국제법률단체 “탈북 여성 수십만 명 중국 동북3성에서 성착취…국제사회 대응 시급” > 사회

탈북 여성 수십만 명이 중국 동북3성 지방에서 성착취를 당하고 있다고 국제 법률단체가 밝혔습니다. 국제 사회가 탈북 여성과 소녀들을 상대로 자행된 만행을 외면해서는 안된다고 지적했습니다. 안소영 기자가 보도합니다.
Hundreds of thousands of North Korean women are being sexually exploited in China's three northeastern provinces, an international legal organization says. He pointed out that the international community should not turn a blind eye to the atrocities committed against North Korean women and girls. Reporter Ahn So-young reports.

네덜란드에 소재한 법률단체 ‘글로벌 라이츠 컴플라이언스 (GRC)’는 지린성과 랴오닝성, 헤이장롱성 등 중국 동북3성에서 12세 이상의 탈북 소녀와 여성들을 상대로 조직적인 강간과 성노예, 강제임신 등 인권 유린이 자행되고 있다고 밝혔습니다.
Global Rights Compliance (GRC), a Dutch legal organization, says human rights abuses are being committed against North Korean defectors aged 12 or older in three northeastern provinces of China, including Jilin, Liaoning and Heijiang.

비정부기구인 이 단체는 26일 “중국의 ‘레드존’에 있는 북한 여성과 소녀를 보호하기 위한 긴급 행동을 촉구한다”라는 제목의 성명을 내고 북한의 억압에서 벗어나려고 탈북한 이들이 인신매매 등 성착취의 피해자가 되고 있다고 강조했습니다.
The group, a non-governmental organization, issued a statement titled "We urge urgent action to protect North Korean women and girls in China's Red Zone" on the 26th, stressing that those who defected to escape North Korea's oppression are victims of sexual exploitation such as human trafficking.

이 단체는 지린성과 랴오닝성, 헤이장롱성 등 중국 동북3성을 ‘레드존’으로 규정했습니다.
The group defined the three northeastern provinces of China, including Jilin, Liaoning and Heijiang, as "red zones."

성명은 탈북 소녀와 여성들이 조직적인 강간과 강제낙태, 강제결혼, 성노예에 노출된 가운데 이 같은 범죄를 방조하는 중국 공안과 경비원들은 처벌조차 받지 않는다고 지적했습니다.
The statement says Chinese police and security guards who aid and abet these crimes are not even punished, as North Korean defectors and women are exposed to systematic rape, forced abortion, forced marriage and sexual slavery.

또한 중국 내 범죄 조직들이 탈북 여성의 인신매매 관련 불법 사업으로 연간 1억 500만 달러를 벌어들이는 것으로 GRC는 추산했습니다.
The GRC also estimates that criminal gangs in China earn $105 million a year from illegal businesses involving the trafficking of North Korean women.

이 단체는 한국의 북한인권정보센터, 전환기정의워킹그룹(TJWG)과 함께 탈북민의 증언 등을 토대로 조사한 결과 신종 코로나바이러스 감염증으로 지난 2020년부터는 탈북 여성들이 북중 접경 지역에 장기간 머물고 있다고 전했습니다.
The group, along with South Korea's North Korean Human Rights Information Center and the Transitional Working Group (TJWG), said that North Korean women have been staying near the North Korea-China border for a long time since 2020 due to COVID-19.

그러면서 기존에 북중 국경에15만 명에서 20만 명의 탈북 여성들이 있는 것으로 추정됐지만 현재는 수십만 명에 이른다며 이 가운데 70~80%가 인신매매 피해자로 추산된다고 덧붙였습니다.
He added that there were previously estimated to be 150,000 to 200,000 North Korean women on the North Korea-China border, but now there are hundreds of thousands, adding that 70-80% of them are estimated to be human trafficking victims.

북한 인권 문제를 담당하는 이 단체의 소피아 에반젤루 변호사는 이날 성명에서 북한 여성과 소녀들에게 자행되는 인권 잔학행위에 대한 국제적 침묵이 종식돼야 한다고 강조했습니다.
Sophia Evangelu, a lawyer for the group responsible for human rights issues in North Korea, said in a statement that international silence over human rights atrocities committed against North Korean women and girls should end.

국제 사회는 더 이상 여성과 어린이들을 상대로 저지른 만행을 외면해서는 안된다는 겁니다.
The international community should no longer turn a blind eye to atrocities committed against women and children.

[성명] “The pandemic of international silence around the human rights atrocities against North Korean women and girls must end. The illegal sexual slavery of women and girls will not stop until a concerted international effort is mobilized. The international community can no longer turn a blind eye to the atrocities being committed against women and children.”
[Name] "북한 여성과 소녀들에 대한 인권 탄압을 둘러싼 국제적 침묵의 대유행은 종식되어야 합니다. 여성과 소녀들의 불법 성노예는 국제적인 공동 노력이 동원될 때까지 멈추지 않을 것입니다. 국제 사회는 더 이상 여성과 어린이들에게 자행되는 잔혹 행위를 외면할 수 없습니다."

이어 현재 중국의 ‘레드존’에서 북한 여성과 소녀들이 중국의 성노예 산업의 희생자가 되고 있다며, 하지만 정보 통제로 관련 상황을 정확히 알 수 없는 ‘블랙홀’과 같은 곳이 만들어지고 있다고 지적했습니다.
He then pointed out that North Korean women and girls are now victims of China's sexual slavery industry in China's Red Zone, but information control is creating a place like a "black hole" where the situation is not known exactly.

에반젤라 변호사는 27일 ‘탈북 여성들을 보호하기 위해 가장 시급한 조치가 무엇이냐’는 VOA의 서면 질의에 탈북 여성을 둘러싸고 북중 접경 지역에서 벌어지고 있는 성착취 상황에 대한 국제사회의 조사를 촉구했습니다.
Lawyer Evangela urged the international community to investigate the sexual exploitation situation taking place in the border area between North Korea and China over North Korean defectors in response to VOA's written question, "What is the most urgent measure to protect North Korean defectors?"

[에반젤라 변호사] “It is imperative for the international community to engage with China either through international organizations at the UN level or at a bilateral level and make calls to action on the situation. They have to essentially revisit their policy and abide by their international law obligations which dictate that they should recognize North Korean people as refugees rather than illegal migrants.”
[Lawyer Evangela] "국제사회가 유엔 차원의 국제기구를 통해 또는 양자 차원에서 중국과 관계를 맺고 이 상황에 대한 행동을 촉구하는 것이 시급합니다. 그들은 근본적으로 그들의 정책을 재고하고 북한 사람들을 불법 이민자가 아닌 난민으로 인정해야 한다는 국제법의 의무를 준수해야 합니다."

국제사회가 유엔 차원의 국제기구나 양자 차원을 통해 중국과 관여하고 관련 상황에 대한 조치를 촉구하는 것이 시급하는 겁니다.
It is urgent for the international community to engage with China and call for action on the relevant situation through international organizations or bilateral levels at the UN level.

그러면서 중국은 본질적으로 정책을 재고해야 하며, 탈북민들을 불법이민자가 아닌 난민으로 인정해야 한다고 규정한 국제법의 의무를 준수해야 한다고 덧붙였습니다.
He added that China must essentially reconsider its policy and comply with the obligations of international law that stipulate that North Korean defectors should be recognized as refugees, not illegal immigrants.

앞서 미 국무부는 ‘2022 인신매매 실태 보고서’에서 북한을 최하위인 3등급 국가로 지정하고, 북한 당국의 지독한 인권 침해로 북한을 탈출한 여성들이 중국에서 성매매 등 인신매매에 취약하다고 지적한 바 있습니다.
The U.S. State Department previously designated North Korea as the lowest third-class country in its 2022 Human Trafficking Status Report and pointed out that women who fled North Korea due to severe human rights violations by the North Korean authorities are vulnerable to human trafficking.
