북한이 신종 코로나바이러스 관련 국경봉쇄 조치 등을 계속 유지하면서 유럽 등 서방 국가 외교 공관이 모두 운영을 잠정 중단했습니다. 유럽연합(EU)은 현지 대사관이 북한과 EU의 소통 통로임을 강조하며 북한에 외교 인력 복귀를 촉진할 것을 권고했습니다. 박형주 기자가 보도합니다.
diplomatic missions in Europe and other Western countries have temporarily suspended operations as North Korea continues to maintain border blockade measures related to the novel coronavirus. The European Union (EU) stressed that the local embassy is a channel of communication between North Korea and the EU and recommended that North Korea promote the return of diplomatic personnel. 유럽연합(EU)은 평양 주재 유럽 국가들의 대사관이 북한 당국의 코로나 관련 통제 조치 여파로 모두 운영을 중단한 데 대해 북한이 외교 인력과 인도주의 단체 국제 직원들의 복귀를 촉진할 것을 권고한다고 밝혔습니다.
The European Union (EU) says it recommends that North Korea promote the return of diplomatic personnel and international staff of humanitarian organizations after embassies in European countries in Pyongyang suspended all operations in the aftermath of North Korean authorities' Corona-related controls.

EU 대변인은 15일, 지난주 평양 주재 루마니아 대사관 철수를 끝으로 EU 회원국의 현지 대사관이 모두 잠정 폐쇄된 데 대한 VOA의 논평 요청에, 각국의 대사관 운영 여부는 해당 유럽연합 회원국 정부가 결정한다면서 이 같은 입장을 밝혔습니다.
The spokesman said on the 15th that the European Union member's government will decide whether to operate embassies in each country after the withdrawal of the Romanian Embassy in Pyongyang last week.

[EU 대변인] “The presence of EU Member State embassies in the DPRK has served as a channel of communication and engagement with the DPRK. It has underlined the EU’s commitment to contribute to peace and security on the peninsula. While decisions on the operation of individual embassies lie with the Member State governments concerned, the EU encourages the DPRK to facilitate the return of diplomatic personnel and the international staff of humanitarian agencies to the DPRK. The EU is convinced that like elsewhere this can be done in a manner consistent with ensuring public health and safety.”
A spokesperson. [EU ] "북한에 유럽연합 회원국 대사관을 상주시키는 것은 북한과의 대화와 협상의 통로 역할을 해왔습니다. 이는 한반도의 평화와 안보에 기여하겠다는 EU의 약속을 강조해 왔습니다. 개별 대사관의 운영에 대한 결정은 해당 회원국 정부에 달려 있지만, EU는 북한이 외교 관계자와 인도주의 기관의 국제 직원을 북한에 쉽게 복귀시킬 것을 촉구합니다. EU는 다른 곳과 마찬가지로 공공 보건과 안전을 보장하는 방식으로 이러한 조치가 이루어질 수 있다고 확신합니다."

그러면서 유럽연합은 외교관과 인도주의 인력의 북한 복귀가 다른 곳에서와 같이 공공보건과 안전을 보장하는 방식으로 이뤄질 것으로 확신한다고 말했습니다.
The European Union said it was confident that the return of diplomats and humanitarian personnel to North Korea would take place in a way that guarantees public health and safety, as elsewhere.

그동안 유럽 국가 중 마지막으로 평양에 남아 있던 루마니아 대사관이 지난 10월 9일 운영을 잠정 중단했습니다.
The Romanian Embassy, the last European country to remain in Pyongyang, temporarily suspended its operation on October 9.

이와 관련해 루마니아 외교부는 VOA에, 북한의 코로나 관련 제한 조치가 대사관 임무의 지속성 보장을 위해 필요한 직원들의 정기 순환 근무를 수행하려는 루마니아 정부의 노력에 부정적인 영향을 미쳤다고 밝혔습니다.
In this regard, Romania's Ministry of Foreign Affairs told VOA that North Korea's restrictions on Corona had a negative impact on the Romanian government's efforts to carry out regular circular work of employees necessary to ensure the continuity of the embassy's mission.

루마니아 대사관 운영 중단으로 북한에 남은 ‘서방 국가’ 외교관은 한 명도 없는 것으로 알려졌습니다.
It is known that there is no diplomat left in North Korea due to the suspension of the Romanian embassy.

북한 전문매체 ‘NK 뉴스’에 따르면 현재 중국, 쿠바, 이집트, 라오스, 몽골, 팔레스타인, 러시아, 시리아, 베트남 등 주로 북한의 우방국들만 평양에서 공관을 운영하고 있습니다.
According to NK News, a North Korean media outlet, only North Korean allies such as China, Cuba, Egypt, Laos, Mongolia, Palestine, Russia, Syria, and Vietnam operate diplomatic missions in Pyongyang.

북한은 2020년 1월 31일 코로나 확산을 막기 위해 국경을 봉쇄했고 외교관을 포함한 외국인들의 입국을 막았습니다.
North Korea blocked the border on January 31, 2020 to prevent the spread of COVID-19 and prevented foreigners, including diplomats, from entering the country.

이로 인해 북한 내 활동이 크게 제한되자 평양 주재 외교관들과 구호요원들이 대거 빠져나갔습니다.
As a result, a large number of diplomats and aid workers in Pyongyang left as activities in North Korea were greatly restricted.

스위스와 프랑스 외교부가 지난해 3월 평양 주재 협력사무소 운영을 잠정 중단했으며, 같은 달 독일도 평양 주재 대사관을 임시 폐쇄하고 인원을 전원 철수했습니다.
The Swiss and French Ministry of Foreign Affairs temporarily suspended the operation of cooperative offices in Pyongyang in March last year, and Germany also temporarily closed its embassy in Pyongyang and withdrew all personnel in the same month.

이어 영국이 5월 평양 주재 대사관을 임시 폐쇄했으며, 스웨덴도 8월 평양 주재 외교관들을 철수했습니다.
Britain then temporarily closed its embassy in Pyongyang in May, and Sweden also withdrew its diplomats in Pyongyang in August.

지난 2월에는 북한 주재 러시아 외교관과 가족 등 일행 8명이 36시간 동안 열차와 버스를 타고 이동한 뒤 국경에 도달해서는 궤도용 무개화차를 밀며 국경을 넘는 사진이 공개되기도 했습니다.
In February, eight people, including Russian diplomats and their families in North Korea, traveled by train and bus for 36 hours and reached the border, pushing an orbital unopened car and releasing photos across the border.

4월에는 국제요원들과 외교 사절 약 40여 명이 평양을 떠났습니다.
In April, about 40 international agents and diplomatic envoys left Pyongyang.
