북한은 21일 김정은 국무위원장 주재로 노동당 중앙군사위원회 확대회의를 시작했습니다. 현재 준비 상태가 마무리된 것으로 알려진 7차 핵실험과 관련한 메시지가 나올지 주목됩니다. 서울에서 김환용 기자가 보도합니다.

북한 대외관영 ‘조선중앙통신’은 “노동당 중앙군사위원회 제8기 제3차 확대회의가 6월 21일에 소집됐다”면서 김 위원장이 참석해 회의를 진행했다고 22일 보도했습니다.
North Korea's foreign official "Chosun Central News Agency" reported on the 22nd that Chairman Kim attended the meeting, saying, "The 8th expansion meeting of the Labor Party's Central Military Committee was convened on June 21."

‘조선중앙통신’에 따르면 이번 회의엔 당 중앙군사위원들이 참가했고 당 중앙위 해당 부서 일꾼들과 당 인민군위원회 집행위원회 위원들, 국방성 지휘성원들, 인민군 대연합부대 군정지휘관들이 방청하는 확대회의 형식으로 진행됩니다.
According to the Korean Central News Agency, the meeting will be held in the form of an expanded meeting attended by workers from the party's central committee, members of the party's People's Army Committee, members of the Ministry of National Defense, and military commanders of the People's Army.

당 중앙군사위 회의 개최는 지난해 6월11일 2차 확대회의 이후 약 1년 만입니다.
It will be the first time in about a year that the Central Military Commission of the Party has held since the second enlargement meeting on June 11 last year.

‘조선중앙통신’은 이 회의에서 “2022년 상반년도 국가방위사업 전반을 총화하고 관건적인 당면한 국방건설 임무들을 확정한다”며 “당의 군사노선과 주요 국방정책들을 철저히 관철하기 위한 문제들이 의정으로 상정된다”고 전했습니다.
The KCNA said at the meeting, "We will consolidate the overall national defense projects in the first half of 2022 and finalize the key defense construction tasks. Issues to thoroughly implement the party's military lines and major defense policies are on the agenda."

또 당 중앙군사위와 도·시·군 당 군사위원회들의 사업체계와 질서·실태가 분석총화되고, 각급 군사위원회들의 기능과 역할을 강화하기 위한 중요 과업들도 토의된다고 보도했습니다.

한국 정부와 군 당국은 북한이 핵실험을 위한 물리적 준비를 마치고 사실상 김 위원장의 결심만 남은 상태로 판단하고 있습니다.
The South Korean government and military authorities believe that North Korea has completed physical preparations for a nuclear test and that only Chairman Kim's decision remains.

다만 중국 변수 등으로 북한이 당장 행동에 옮길지에 대해선 불투명한 상황으로 보고 있습니다.
However, it is unclear whether North Korea will take action immediately due to Chinese variables.

한국 대통령실 관계자는 22일 기자들과 만나 “북한의 7차 핵실험 가능성을 굉장히 우려하고 있고 북한이 당 중앙군사위 확대회의를 소집했기 때문에 안보 상황이 굉장히 엄중하다”고 말했습니다.
"We are very concerned about the possibility of North Korea's seventh nuclear test, and the security situation is very severe because North Korea convened an expanded meeting of the party's Central Military Commission," a South Korean presidential office official told reporters on the 22nd.

이 관계자는 “군사적으로 전술핵탄두 실험의 필요성만 본다면 당장이라도 핵실험을 해야 하지만 중국 변수와 코로나 변수 등 여러 요소를 고려할 때 당장 하지 못하는 요인들이 중첩적으로 작동하고 있다”고 설명했습니다.
The official explained, "If we look at the need for a tactical nuclear warhead test, we should conduct a nuclear test immediately, but considering various factors such as Chinese and Corona variables, factors that cannot be done immediately are overlapping."

특히 “올 가을 20차 당 대회를 앞둔 중국이 북한의 7차 핵실험 시 야기될 대혼란을 우려해 나름대로 노력하고 있는 것으로 알려졌다”고 말했습니다.

Cha Doo-hyun, a senior researcher at the Asan Institute for Policy Studies, a private research institute in Korea, said the meeting could generate messages to build justification in the process of conducting nuclear tests.

김 위원장이 지난 4월 조선인민혁명군 창건 90주년 열병식에서 언급한 핵 선제사용 가능성 등을 거듭 거론할 수 있다는 겁니다.

김 위원장은 앞서 지난 8∼10일 열렸던 당 전원회의 확대회의에서 ‘강대강’과 ‘정면승부’ 대외기조를 천명하면서 주변정세의 위험성을 강조하며 국방력 강화 목표 점령을 더 앞당겨야 한다고 밝힌 바 있습니다.

Cho Han-beom, a senior researcher at the Unification Research Institute under the Korean government, said, "The U.S. military pressure is growing to respond to nuclear tests, and it will be the first meeting of the party's Central Military Commission to oppose the U.S. and South Korea."

당 중앙군사위 확대회의 성격상 핵실험을 결정하고 해당 지침을 내놓는 자리가 될 가능성이 크지 않다는 관측도 나옵니다.
Some observers say that due to the nature of the party's Central Military Commission's expansion meeting, it is unlikely to be a place to decide on a nuclear test and come up with the guidelines.

민간 연구기관인 한국국가전략연구원 문성묵 통일전략센터장은 이번회의에선 지난해 초 8차 당 대회에서 제시된 전술핵 개발이나 5대 국방과업을 총화하면서 핵실험과 관련한 포괄적 언급은 있을 수 있지만 핵실험을 예고하는 구체적인 내용이 나올 가능성은 크지 않다고 말했습니다.
Moon Sung-mook, head of the Center for Unification Strategy at the Korea National Institute of Strategic Studies, said, "There may be comprehensive references to the nuclear test, but it is unlikely that a nuclear test will be announced."

북한은 최근 열린 당 전원회의에서 군 총참모장엔 리태섭 전 사회안전상을, 군 기강을 담당하는 총정치국장엔 정경택 전 국가보위상을 각각 임명했습니다.
At a recent party plenary session, North Korea appointed Ri Tae-sup, former Minister of Social Security, as its chief of staff, and Chung Kyung-taek, former National Security Minister, as its chief of state affairs in charge of discipline.

조한범 선임연구위원은 이번 당 중앙군사위 확대회의는 군부 요직에 공안라인을 포진시킨 전원회의 인사에 이어 군 정치사업 강화와 기강 확립을 위한 후속 조치로 보인다고 말했습니다.
Cho Han-beom, a senior researcher at the party's Central Military Commission, said the meeting was seen as a follow-up to strengthening military political work and establishing discipline, following personnel appointments at a plenary session that had public security lines.
