하신 대로 윤 대통령의 국가안보실 관계자들, 외교부 관리들, 통일부 장관도 만났습니다. 우리는 북한의 인권과 민주주의를 세우기 위한 노력을 적극 지지합니다. 그렇기 때문에 우리의 지원 상황과 한국 정부의 노력을 추가로 지원할 방안에 관해 의견을 전했습니다. 한국의 북한인권재단 설립에 탄력이 붙는 것을 보길 원하고, 탈북민 공동체에 대한 한국의 더 강력한 지원을 바란다고 말했습니다. 아울러 외부 정보에 접근하기 위해 수많은 위험을 감내해야 하는 북한 주민들과 이들을 탄압하는 정권의 잔혹함을 조명하는 노력과 약속도 당부했습니다. 한국 정부의 우선순위가 무엇인지 듣는 한편 북한의 인권과 민주화에 대한 우리의 약속을 공유하면서 지원 역할의 확대도 제의하는 유익한 기회였습니다.
Chairman Wilson: I wanted to build a relationship of trust. I wanted to hear from many of our partners in the civil society community related to North Korea, as well as build trust with the new government, and what their priorities are. So, as you said, I also met with Yoon's National Security Office officials, foreign ministry officials, and the Unification Minister. We strongly support efforts to establish human rights and democracy in North Korea. Therefore, I have expressed my opinion on the situation of our support and how to support the Korean government's efforts further. He said he wants to see the establishment of the North Korean Human Rights Foundation in South Korea gain momentum, and he wants South Korea to provide stronger support to the North Korean refugee community. He also called for efforts and commitments to shed light on the brutality of North Koreans who have to endure numerous risks to access outside information and the regime that suppresses them. It was a beneficial opportunity to share our commitment to human rights and democratization in North Korea while listening to what the South Korean government's priorities are, and to expand its support role.

기자) 한국 관리들이 어떻게 반응했는지 궁금하군요. 특히 말씀하셨던 대북 정보 유입 노력에 관해서는 전임 정부는 물론 현 정부도 아직 별다른 관심을 보이지 않는다는 지적이 있습니다.
Reporter: I wonder how Korean officials reacted. In particular, it is pointed out that not only the former government but also the current government have yet to show much interest in the efforts to bring in in information to North Korea.

윌슨 회장) 저는 북한의 상황에 관해 매우 우려합니다. 솔직히 북한의 인권 상황은 전 세계에서 가장 끔찍한 것 중 하나라고 봅니다. 북한 주민들의 현실은 정말로 지구의 양심에 있어 도덕적 재앙과도 같습니다. 저는 한국의 파트너들이 이런 북한의 상황을 국제적으로 조명하고 관심을 갖도록 하는 노력의 가치를 보고 있다고 생각합니다. 이 문제에 대한 대중의 관심과 중요성을 부각시키기 위해 우리가 공동으로 전념해야 합니다. 하지만 한국에는 북한 인권에 대해 실질적인 논쟁이 있고 제게는 그게 좀 흥미롭게 보입니다. 하지만 새롭게 출범한 한국 정부 안에는 분명히 북한 인권 문제에 대해 상당히 우려하고 정보 접근 등 인권을 지원하는 데 있어 한국이 더 강력한 역할을 할 수 있다고 믿는 분들이 있습니다. 물론 북한에 정보를 보내는 일부 수단에 제약을 가하는 법(대북전단금지법)에 양면성도 존재합니다. 그러나 저는 한국의 새 정부에 이에 관해 의욕적이고 관심 있는 파트너들을 만났습니다. 북한 주민들은 앞으로 몇 주, 몇 달, 몇 년 안에 남쪽의 형제자매들로부터 더 큰 지지를 받을 것으로 저는 기대합니다. 또 전 세계 민주주의와 인권 공동체에서도 그런 지지가 있길 바랍니다.
Chairman Wilson: I am very concerned about the situation in North Korea. To be honest, I think the human rights situation in North Korea is one of the most terrible things in the world. The reality of the North Koreans is indeed a moral disaster for the conscience of the Earth. I think South Korea's partners are seeing the value of their efforts to shed light on and pay attention to the situation in North Korea internationally. We must work together to highlight the public's interest and importance in this matter. However, there is a real debate about North Korean human rights in South Korea and it seems to me to be a little interesting. However, there are certainly some in the newly launched South Korean government who are very concerned about the human rights issue in North Korea and believe that South Korea can play a stronger role in supporting human rights, including access to information. Of course, there are two sides to the law that restricts some means of sending information to North Korea. However, I have met with motivated and interested partners in this regard to the new government in Korea. I expect North Koreans to gain greater support from their brothers and sisters in the South in the coming weeks, months and years. I also hope that there will be such support in the democratic and human rights communities around the world.

기자) 그런 희망도 있습니다만 윤석열 한국 대통령이 최근 밝힌 ‘담대한 구상’에 북한 주민들의 인권이나 민주주의에 관한 언급은 전혀 없습니다. 이 때문에 한국 내 여러 북한 인권 관련 시민사회단체는 인권 문제가 다시 형식적 조치에 그치는 게 아니냐는 우려를 제기하고 있습니다.
Reporter: There is such hope, but there is no mention of the human rights or democracy of North Koreans in the "bold initiative" recently announced by South Korean President Yoon Seok-yeol. For this reason, various civil society organizations related to North Korean human rights in South Korea are raising concerns that the human rights issue is only a formal measure again.

윌슨 회장) 저는 북한 인권 문제가 한국 정부에 까다로운 사안이라고 생각합니다. 하지만 저는 그들의 입장에서 많은 약속을 들었습니다. 우리는 전 세계 민주주의를 옹호하겠다는 한국의 약속에 대해 외교부로부터 매우 인상적인 브리핑을 받았습니다. 또 북한 주민들을 지원하기 위한 보다 강력한 태세와 관련해 통일부의 확고한 의지도 들었습니다. 아울러 우리는 윤 대통령이 새로 임명한 이신화 외교부 북한인권국제협력대사를 만날 기회도 가졌는데요. 이 대사는 매우 열정적으로 이 임무에 임하고 있고 북한 인권 개선을 위해 부서가 협력해 더 효과적인 역할을 하도록 토대를 준비하고 있다는 느낌을 받았습니다. 저는 이런 움직임에 대해 정말로 낙관적입니다. 우리는 북한 주민들이 처한 고통과 빈곤, 인권의 결여, 민주주의의 절대적 결핍을 인식하지 않고는 북한에 대해 말할 수 없습니다. 이신화 대사와 저녁을 함께 하면서 저는 윤 대통령이 에너지가 넘치는, 활기차고 훌륭한 분석가를 임명했다는 생각이 들었습니다. 저는 이 대사가 북한 인권 문제의 지속적인 관심 유지에 기여할 것이라고 생각합니다.
Chairman Wilson: I think the North Korean human rights issue is a tricky one for the South Korean government. But I've heard a lot of promises from their perspective. We received a very impressive briefing from the Ministry of Foreign Affairs on Korea's commitment to defending democracy around the world. The Ministry of Unification is also determined to take a stronger stance to help North Koreans. In addition, we had a chance to meet President Yoon's newly appointed ambassador for North Korean human rights and international cooperation. The ambassador felt that he was very passionate about the mission and that he was preparing the foundation for the department to cooperate and play a more effective role in improving human rights in North Korea. I'm really optimistic about this move. We cannot talk about North Korea without recognizing the suffering and poverty of its people, the lack of human rights, and the absolute lack of democracy. While having dinner with Ambassador Lee Shin-hwa, I felt that President Yoon appointed an energetic and good analyst. I think this will contribute to the continued interest in the North Korean human rights issue.

기자) 한국은 북한인권국제협력대사를 임명했지만 미국의 북한인권특사는 5년 반이 넘게 공석입니다. 바이든 행정부가 곧 특사를 지명할 것이란 징후도 보이지 않습니다. 이런 상황을 어떻게 보십니까?
South Korea has appointed North Korea's ambassador for human rights and international cooperation, but the U.S. envoy for human rights in North Korea has been vacant for more than five and a half years. There is no indication that the Biden administration will soon nominate a special envoy. What do you think of this situation?

윌슨 회장) 북한인권특사 임명은 매우 적절한 조치가 될 겁니다. 저는 북한 주민들의 비참한 상황에 국제적인 관심을 집중시키기 위한 방안으로 특사 임명을 강력히 지지합니다. 북한의 인권 문제는 세상에서 가장 끔찍한 상황 중 하나로 은폐될 수 없습니다. 우리는 이 문제를 정면으로 주시해야 하고 북한 정권의 대외 선전에 현혹돼서는 안 됩니다. 지구상에 정치범수용소가 존재하고 개인의 권리와 활동을 감시하며 통제하고 억압하는 곳은 매우 드뭅니다. 북한은 지구상에서 정말로 가장 폭압적인 곳 중 하나입니다. 따라서 미국에 북한인권특사가 있는 것은 우리가 명백히 지지하는 북한 주민들이 계속 세상의 관심을 받도록 기여하는 방안 중 하나라고 생각합니다.
Mr. Wilson: The appointment of a special envoy for North Korean human rights would be a very appropriate measure. I strongly support the appointment of a special envoy as a way to draw international attention to the plight of North Koreans. The human rights issue in North Korea cannot be covered up as one of the most terrible situations in the world. We must keep an eye on this issue and not be misled by the North Korean regime's propaganda abroad. There are very few political prison camps on Earth that monitor, control, and suppress individual rights and activities. North Korea is really one of the most tyrannical places on Earth. Therefore, I think the presence of a special envoy for North Korean human rights in the United States is one of the ways to contribute to the continued attention of the North Koreans we clearly support.

기자) 한국의 많은 북한 인권단체들은 NED의 재정 지원이 없으면 생존이 불가능할 정도라며 사의를 표하고 있습니다. NED는 단체들의 활동에 연간 수백만 달러를 지원하는 것으로 아는데, 최근의 지원 상황, 어떤 분야에 좀 더 초점을 두는지 설명해 주시죠
Many North Korean human rights organizations in South Korea are expressing their gratitude, saying that it would be impossible to survive without the NED's financial support. I understand that the NED supports millions of dollars a year for organizations' activities, so please explain the recent support situation, what areas are you focusing more on?

윌슨 회장) 물론입니다. 북한은 우리의 지원 대상 가운데 중요한 부분을 차지합니다. 우리는 한반도의 인권과 민주주의, 자유에 대해 강력한 의지를 갖고 있습니다. 김정은과 북한 정권의 잔혹한 행위가 지속되는 한 우리는 북한 주민들과 탈북민 공동체의 편에 설 겁니다. 그렇기 때문에 제가 이번에 한국을 방문했으며 아주 훌륭하고 용감한 탈북민과 활동가들을 만났습니다. 탈북민 공동체의 차세대 지도자들은 북한 정권이 주민들의 번영을 허용할 자신만 있다면 북한에 엄청난 인재와 풍부한 잠재력이 있다는 것을 명확히 보여줍니다. 우리는 또한 서울에서 우리와 오랫동안 관계를 쌓아온 전환기정의워킹그룹, 북한인권시민연합 같은 단체 관계자들을 만날 수 있었습니다. 북한 인권 조사 활동을 하는 이들 단체는 정말 놀랍고 특별한 일을 하는 단체들입니다. 저는 그들이 하는 활동을 듣고 이해하며 정말로 영감을 받았습니다. 그렇기 때문에 북한은 NED의 지원 측면에서 10대 포트폴리오 중 하나로 30여 개 분야의 파트너들과 협력하고 있습니다. 저는 이분들의 생각과 용기를 지원하는 것을 자랑스럽게 생각합니다.
Chairman Wilson: Of course. North Korea is an important part of our aid. We have a strong commitment to human rights, democracy and freedom on the Korean Peninsula. As long as Kim Jong-un and the North Korean regime's brutal actions continue, we will be on the side of the North Korean people and the North Korean refugee community. That's why I visited Korea and met great and brave North Korean defectors and activists. The next generation of leaders of the North Korean defectors' community clearly demonstrate that North Korea has tremendous talent and abundant potential if it is confident that it will allow its people to prosper. We were also able to meet with officials from organizations such as the Transitional Working Group and the Citizens' Coalition for North Korean Human Rights, which have long established relations with us in Seoul. These organizations conducting human rights investigations in North Korea are really amazing and special. I was really inspired to listen and understand what they were doing. That's why North Korea is working with its partners in more than 30 areas as one of the top 10 portfolios in terms of supporting the NED. I am proud to support their thoughts and courage.

기자) 끝으로 오늘 북한 주민들의 인권과 인도적 상황에 관해 계속 우려를 나타내셨는데, 주민들에게 어떤 메시지를 전하고 싶으신가요?
Finally, as you continue to express concern about the human rights and humanitarian situation of North Koreans today, what message would you like to convey to them?

윌슨 회장) 제가 북한 주민들에게 드리고 싶은 메시지는 우리가 여러분을 보고 있고, 듣고 있으며 여러분을 지지한다는 겁니다. 우리는 여러분이 지구상의 모든 사람과 마찬가지로 자신의 미래를 스스로 설계하고 결정할 자격이 있다는 것을 압니다. 또 가족을 돌보고 자녀가 잘 자라 그들이 사는 곳에서 성공하도록 할 권리가 여러분에게 있습니다. 아울러 여러분의 권리, 즉 직업 선택과 실력에 접근성, 여러분 개인과 지역사회의 안전과 번영을 보장할 능력은 매우 유용하고 아주 중요합니다. 우리는 38선 아래 있는 한국에서 이런 놀랍고 성공적인 삶을 목격했습니다. 북한 주민들이 그렇게 자유를 누리지 못하고 번영하지 못할 이유가 전혀 없습니다. 우리는 여러분의 편에 서서 북한 주민을 지원하는 데 전념하고 있습니다. 우리는 북한을 떠나 자유세계에 정착한 뒤 사회에 기여하는 탈북민들을 통해 북한 주민들의 잠재력을 봤습니다. 우리는 북한에 계신 여러분이 그 잠재력을 발휘할 수 있도록 여러분의 편에 서서 지지하길 원합니다.
Chairman Wilson: The message I want to give to the North Koreans is that we are looking at you, we are listening and we support you. We know that you, like everyone on the planet, deserve to design and decide your own future. You also have the right to take care of your family and ensure that your children grow up well and succeed where they live. In addition, your rights, access to career choices and skills, and the ability to ensure the safety and prosperity of your individual and community, are very useful and important. We witnessed this amazing and successful life in Korea, down the 38th parallel. There is no reason why North Koreans cannot enjoy such freedom and prosperity. We are committed to supporting North Koreans on your side. We saw the potential of North Koreans through North Korean defectors who left North Korea, settled in a free world, and contributed to society. We want you in North Korea to stand on your side and support you so that you can fulfill that potential.
