국무부 “북한 인권 유린에 책임 물어야…정보 유입 협력할 것” > 사회

북한 정권의 인권 유린에 국제사회가 책임을 물어야 한다고 미국 국무부가 밝혔습니다. 북한 인권 개선에 나선 탈북민과 인권단체의 노력을 높이 평가하면서, 대북 정보 유입의 중요성을 강조했습니다. 함지하 기자가 보도합니다.

국무부가 북한 인권 문제를 해결하기 위해 국제사회가 행동에 나서야 한다고 촉구했습니다.
The State Department has urged the international community to take action to resolve the North Korean human rights issue.

네드 프라이스 국무부 대변인은 30일 ‘북한 인권을 지지하며’라는 제목의 성명에서 “북한자유주간을 맞아 우리는 개탄스러운 학대에 시달리고, 스스로 변호할 수 없는 수백만 북한 주민들을 대신해 계속 목소리를 내는 탈북민과 인권 단체의 용기를 인지한다”고 말했습니다.
State Department spokesman Ned Price said in a statement titled "In support of North Korean human rights," "We recognize the courage of North Korean defectors and human rights groups who continue to speak on behalf of millions of North Koreans who suffer deplorable abuse and cannot defend themselves."

Despite the regime’s announcement that it has overcome COVID-19, its borders remain sealed, and the humanitarian situation remains dire.”
[Price spokesman] "우리는 북한 자유 주간을 반성하면서, 개탄스러운 학대를 겪고 있고 스스로를 옹호할 수 없는 수백만 명의 북한 주민들을 대변하고 있는 탈북자와 인권 공동체의 용기를 인식하고 있습니다. 정권이 코로나19를 극복했다고 발표했음에도 불구하고 국경을 봉쇄하고 인도주의적 상황은 여전히 심각합니다."

그러면서 “신종 코로나바이러스를 극복했다는 북한 정권의 발표에도 불구하고 국경은 봉쇄돼 있고, 인도주의적 상황은 심각하다”고 지적했습니다.
He pointed out, "Despite the North Korean regime's announcement that it has overcome the new coronavirus, the border is blocked, and the humanitarian situation is serious."

이어 “어린이를 포함한 10만 명 이상의 주민들이 북한 전역에 퍼져 있는 수용소에 구금돼 있는 상황에서, 정권은 불법 대량살상무기와 탄도미사일 프로그램을 뒷받침할 수익을 창출하기 위해 자원을 전용하고 강제 노동을 시키고 있다”고 비판했습니다.
"With more than 100,000 people, including children, detained in camps across North Korea, the regime is diverting resources and forcing them to work to generate profits to support illegal WMD and ballistic missile programs," he criticized.

[프라이스 대변인] “More than 100,000 individuals, including children, remain detained in the country’s vast network of prison camps, while the regime diverts resources from the people and systematically uses forced labor to generate revenue in support of its unlawful weapons of mass destruction and ballistic missile programs.”
[Price spokesman] "정권이 불법적인 대량살상무기와 탄도미사일 프로그램을 지원하기 위해 수입을 창출하기 위해 국민들로부터 자원을 빼돌리고 조직적으로 강제노동을 하는 동안 어린이를 포함한 10만 명 이상이 그 나라의 방대한 포로수용소 네트워크에 억류되어 있습니다."

프라이스 대변인은 “탈북민 중 많은 사람이 학대에 취약한 상태로 남아있고, 초국가적 탄압을 받는다”며 “우리는 망명을 희망하는 북한 주민이 겪는 역경에 깊이 우려한다”고 말했습니다.
"Many of the defectors remain vulnerable to abuse and are subjected to transnational oppression," Price said. "We are deeply concerned about the plight of North Koreans seeking asylum."

North Koreans who are forcibly repatriated are reportedly commonly subjected to summary execution, torture, arbitrary detention, forced abortion, and other forms of gender-based violence.”
[Price spokesman] "탈출한 사람들에게, 많은 사람들은 학대에 취약하고 초국가적인 탄압을 받습니다. 우리는 여전히 북한 망명 신청자들의 곤경에 대해 깊은 우려를 표하고 있습니다. 강제 송환된 북한 주민들은 대개 즉결처형, 고문, 자의적 구금, 강제 낙태 등 성별에 따른 폭력을 당하는 것으로 알려졌습니다."

He also pointed out that "forced repatriated North Koreans are generally subject to summary executions, torture, arbitrary detention, forced abortion, and other sex-related crimes."

프라이스 대변인은 “국제사회가 이런 인권 유린에 책임이 있는 자들에게 책임을 물어야 한다”고 강조했습니다.
"The international community should hold those responsible for these human rights abuses accountable," Price said.

The United States remains committed to shining a spotlight on the egregious human rights situation in the DPRK and working with allies and partners to promote accountability and increase the free flow of information into, out of, and within the DPRK.”
[Price spokesman] "국제 사회는 이러한 인권 침해에 대한 책임을 지기 위해 행동해야 합니다. 미국은 여전히 북한의 끔찍한 인권 상황을 조명하고, 동맹국 및 파트너들과 협력하여 책임을 증진하고 북한 안팎으로 자유로운 정보 흐름을 증가시키기 위해 노력하고 있습니다."

그러면서 “미국은 북한의 심각한 인권 상황을 조명하고, 동맹, 파트너와 협력해 책임규명을 촉진하면서 북한 안팎 그리고 북한 내부의 자유로운 정보 흐름을 늘리는 데 계속 전념하고 있다”고 말했습니다.
"The U.S. continues to focus on increasing the free flow of information inside and inside North Korea, shedding light on the serious human rights situation in North Korea, promoting accountability in cooperation with allies and partners," he said.

미국과 한국, 일본의 북한 인권 단체와 탈북민 단체 등은 지난 9월 25일부터 10월 1일까지 북한자유주간 행사를 진행합니다.
North Korean human rights groups and North Korean defectors' organizations in the United States, South Korea, and Japan will hold North Korea Free Week events from September 25 to October 1.
