세계도핑방지기구 “북한, 도핑방지규약 미준수…국제대회 출전 위해 제3국 통한 검사 받아야” > 문화

국제 스포츠 대회 금지약물 검사와 관련해 신뢰할 수 없는 국가로 분류된 북한이 여전히 관련 규정을 지키지 않고 있다고 세계도핑방지기구가 밝혔습니다. 국제대회에 출전하기 위해서는 사전에 공인된 제 3국을 통해 검사를 받아야 한다고 강조했습니다. 조상진 기자가 보도합니다.

금지 약물 규정을 관리하고 검사하는 국제기구인 세계도핑방지기구(WADA)는 북한이 여전히 국제대회 참가를 위한 도핑방지규약 의무를 준수하지 않고 있다고 지적했습니다.
The World Anti-Doping Agency (WADA), an international organization that controls and tests banned drug regulations, says North Korea still fails to comply with its anti-doping convention obligations to participate in international competitions.

이 기구의 제임스 피츠제럴드 대변인은 15일 국제올림픽위원회(IOC) 참가 규제 제한에서 해제된 북한이 국제 스포츠 대회 참가를 모색하고 있는 것과 관련한 VOA의 서면질의에 이같이 답했습니다.
James Fitzgerald, a spokesman for the organization, responded to VOA's written question about North Korea's attempt to participate in international sports competitions, which were lifted from restrictions on participation in the International Olympic Committee (IOC) on the 15th.

[WADA 대변인] “The National Anti-Doping Organization of the Democratic People’s Republic of Korea (DPRK, North Korea) has been non-compliant with the World Anti-Doping Code since October 2021 as a result of non-conformities in implementing an effective testing program. Athletes from DPRK remain subject to testing from WADA, both in and out of competition.”

이어 “북한 도핑방지위원회는 효과적인 검사 프로그램 시행에 대한 부적합 판정을 받았으며, 그 결과 2021년 10월 이후 세계도핑방지규약을 준수하지 않고 있다”고 설명하고, “북한 선수들은 경기장 안팎에서 여전히 세계도핑방지기구의 검사 대상”이라고 강조했습니다.
"The North Korean Anti-Doping Commission has been found unfit to implement an effective inspection program, and as a result, it has not complied with the World Anti-Doping Regulations since October 2021," he said.

앞서 모하메드 하산 자루드 국제역도연맹(IWF) 회장은 지난 13일 한국 ‘연합뉴스’와의 인터뷰에서 “최근까지도 북한 역도 관계자와 여러 문제를 놓고 대화했고, 북한 역도의 국제 무대 복귀 의지를 확인했다”고 밝혔습니다.
Mohamed Hasan Zarud, chairman of the International Weightlifting Federation (IWF), said in an interview with South Korea's Yonhap News on the 13th, "Until recently, we have talked with North Korean weightlifting officials on various issues and confirmed North Korean weightlifting's willingness to return to the international stage."

그러면서 “관건은 북한이 세계도핑방지기구 등이 제시한 기준을 충족하느냐”라면서 “이는 북한 체육기구가 해결해야 할 문제”라고 말한 바 있습니다.
He said, "The key is whether North Korea meets the standards set by the World Anti-Doping Organization," and added, "This is a problem that North Korean sports organizations need to solve."

북한은 앞서 지난 2021년 9월 신종 코로나바이러스 등을 이유로 도쿄올림픽에 일방적으로 불참을 선언하면서 국제올림픽위원회로부터 2022년 말까지 자격 정지를 통보 받았습니다.
North Korea was previously notified by the International Olympic Committee of its suspension until the end of 2022 by unilaterally declaring its absence from the Tokyo Olympics in September 2021, citing the novel coronavirus.

그러나 지난해 12월 31일을 기해 자격 정지 징계가 자동 종료되면서 북한은 국제대회에 참가할 수 있는 자격을 다시 갖게 됐지만, 실제 출전을 위해서는 선수들의 금지 약물 사용 여부를 사전 검사하는 세계도핑방지기구의 도핑 관련 규정을 지켜야 합니다.
However, as of December 31st last year, North Korea was eligible to participate in international competitions again, but in order to participate, it must comply with the World Anti-Doping Agency's doping regulations that pre-examine athletes' use of banned substances.

이와 관련해 북한 도핑방지위원회는 지난 2021년 10월부터 세계도핑방지기구로부터 ‘규정 미준수 단체’로 분류돼 왔는데, 북한이 여전히 관련 규정을 지키지 않고 있어 회원국 권리를 회복하지 못했다는 점을 피츠제럴드 대변인은 분명히 밝힌 것입니다.

“도핑 테스트 관련 시정 조치 미비와 관련한 북한의 활동은 매년 최대 6번의 현장 방문을 포함해 승인된 제 3자의 감독을 받아야 하며, 모든 비용은 북한 당국이 부담하고 사전에 지불돼야 한다”는 겁니다.

피츠제럴드 대변인은 또 북한 선수들은 도핑 관련 검사를 통과하면 국제대회에 참가할 수 있지만 북한 도핑방지위원회가 여전히 ‘규정 미준수’ 단체로 분류돼 있기 때문에 기구 내부 규정에 따라 여러 제재를 받게 될 것이라고 설명했습니다.
Fitzgerald also said North Korean athletes will be allowed to participate in international competitions if they pass doping tests, but they will be subject to various sanctions under internal regulations because the North's Anti-Doping Commission is still classified as a "non-compliance" organization.

Fitzgerald says non-compliant member states cannot fly their flags at major events, including world championships, except for the Olympics and Paralympics.

It also added that during non-compliance, it may not be granted the right to host major competitions such as regional, continental and world championships, and that it does not receive financial support directly or indirectly from the World Anti-Doping Agency.

국제 올림픽위원회가 주최한 도핑 관련 세계 회의에서 채택된 로잔 선언에 근거해 지난 1999년 11월에 캐나다 몬트리올에 설립됐으며, 현재 각국 국가 및 공인 기관에 위탁해 도핑 검사를 실시하고 위반 사례를 조사해 제재를 시행하고 있습니다.
Founded in November 1999 in Montreal, Canada, based on the Lausanne Declaration adopted at the World Conference on Doping hosted by the International Olympic Committee, it currently entrusts countries and authorized agencies to conduct doping tests, investigate violations, and impose sanctions.
