북한 남포에 새 유류 저장탱크 2개가 들어섰습니다. 공식 유류 반입이 전혀 없는 북한에 저장시설이 계속 확충되면서 모두 31개로 늘었습니다. 함지하 기자가 보도합니다.
Two new oil storage tanks have been built in Nampo, North Korea. The number of storage facilities in North Korea, which has no official oil imports, has increased to 31. Reporter Ham Ji-ha reports.

‘플래닛 랩스(Planet Labs)’가 23일 남포 유류 탱크 밀집 지역을 촬영한 위성사진에는 3월까지 원형 부지만 조성됐던 지점에 유류 탱크 형태의 대형 물체 2개가 보입니다.
Satellite images taken by Planet Labs on the 23rd of the Nampo oil tank concentration area show two large objects in the form of oil tanks at the point where only the circular site was built until March.

유류 탱크가 발견된 곳은 지난해 11월 VOA가 새롭게 지름 30m 크기의 유류 탱크가 들어섰다고 지목한 지점 바로 옆입니다.
The oil tank was found right next to the point where VOA pointed out in November last year that a new oil tank with a diameter of 30 meters was built.

이번에 발견된 유류 탱크는 지름이 약 12~15m로 작년에 만들어진 유류 탱크보다는 작지만 대신 2개가 신설된 점이 차이점입니다.
The difference is that the newly discovered oil tank is about 12-15 meters in diameter, which is smaller than last year's oil tank, but two new tanks have been built instead.

과거 위성사진을 확인한 결과 북한은 지난달 2개 중 1개를 완공하고, 이달 북쪽에 있는 나머지 1개에 대한 공사를 끝낸 것으로 나타났습니다.
Past satellite images show that North Korea completed one of the two last month and completed construction on the other one in the north this month.

북한은 지난해 지름 30m의 유류 탱크와 별도로 지름 23m짜리 유류 저장시설을 만든 바 있습니다.
Last year, North Korea built an oil storage facility with a diameter of 23 meters apart from an oil tank with a diameter of 30 meters.

이보다 앞선 2020년엔 유류 저장 시설이 밀집한 이 지역에서 서쪽으로 약 700m 떨어진 지점에 지름이 각각 30m인 유류 탱크 3개를 새로 만들었습니다.
In 2020, three new oil tanks with a diameter of 30 meters each were built about 700 meters west of the area where oil storage facilities are concentrated.

이처럼 시설 확충 작업이 꾸준히 진행되면서 2018년까지 약 20개였던 유류 탱크는 이번에 새로 발견된 것을 포함해 모두 31개로 늘었습니다.
As the expansion of facilities continues, the number of oil tanks increased from about 20 until 2018 to 31, including the newly discovered one.

현재 이 일대에는 유류 탱크가 들어설 것으로 추정되는 원형 부지 4~5개가 있는데, 이들까지 더하면 이 일대의 유류 탱크 수는 최대 36개가 될 전망입니다.

북한이 최근 몇 년 동안 유류 탱크를 확충하는 배경은 정확히 알기 어렵습니다.
It is difficult to know exactly why North Korea has expanded its oil tanks in recent years.

하지만 유엔 안보리 제재로 인해 정상적인 유류 수입이 어려운 상황에서 북한이 불법 환적 등으로 확보한 유류의 비축 역량을 늘리려는 것 아니냐는 의문을 낳습니다.
However, at a time when normal oil imports are difficult due to U.N. Security Council sanctions, it raises questions that North Korea is trying to increase its capacity to stockpile oil secured through illegal transshipment.

실제로 중국은 북한에 비연료 제품인 윤활유와 아스팔트 등을 수출할 뿐 휘발유와 등유, 경유 등 연료용 유류를 수출한 기록은 남기지 않고 있습니다.
In fact, China only exports non-fuel products such as lubricant and asphalt to North Korea, but does not record exports of fuel oil such as gasoline, kerosene, and diesel.

북한에 유류를 공급해 온 러시아 역시 신종 코로나바이러스 사태 이후 대북 유류 반입량을 계속 ‘0’으로 보고하고 있습니다.
Russia, which has supplied oil to North Korea, has also continued to report the amount of oil brought into North Korea as "0" since the COVID-19 outbreak.

이처럼 북한에 연료용 유류를 공급하는 나라가 공식적으론 없는데도 유류 탱크의 수는 계속 늘고 있는 것입니다.
Even though no country officially supplies fuel oil to North Korea, the number of oil tanks continues to increase.

23일 자 위성사진에선 유류 탱크 지대와 접한 부두에 정박한 유조선도 발견됐습니다.
A satellite image on the 23rd also found an oil tanker anchored at a pier adjacent to the oil tank zone.

북한이 계속해서 유류 반입을 하고 있다는 정황으로 해석될 수 있습니다.
It can be interpreted as a situation in which North Korea continues to import oil.

유엔 안보리는 지난 2017년 채택한 대북 결의 2397호를 통해 북한이 반입할 수 있는 휘발유 등 정제유 양을 연간 50만 배럴로 제한했습니다.
The U.N. Security Council limited the amount of refined oil, including gasoline, that North Korea can bring in to 500,000 barrels per year through Resolution 2397 adopted in 2017.

하지만 밀반입된 유류에 대한 보고가 전혀 이뤄지지 않고 있어 실제 현실을 반영하지 못한다는 지적이 잇따르고 있습니다.
However, it is pointed out that no reports have been made on smuggled oil, so it does not reflect the actual reality.
