유엔총회, 북한 핵·미사일 관련 결의안 3건 채택..."완전하고 검증 가능한 핵 포기 촉구" > 정치

북한의 핵과 미사일 관련 결의안 3건이 유엔총회 본회의에서 채택됐습니다. 북한의 완전한 핵포기와 관련 안보리 결의 준수 등을 촉구하는 내용입니다. 안소영 기자입니다.
Three resolutions on North Korea's nuclear and missile were adopted at the plenary session of the UN General Assembly. It calls for North Korea's complete abandonment of nuclear weapons and compliance with related security council resolutions. I'm reporter Ahn Soyoung.

지난 6일 열린 유엔총회 본회의에서 북한의 핵과 미사일 관련결의안 3건이 채택됐습니다.
Three resolutions related to North Korea's nuclear and missile were adopted at the plenary session of the UN General Assembly on the 6th.

먼저 핵무기 확산 상황과 교착된 비핵화와 군축 노력 등이 담긴‘핵무기 없는 세상을 향한 공동 행동과 미래지향 대화 결의안’(Joint courses of action and future oriented dialogue towards a World without nuclear weapons)에 전체 193개 회원국 가운데 158개국이 찬성했습니다.
First of all, 158 out of 193 member states approved the Joint Action and Future Oriented Dialogue Towards a World with Nuclear Weapons, which includes the spread of nuclear weapons and stalled denuclearization and disarmament efforts.

[녹취: 유엔총회 의장]”Addressing proliferation of weapons and stalled denuclearization and disarmament effort, the Assembly took up and array of drafts including, Joint courses of action and future oriented dialogue towards a world without nuclear weapons, adopting it by a 158, in favour to 4 against, with 27 abstentions.”
[Recording: President of the UN General Assembly] 핵무기의 확산과 교착상태에 빠진 비핵화와 군축 노력을 다루기 위해, 국회는 핵무기 없는 세계를 향한 공동 행동 방침과 미래 지향적인 대화를 포함한 초안을 채택하여 찬성 158표, 반대 4표, 기권 27표로 채택했습니다."

중국과 북한, 러시아, 시리아 4개 나라가 반대하고 27개국이 기권했습니다.
China, North Korea, Russia, and Syria opposed and 27 countries abstained.

이 결의안은 투명성과 상호 신뢰도를 높이기 위한 구체적 조치와 핵무기나 다른 핵폭발 장치에 사용할 핵분열 물질 생산을 금지하는 조약에 대한 협상을 시작하기 위한 모든 노력을 촉구했습니다.
The resolution called for all efforts to initiate negotiations on concrete measures to increase transparency and mutual reliability and treaties banning the production of fission materials to be used in nuclear weapons or other nuclear explosives.

또한 북한에 대해서는 완전하고 검증 가능하며 되돌릴 수 없는 방식의 핵 포기에 대한 약속을 재확인한다고 밝혔습니다.
It also said it reaffirms its commitment to giving up nuclear weapons in a complete, verifiable and irreversible manner.

‘핵무기 없는 세계를 향한 결의안’(Towards a nuclear weapon free world)이 찬성 140펴, 반대 34표, 기권 15표로 통과됐습니다.
The Towersanual weapon free world was passed with 140 votes in favor, 34 against, and 15 abstention.

이 결의안은 핵무기 보유국들에 배치됐거나 그렇지 않은 모든 종류의 핵무기를 감축하고 궁극적으로 제거하겠다는 약속을 이행할 것을 요구했습니다.
The resolution called for the fulfillment of its commitment to reduce and ultimately eliminate all kinds of nuclear weapons deployed or not in nuclear weapons countries.

또 북한에는 모든 핵무기와 기존 핵 프로그램 포기 약속을 지킬 것과 조속히 NPT에 복귀하고 국제원자력기구(IAEA)의 안전기준 협정을 준수하라고 촉구했습니다.
He also urged North Korea to keep its promise to abandon all nuclear weapons and existing nuclear programs, return to the NPT as soon as possible, and comply with the IAEA's safety standards agreement.

또 다른 결의안인 ‘포괄적핵실험금지조약(CTBC) 결의안’으로 가장 이른 시일 내 조약을 발효시키기 위해 조건 없이 즉각 조약에 서명하고 비준하는 것이 매우 중요하다는 점을 강조했습니다.
Another resolution, the Comprehensive Nuclear Test Prohibition Treaty (CTBC) Resolution, emphasized the importance of signing and ratifying the treaty immediately without conditions to enter into force as soon as possible.

또한 안보리 관련 결의들을 위반하며 진행된 북한의 6차례 핵실험을 규탄한다는 입장을 재확인하고 관련 결의들에 따른 의무를 준수할 것을 북한에 촉구하는 내용을 담고 있습니다.
It also reaffirms its position to condemn North Korea's six nuclear tests in violation of resolutions related to the Security Council and urges North Korea to comply with its obligations under related resolutions.

북한은 모든 핵실험을 금지하는 ‘포괄적핵실험금지조약’에 서명하거나 비준하지 않고 있는 8개국 가운데 하나입니다.
North Korea is one of the eight countries that has not signed or ratified the Comprehensive Nuclear Test Prohibition Treaty, which prohibits all nuclear tests.

이결의안은 찬성이 182표, 기권 3표, 반대 1표로 통과된 가운데 북한이 유일하게 반대표를 던졌습니다.
North Korea was the only one to vote against the resolution, with 182 votes in favor, three abstention and one vote against it.
