미 하원 군사위 NDAA “한미연합방위태세 강화 방안 브리핑 요구…강력한 주한미군 유지해야” > 정치

미국 하원 군사위원회가 한미연합방위태세 강화 방안에 대한 의회 브리핑을 요구하는 조항 등이 담긴 새 회계연도 국방수권법안을 공개했습니다. 전년도에 이어 강력한 주한미군 유지의 중요성을 강조하는 내용이 법안에 담겼습니다. 이조은 기자가 보도합니다.
The U.S. House Armed Services Committee has unveiled a new fiscal year's defense authorization bill that calls for a congressional briefing on ways to strengthen the South Korea-U.S. combined defense posture. Following the previous year, the bill emphasized the importance of maintaining strong U.S. forces in Korea. Reporter Lee Jo-eun reports.

미 하원 군사위원회가 22일 전체 회의를 열고 2023회계연도 국방수권법안(NDAA)에 대한 심사를 마쳤습니다.
The U.S. House Armed Services Committee held a general meeting on the 22nd and completed its review of the 2023 Financial Defense Authorization Act (NDAA).

군사위원장 명의의 법안과 각 소위원회가 의결한 법안에 대한 논의와 표결을 거쳐 하나의 법안을 마련하는 절차입니다.
It is a process of preparing a bill after discussing and voting on the bill in the name of the military chairman and the bill resolved by each subcommittee.

민주당의 애덤 스미스 위원장은 이날 회의 시작에 앞서 “세계는 지금 매우 위험하다”며 “중국과 러시아, 이란, 북한, 초국가적 테러 위협으로부터 제기되는 각종 위협에 직면해 있다”고 밝혔습니다.
"The world is very dangerous right now," Democratic chairman Adam Smith said ahead of the meeting. "We are facing threats from China, Russia, Iran, North Korea and transnational terrorism.

[녹취:스미스 위원장] “It is a very dangerous world. We face threats from China, Russia, Iran, North Korea, transnational terrorist threats. It's our job that our country to make sure that our country is ready to deter those threats and that is our main focus.”
[Recording: Chairman Smith] "매우 위험한 세상입니다. 우리는 중국, 러시아, 이란, 북한, 초국가적인 테러 위협에 직면해 있습니다. 우리나라가 이러한 위협을 억제할 준비가 되어 있는지 확인하는 것이 우리의 임무이며, 그것이 우리의 주요 관심사입니다."

그러면서 “미국이 이런 위협을 억지할 준비가 되도록 하는 것이 우리가 할 일이자 초점을 두는 부분”이라고 강조했습니다.
He stressed, "It is our job and focus to make the United States ready to deter such threats."

이날 회의에 앞서 공개된 군사위원장 명의의 법안에는 한국과 관련해 한미연합방위태세 강화 방안에 대한 의회 브리핑을 국방장관에게 요구하는 조항이 새롭게 포함됐습니다.
The bill under the name of the chairman of the military commission, which was unveiled before the meeting, included a new clause requiring the defense minister to brief the parliament on ways to strengthen the ROK-U.S. joint defense posture.

위원회는 법안에서 “국방장관이 늦어도 2023년 3월 1일까지 하원 군사위원회에 국방부가 한국에 대한 방어와 미한 상호방위조약에 따른 향후 연합방위태세에 대한 장기적인 약속을 어떻게 계속 강화해 나갈 것인지에 대해 브리핑을 하도록 지시한다”고 밝혔습니다.
"The Secretary of Defense instructs the House Armed Services Committee by March 1, 2023 at the latest on how the Defense Department will continue to strengthen its long-term commitment to defense against South Korea and future joint defense under the U.S.-Korea Treaty of Mutual Defense," the committee said.

구체적으로 브리핑은 “역내 진화하는 위협을 고려해 한반도 주변 지역에서의 연합군사훈련과 연습의 범위와 규모, 그리고 북한의 불안정한 활동 속 안보 조치를 강화하고 억지력을 강화하기 위해 새롭거나 추가적인 조치를 식별하기 위한 노력을 포함해야 한다”고 명시했습니다.
"Considering the evolving threats in the region, the scope and scale of joint military exercises and exercises in areas around the Korean Peninsula should include efforts to identify new or additional measures to strengthen and deter North Korea's unstable activities," the briefing said.

또한 브리핑은 “한국 안보에 대한 러시아와 중국의 위협에 대응하기 위한 노력도 포함할 것”을 요구했습니다.
The briefing also called for "including efforts to counter the threat posed by Russia and China to South Korea's security."

위원회는 이런 조항을 포함한 배경과 관련해 “규칙에 기반을 둔 국제질서에 대한 위협을 포함해 역내 도전이 증대되고 있는 가운데 한국과 미국은 변화하는 안보 환경 속에서 국방 관계를 심화하고 넓히겠다는 공동의 결의로 단결됐다”고 설명했습니다.
The committee said that "South Korea and the U.S. are united in their joint determination to deepen and broaden their defense relations amid growing regional challenges, including threats to a rule-based international order."

법안에는 강력한 주한미군 유지의 중요성을 강조하는 문구가 전년도에 이어 담겼습니다.
The bill followed the previous year with a statement emphasizing the importance of maintaining strong U.S. forces in Korea.

법안에 담긴 ‘한국에 대한 의회의 인식’ 조항에 따르면 “한국은 계속해서 미국의 중요한 동맹국이 되고 있다”며 “주한미군은 북한군의 공격에 대한 강력한 억지력을 제공하고 인도태평양 지역 국가안보 관여에 중요한 지원 플랫폼으로서 역할을 한다”고 명시했습니다.
"South Korea continues to be an important ally of the United States," the bill said. "The U.S. military provides a strong deterrent against North Korean attacks and serves as an important support platform for national security involvement in the Indo-Pacific region."

이어 “한국에 배치된 약 2만 8천500명의 미군은 한반도를 안정화할 뿐 아니라 역내 모든 동맹국을 안심시키는 역할을 한다”고 밝혔습니다.
"About 28,500 U.S. troops deployed in Korea not only stabilize the Korean Peninsula, but also play a role in reassuring all allies in the region," he said.

그러면서 “미국은 한국과의 관계, 그리고 일본과 같은 다른 역내 동맹국들과의 양자 관계를 유지, 강화하고 미국과 동맹·파트너에 대한 공격을 억지하기 위해 기존의 강력한 주한미군을 유지해야 한다”고 강조했습니다.
"The U.S. should maintain its existing strong U.S. forces in Korea to maintain and strengthen bilateral relations with other regional allies such as Japan and prevent attacks on the U.S. and its allies and partners," he stressed.

하원 군사위를 통과한 국방수권법안은 세칙위원회로 넘겨져 각종 수정안 포함을 심사하는 절차를 거친 뒤 본회의 표결에 부쳐집니다.
The defense authorization bill, which passed the House Armed Services Committee, will be handed over to the detailed committee to review the inclusion of various amendments and put to a plenary vote.

이어 상원 법안과 조율돼 다시 상원과 하원의 표결을 거친 뒤 대통령의 서명을 거쳐 발효됩니다.
It will then be coordinated with the Senate bill, voted by the Senate and the House of Representatives, and signed by the president before taking effect.

상원 국방수권법안의 경우 지난 16일 군사위 승인을 거쳐 본회의로 회부됐습니다.
The Senate Defense Authorization Bill was approved by the Military Commission on the 16th and referred to the plenary session.
