"북한, '천리마'식 주민 동원 여전…인적 자원 제대로 활용 못해"

북한이 1950년대 ‘천리마’라는 용어를 앞세워 주민들을 노동에 동원했던 방식을 지금도 계속하고 있다는 지적이 나왔습니다. 북한의 비효율적 경제 제도 때문에 인적 자원이 제대로 활용되지 못한다는 비판도 제기됐습니다. 김영교 기자가 보도합니다.

미국 오하이오 주립대학교 동아시아어문학과의 김필호 교수는 14일 조지워싱턴대학교가 “북한의 사상과 경제 정책”이라는 주제로 주최한 웨비나에서, 북한은 1950년대 중반에 썼던 ‘천리마’식 동원 방식을 지금도 주민들에게 적용하고 있다고 지적했습니다.
Professor Kim Pil-ho of the Department of East Asian Language Literature at Ohio State University pointed out on the 14th that George Washington University is still applying the "Cheonlima" method to residents in the mid-1950s.

[녹취: 김필호 조교수] “The central question here is the messaging issue, and on the basic level, it hasn't really changed, so at the core, it's about mobilization mass mobilization for labor, and they focus on the speed, production, and of course, output. But I think there's a, you know, subtle shift of focus from traditional heavy industries like steel to science and high technology.”

북한은 1950년대 중반 하루에 1천리를 달리는 말이라는 ‘천리마’라는 용어를 앞세워 주어진 시간 안에 최대한의 성과를 내자는 속도전을 목표를 내세웠는데, 같은 방식으로 속도와 생산에 중점을 둔 노동력 동원이 지금도 이어지고 있다는 겁니다.
In the mid-1950s, North Korea aimed at a speed war to achieve maximum results within a given time, with the term "Cheonlima," a horse running 1,000 miles a day, and the same way, labor mobilization focusing on speed and production is still continuing.

다만 바뀐 것이라면 예전에는 철강업 등 전통적인 중공업에 맞춰져 있던 초점이 과학이나 첨단 기술로 옮겨진 것이라고 김 교수는 말했습니다.
However, Professor Kim said that the focus, which used to be focused on traditional heavy industries such as the steel industry, has shifted to science or high-tech.

김 교수는 또 영화나 TV 드라마와 같은 새로운 문화 상품으로도 초점이 옮겨가고 있다며, 이를 ‘문화로의 회귀’라고 지칭했습니다.
Professor Kim also referred to it as a "return to culture," saying that the focus is shifting to new cultural products such as movies and TV dramas.

So, yeah, I think there is quite a bit of a shift, but you know the underlying message is, I guess still very much, very much the same.”

Professor Kim said, however, that the message underlying it is almost the same as before, and that it is only a slogan to mobilize residents to work.

김일성 시대에는 ‘천리마 속도’, 김정일 시대에는 ‘희천 속도’가 각각 등장했었고, 김정은 위원장은 지난 2013년 6월 마식령 스키장 건설 당시 ‘마식령 속도’라는 표현을 처음 쓴 후 생산을 독려하기 위해 이 말을 자주 사용해 왔습니다.
"Cheonlima Speed" appeared during the Kim Il-sung period and "Heecheon Speed" during the Kim Jong-il period, respectively, and Chairman Kim Jong-un has often used this word to encourage production since he first used the expression "Masikryeong Speed" when he built the Masikryeong Ski Resort in June 2013.

윌리엄 브라운 조지타운대 교수는 북한의 중요한 두 가지 사상 중하나는 사회주의이고, 또 다른 하나는 주체, 즉 ‘자급자족’이라고 말했습니다.
William Brown, a professor at Georgetown University, said one of the two important ideas in North Korea is socialism, and the other is the subject, or "self-sufficiency."

[녹취: 브라운 교수] “The interesting thing about North Korean ideology to me is it's really two parts to it. One is socialism, of course, the other, of course, is this idea of self-reliance, or Juche, as they would call it. The two are fundamentally opposed to each other, if you think about it, socialism and self-reliance. So here we have, I think what to me is a very dysfunctional system of these two opposing ideologies, it ends up with two prices for everything. And as a result, a lot of inefficiency and a lot of corruption that end up making very poor use of the country’s really strong assets, most importantly, its very strong human capital.”
[Recording: Professor Brown] "제가 북한 이념에 대해 흥미롭게 생각하는 것은 북한 이념이 정말 두 부분이라는 것입니다. 하나는 사회주의입니다. 다른 하나는 물론 주체사상입니다. 그들은 주체사상이라고 부르죠. 두 사람은 근본적으로 서로 반대합니다. 사회주의와 자립입니다. 그래서 여기, 제가 생각하기에 이 두가지 상반된 이데올로기의 매우 기능적인 시스템이 있습니다. 결국 모든 것에 대해 두 가지 대가를 치르게 됩니다. 그리고 그 결과, 많은 비효율성과 부패가 국가의 정말 강력한 자산, 가장 중요한 것은 매우 강력한 인적 자본을 매우 제대로 활용하지 못하게 됩니다."

브라운 교수는 사회주의와 주체는 서로 상반되는 개념이라면서, 두 개념의 공전은 결국 두 가지 가격 체계로 이어진다고 말했습니다.
Professor Brown said socialism and subject are contradictory concepts, and that the revolution of the two concepts eventually leads to two pricing systems.

그러면서 그에 따라 많은 비효율성과 부패가 초래된다며, 북한 내 강력한 자산들, 특히 가장 중요한 인적 자본을 제대로 이용하지 못하고 있다고 말했습니다.
He said that it causes a lot of inefficiency and corruption, and that he is not making good use of strong assets in North Korea, especially human capital, which is the most important.

유종일 한국개발연구원(KDI) 국제정책대학원장은 1990년대 ‘고난의 행군’라는 경제적 어려움에 직면한 북한에서 시장이 중요하고 빠뜨릴 수 없는 부분으로 성장한 것은 맞다고 말했습니다.
Yoo Jong-il, president of the Graduate School of International Policy at the Korea Development Institute (KDI), said that the market has grown into an important and indispensable part in North Korea in the 1990s, facing the economic difficulties of "March of Suffering."

[녹취: 유종일 교수] “Markets have grown more important, and become an indispensable component in North Korea, ever since the Great Famine and economic crisis of the 1990s when the public distribution system nearly collapsed. However, the marketization of the North Korean economy has failed to deliver significant economic results in terms of increasing economic growth and raising standards of living, that we have seen other cases of marketization in form of the centrally planned economies such as China, or Vietnam. One possible answer may be the harsh sanctions imposed on North Korea. But another important factor seems to be the restrictions on marketization imposed by the North Korean authorities themselves.”
[Recording: Professor Yoo Jongil] "공영 배급 시스템이 거의 붕괴된 1990년대의 대기근과 경제 위기 이후, 시장은 더욱 중요해지고, 북한에서 없어서는 안 될 요소가 되었습니다. 그러나 북한 경제의 시장화는 경제성장과 생활수준의 향상이라는 측면에서 의미있는 경제적 성과를 거두지 못했는데, 우리는 중국이나 베트남과 같은 중앙 계획 경제의 형태로 시장화의 다른 사례들을 보아 왔습니다. 한 가지 가능한 답은 북한에 가해지는 가혹한 제재일 수 있습니다. 그러나 또 다른 중요한 요인은 북한 당국의 시장화 제한인 것 같습니다.

하지만 북한 경제의 시장화는 경제 성장률이나 생활 수준에 급격한 변화를 이끌 정도로 중요한 결과를 낳지는 못했다는 겁니다.
However, the marketization of the North Korean economy did not produce important results enough to lead to rapid changes in economic growth or living standards.

유 원장은 북한은 중국이나 베트남 같은 중앙 통제의 경제에서 시장화가 벌어지면서 경험한 것과는 다른 모습을 보였다고 말했습니다.
Director Yoo said North Korea was different from what it experienced when marketization took place in centralized economies such as China and Vietnam.

유 원장은 북한에 대한 제재가 원인일 수도 있지만, 다른 중요한 요소는 북한 당국이 시장에 대해 내리는 규제일 것이라고 분석했습니다.
Director Yoo analyzed that sanctions against North Korea may be the cause, but other important factors may be regulations imposed by North Korean authorities on the market.

수지 김 럿거스대학교 교수는 단순한 시장의 존재만으로는 북한의 통제 경제의 근본을 흔들지 못했다고 말했습니다.
Suzy Kim Rutgers, a professor at Rutgers University, said that the mere existence of a market did not shake the foundation of North Korea's control economy.

[녹취: 수지 김 교수] “The mere existence of markets, in no way, negates the foundations of a command economy, and socialism and marketization are not contradictory in my view is that aspects of so called marketization such as private household plots and new management methods adopted by reforms in North Korea in the last 20 years can be found throughout its history, since the beginning.”
[Recording: Professor Suzy Kim] "시장의 존재만으로도 절대 명령경제의 근간을 부정할 수 없으며, 사회주의와 시장화는 지난 20년 동안 북한의 개혁에 의해 채택된 민간 가계도, 새로운 관리 방식 등 소위 시장화의 양상을 발견할 수 있다고 생각합니다.처음부터요."

김 교수는 북한에서는 사회주의와 시장주의가 서로 모순적이지 않다며, 지난 20년 간 시장화로 인해 토지의 사유화나 새로운 관리 제도 등을 적용해 왔지만 기존의 체제는 유지되고 있다고 말했습니다.
Professor Kim said socialism and marketism are not contradictory in North Korea, and said that over the past 20 years, land privatization or new management systems have been applied due to marketization, but the existing system has been maintained.
