유엔 안보리, WHO·FAO 대북제재 면제 승인 > 경제

유엔 안보리가 최근 세계보건기구(WHO)와 유엔 식량농업기구(FAO)가 각각 요청한 대북제재 면제를 승인했습니다. 북한이 코로나 방역을 이유로 3년 가까이 국경을 개방하지 않고 있는 가운데 올해 공개된 첫 제재 면제 승인입니다. 박형주 기자가 보도합니다.
The U.N. Security Council recently approved the exemption of sanctions against North Korea requested by the World Health Organization (WHO) and the U.N. Food and Agriculture Organization (FAO), respectively. It is the first sanction exemption released this year while North Korea has not opened its borders for nearly three years due to COVID-19 quarantine. Reporter Park Hyung-joo reports.

유엔 안전보장이사회 산하 대북제재위원회(1718위원회)는 19일 홈페이지를 통해 대북 지원과 관련한 제재 면제 승인 2건을 공개했습니다.
On the 19th, the U.N. Security Council's North Korea Sanctions Committee (1718 Committee) released two sanctions exemption approvals related to aid to North Korea on its website.

대북제재위는 이날 공개한 서한에서 세계보건기구(WHO)가 '산소 농축기(oxygen concentrator)' 지원과 관련해 4월 25일 신청한 제재 면제 요청을 5월 2일자로 승인했다고 밝혔습니다.
In a letter released on the same day, the North Korean sanctions committee said that the World Health Organization (WHO) approved a request for exemption from sanctions applied on April 25 in connection with the support of an "oxygen concentrator" as of May 2.

면제 대상은 미화로 총 25만 7천500 달러 상당의 산소농축기 500대입니다.
The exemption is for 500 oxygen concentrators worth a total of $257,500 in US dollars.

WHO 측은 해당 장비가 신종 코로나바이러스·인플루엔자 등 호흡기 질환으로 고통받는 중증 환자를 위한 호흡기 치료 장비로 사용될 것이라고 밝혔습니다.
The company said the equipment will be used as a respiratory treatment equipment for severely ill patients suffering from respiratory diseases such as COVID-19 and influenza.

이번 제재 면제 승인의 유효 기간은 2024년 2월 2일까지입니다.
This sanction exemption approval is valid until February 2, 2024.

대북제재위원회는 또한 유엔 식량농업기구(FAO)가 지난 3월 20일 신청한 대북 농업용품 지원 관련 제재 면제 요청도 4월 3일자로 승인했습니다.
The sanctions committee on North Korea also approved a request by the U.N. Food and Agriculture Organization (FAO) on March 20 to exempt sanctions related to agricultural products to North Korea as of April 3.

면제 대상은 이륜 경운기 10대, 이동식 콩 탈곡기 5대, 휴대용 급수 펌프 30개, 태양광 배낭 분무기 5개 등 모두 7만 5천 600 달러 상당입니다.
The exemption is worth $75,600, including 10 two-wheel cultivators, 5 mobile bean threshers, 30 portable water pumps and 5 solar backpack sprays.

해당 물품은 '북한 도시-농촌 인구의 영양상태 개선을 위한 대두(soybean) 생산 지원'을 위한 사업에 사용될 것이라고 FAO 측은 설명했습니다.
The FAO explained that the goods will be used for a project to "support soybean production to improve the nutritional status of the North Korean urban-rural population."

이번 승인의 유효 기간은 내년 4월 3일까지입니다.
This approval is valid until April 3rd next year.

대북제재위원회가 올해 제재 면제 승인을 공개한 것은 이번이 처음입니다.
This is the first time that the North Korea Sanctions Committee has disclosed its approval for sanctions exemption this year.
