러시아, 1년 넘게 대북 정제유 공급량 '0' > 경제

러시아가 1년 넘게 북한에 휘발유 등 정제유 공급을 하지 않은 것으로 나타났습니다. 러시아가 마지막으로 북한에 정제류를 공급한 것은 지난해 8월이었습니다. 함지하 기자가 보도합니다.
Russia has not supplied refined oil such as gasoline to North Korea for more than a year. It was in August last year that Russia last supplied refined goods to North Korea. Reporter Ham Ji-ha reports.

유엔 안보리 대북제재위원회 홈페이지에 따르면 러시아는 최근 올해 7월과 8월, 9월, 10월의 대북 정제유 공급량이 모두 ‘0’이라고 대북제재위원회에 보고했습니다.
According to the website of the UN Security Council's sanctions committee on North Korea, Russia recently reported to the sanctions committee that the supply of refined oil to North Korea in July, August, September and October this year was all "0".

러시아는 지난해 8월 255배럴, 약 32t의 정제유를 북한에 보냈다고 보고한 것을 끝으로, 매번 보고 때마다 정제유 공급량이 없다고 밝히고 있습니다.
After reporting in August last year that Russia sent 255 barrels of refined oil to North Korea, it says there is no supply of refined oil every time it sees it.

따라서 이번 보고에 따라 러시아가 1년 넘게 북한에 정제유를 공급하지 않았다는 사실이 확인됐습니다.
Therefore, the report confirmed that Russia had not supplied refined oil to North Korea for more than a year.

러시아는 신종 코로나바이러스 사태 이전인 2019년 총 3만 180t의 정제유를 북한에 보내, 2만2천730t의 중국보다 더 많은 정제유를 공급하는 나라로 알려져 왔습니다.
Russia has been known to supply a total of 32,730 tons of refined oil to North Korea in 2019, before the novel coronavirus crisis.

이후 신종 코로나바이러스 사태 이후에도 매월 2만 배럴, 약 2천700t이 넘는 정제유를 북한으로 공급했지만, 지난해 8월 공급량이 급감한 뒤 9월부턴 공급을 중단했습니다.
Since then, more than 20,000 barrels of refined oil, about 2,700 tons, have been supplied to North Korea every month even after the novel coronavirus crisis, but the supply has been suspended since September after a sharp drop in supply in August last year.

중국은 지난해 10월부터 올해 2월까지 보고를 하지 않다가 올해 3월부턴 꾸준히 대북 정제유 공급량을 보고하고 있습니다.
China did not report from October last year to February this year, but has been steadily reporting the supply of refined oil to North Korea since March this year.

특히 올해 6월과 8월에는 코로나바이러스 이전 수준인 1만 배럴의 정제유를 공급했다고 밝혔습니다.
In particular, in June and August this year, it said it supplied 10,000 barrels of refined oil, which is the level before the coronavirus.

다만 중국은 아직까지 8월 이후의 정제유 공급량을 안보리에 보고하지 않고 있습니다.
However, China has not yet reported to the Security Council the supply of refined oil since August.

유엔 안보리는 지난 2017년 결의 2397호를 통해 북한의 정제유 수입 한도를 연간 50만 배럴로 제한하고, 북한에 정제유를 공급한 나라들에게 매월 대북 공급량을 보고하도록 했습니다.
Through Resolution 2397 in 2017, the U.N. Security Council limited North Korea's import limit of refined oil to 500,000 barrels per year and required countries that supplied refined oil to report monthly supplies to North Korea.

이런 방식으로 보고되는 정제유는 일반적으로 연간 50만 배럴의 상한선을 밑돌고 있습니다.
Refined oil reported in this way is generally below the annual upper limit of 500,000 barrels.

하지만 미국 정부와 유엔은 북한이 실제 선박 간 환적 등 불법 밀수 등을 통한 대북 정제유 반입 규모가 연간 상한선을 크게 초과한다고 지적해 왔습니다.
However, the U.S. government and the U.N. have pointed out that North Korea's inflow of refined oil into North Korea through illegal smuggling such as transshipment between ships exceeds the annual upper limit.
