그러나 식량을 다 소비한 4월부터 9월까지는 ‘보릿고개’ 즉, 춘궁기입니다. 이런 이유로 북한의 식량난은 대개 4-9월 중 발생하곤 했습니다.
However, from April to September, when food was consumed, it was the "Borit Pass," or the Spring Palace period. For this reason, food shortages in North Korea usually occurred between April and September.

한국 정부는 지난 2월 20일 북한의 식량난이 심각하다며 일부 지역에서 아사자가 속출하고 있다고 밝혔습니다. 한국 통일부 구병삼 대변인입니다.

한국의 북한 농업 전문가인 권태진 GS&J 인스티튜트 원장은 예년과 달리 올해는1월부터 북한 내 식량난이 발생했다고 말했습니다.

실제로 북한의 식량 사정은 지금도 좋지 않은 것으로 보입니다. 평양의 경우 최근 쌀 가격은 kg당 5천700원, 지난해 보다는 3백원, 2년 전보다는 1천500원 이상 올랐습니다.
In fact, the food situation in North Korea still seems to be bad. In the case of Pyongyang, rice prices have recently risen by 5,700 won per kg, 300 won from last year, and 1,500 won from two years ago.

북중 접경 지대의 쌀 가격은 더욱 비쌉니다. 일본의 북한전문 매체인 ‘아시아 프레스’에 따르면 지난 19일 양강도의 경우 쌀 가격은 kg당 6천200원으로 1년 전에 비해 400원 올랐습니다.
Rice prices in the border area between North Korea and China are more expensive. According to Japan's "Asia Press," a media outlet specializing in North Korea, the price of rice in Yanggang-do on the 19th was 6,200 won per kg, up 400 won from a year ago.

노동자들이 사먹는 옥수수(강냉이)의 경우 3천200원으로 1년 전에 비해 500원 올랐습니다.

전문가들은 북한의 식량 부족이 곡물 수급과 북중 국경 봉쇄, 그리고 유통 등 3-4가지 요인이 중첩돼 발생한 것으로 보고 있습니다.
Experts believe that North Korea's food shortage was caused by a combination of three to four factors: grain supply and demand, blockade of the border between North Korea and China, and distribution.

우선 북한 주민들이 한 해 먹고 살기 위해서는 쌀과 옥수수 등 곡물이 550만t 이 필요합니다. 그러나 지난해 북한이 생산한 곡물은 451만t에 불과합니다. 수요에 비해 100만t 가량 부족한 겁니다.
First of all, 5.5 million tons of grain such as rice and corn are needed for North Koreans to live a year. However, North Korea produced only 4.51 million tons of grain last year. It's about a million tons short of demand.

또 북한이 2020년 1월 시작한 북중 국경 봉쇄가 3년째 계속되고 있습니다. 북중 화물열차는 지난해 9월 재개됐지만 트럭을 통한 육로 수송은 여전히 막혀 있습니다.
In addition, North Korea's border blockade between North Korea and China, which began in January 2020, has continued for three years. North Korea-China freight trains resumed in September last year, but overland transportation by truck is still blocked.

게다가 북한은 지난해 12월을 기해 장마당 쌀 판매를 중단시키고 정부 당국이 운영하는 양곡판매소에서만 식량을 구매하도록 했습니다. 장마당에서 쌀 가격이 kg에 6천원이라면 양곡판매소에서는 이보다 저렴한 4천700원에 판다는 겁니다.

그러나 이 조치는 별다른 효과를 내지 못했습니다. 양곡판매소의 쌀 공급이 충분히 못했기 때문에 시장 혼란만 가져왔다고 권태진 원장은 말했습니다.
However, this measure has had little effect. Kwon Tae-jin said that the rice supply at the grain store was not enough, which only caused market turmoil.

정상적인 상황이라면 이 정도 물량이 도입되면 시중의 쌀값이 떨어져야 합니다. 그러나 북한의 쌀값은 진정되지 않고 오름세를 보이고 있습니다.

`아시아 프레스’에 따르면 지난 4월21일 kg당 5천800원이었던 쌀값은 5월19일 6천200원으로 올랐습니다.

한국 농촌경제연구원의 김영훈 박사는 중국으로부터의 곡물 수입이 충분치 않다고 말했습니다.

그러나 한국 농촌경제연구원의 김영훈 박사는 북중 식량 교역의 비중을 그렇게 크게 볼 필요는 없다고 말했습니다.

탈북민들은 북한 주민들의 구매력 하락이 식량 상황을 악화시키는 또다른 요인이라고 말합니다.
North Korean defectors say the decline in North Koreans' purchasing power is another factor that worsens the food situation.

북한의 배급제도는 1990년대 후반 ‘고난의 행군’을 겪으면서 사실상 붕괴됐습니다.
North Korea's distribution system actually collapsed in the late 1990s when it suffered a "March of Difficulties."

현재 배급을 타는 사람들은 당 간부나 보위부, 안전원같은 힘있는 사람들입니다. 일반 주민들 대부분은 개인장사를 하거나 각자 돈을 벌어 장마당에서 쌀과 옥수수를 사먹습니다.
Currently, the distributors are powerful people, such as party officials, security guards, and security guards. Most of the ordinary people do private business or earn their own money to buy rice and corn in the marketplace.

4인 가족이 1인 당 쌀 500g씩 먹는다고 가정하면 하루 한 세대에 필요한 양은 2kg입니다. 그러면 한 달에는 60kg이 필요합니다.
Assuming that a family of four eats 500g of rice per person, the amount required per household per day is 2kg. Then you need 60kg a month.

현재 쌀값은 1kg에 6천원입니다. 따라서 한 가족이 쌀을 사려면 한 달에 3만6천원이 필요하며, 이를 미화로 환산하면 4.5 달러입니다.
The current price of rice is 6,000 won per kilogram. Therefore, a family needs 36,000 won a month to buy rice, which is $4.50 in US dollars.

과거처럼 개인장사가 잘 되면 중간층 주민들은 이 정도 돈은 벌 수 있었습니다.
If personal business was as good as in the past, middle-class residents could make this much money.

그러나 지금은 사정이 다릅니다. 개인장사를 하려면 중국에서 물품이 들어와 장마당이 돌아가야 하는데, 2020년 1월 북중 국경 봉쇄 이래 40개월 이상 중국에서 물자 반입이 끊겼습니다.
But things are different now. In order to do personal business, goods have to come in from China and go back to the market, but since the North Korea-China border blockade in January 2020, the import of goods has been cut off from China for more than 40 months.

탈북민 출신인 `NK지식인연대’ 김흥광 대표입니다.

전문가들은 일부 언론이 관측하고 있는 6월 중 북중 국경 개방 여부가 식량난 해결의 최대 고비가 될 것으로 보고 있습니다.
