국제형사재판소, ‘6천 명 사망’ 필리핀 마약전쟁 수사 재개 승인 > 세계

국제형사재판소(ICC)가 26일 마약 단속 과정에서 자행된 필리핀 정부의 불법 혐의에 대한 수사 재개를 승인했습니다.
The International Criminal Court (ICC) on the 26th approved the resumption of an investigation into the Philippine government's illegal charges during the drug crackdown.

ICC는 이날 로드리고 두테르테 전 필리핀 대통령의 마약 단속 중 살해 및 기타 권리 남용 혐의에 대한 수사를 재개하겠다는 검사의 요청을 승인했다고 밝혔습니다.
It says it has approved a request by prosecutors to resume investigations into former Philippine President Rodrigo Duterte's alleged murder and other abuse of rights during a drug crackdown.

2021년 11월 필리핀 정부의 요청으로 수사를 중단했던 ICC는 이날 성명에서 “필리핀이 수사 연기를 정당화할 수 있는 관련 조사를 수행하고 있는 것에 만족하지 않는다”며 승인 이유를 밝혔습니다.
The ICC, which suspended the investigation at the request of the Philippine government in November 2021, said in a statement that it was not satisfied that the Philippines was conducting a related investigation that could justify the postponement of the investigation.

필리핀 정부는 ICC의 결정에 강하게 반발했습니다.
The Philippine government strongly opposed the ICC's decision.

헤수스 크리스핀 레물라 필리핀 법무장관은 이날 언론 브리핑에서, 필리핀은 더 이상 ICC의 조인국이 아닌 만큼, ICC가 (수사를) 더는 강요해서는 안된다고 말했습니다.
Philippine Attorney General Hessus Crispin Remula said in a press briefing that the ICC should no longer force it to investigate, as the Philippines is no longer a signatory to the ICC.

ICC가 2018년 2월 마약과의 전쟁에서 초래된 필리핀 정부의 위법 사항에 대한 수사에 착수하자 두테르테 당시 대통령은 이에 반발하며 ICC 탈퇴를 선언했습니다.
When the launched an investigation into the Philippine government's violations in the February 2018 war on drugs, then President Duterte protested and declared his withdrawal from the ICC.

레물라 장관은 “나는 ICC의 이같은 움직임을 환영하지 않으며, 그들이 우리를 존중할 것임을 분명히 할 때까지 그들의 필리핀 방문을 환영하지 않을 것”이라고 말했습니다.
"I do not welcome this move by the ICC, and I will not welcome their visit to the Philippines until they make it clear that they will respect us," Remula said.

한편 페르니난드 마르코스 주니어 필리핀 대통령은 이같은 ICC의 결정에 대해 별도의 논평을 하지 않았습니다.
Philippine President Fernand Marcos Jr. did not comment on the ICC's decision.

필리핀 경찰에 따르면 두테르테 전 대통령 임기 동안 마약 단속 과정에서 필리핀 정부는 체포에 저항하는 마약중개상 6천200명을 사살했습니다.
According to Philippine police, the Philippine government killed 6,200 drug dealers resisting arrest during the drug crackdown during Duterte's presidency.
