북한과 같은 전제주의적 국가에서 생활한 주민들에게도 ‘민주 시민’에 대한 개념이 있다고 미국의 전문가가 말했습니다. 신종 코로나바이러스 감염증에 따른 국경 봉쇄에 따라 주민들에 대한 북한 정권의 사상 통제가 더 강해지고 있다는 지적도 나왔습니다. 김영교 기자가 취재했습니다.
U.S. experts say residents who have lived in despotic countries such as North Korea also have a concept of "democratic citizens." Some pointed out that the North Korean regime's ideological control over its residents is getting stronger due to the blockade of borders following the novel coronavirus infection disease. Reporter Kim Young-kyo covered it.

시나 그리튼스 텍사스대 정치학 교수는 29일 북한 주민들이 전제주의적 체제 하에서 통제 받는 생활을 하지만 ‘민주적인 시민정신’의 중요성을 알고 있다고 말했습니다.
Sina Gritons, a political science professor at the University of Texas, said on the 29th that North Koreans live under control under a despotic system, but they know the importance of "democratic citizenship."

그리튼스 교수는 이날 전략국제문제연구소(CSIS)는 ‘세계화 맥락 속에서 북한이라는 블랙박스의 탐색’을 주제로 주최한 인터넷 간담회에서 이 같은 사실을 탈북 주민들을 대상으로 조사한 결과 알 수 있었다고 말했습니다.
Professor Gritons said at an Internet meeting hosted by the Institute for Strategic International Studies (CSIS) under the theme of "Exploration of Black Boxes called North Korea in the context of globalization," a survey of North Korean defectors revealed this fact.

[녹취: 그리튼스 교수] “One of the things that came up very strongly in the survey results is that people who've left North Korea really prioritize what we would call a civil libertarian notion of democratic citizenship. So overwhelmingly, like off the charts, people will say that the purpose of the democratic government is to provide people with their individual rights and freedoms.”

Residents who escaped from North Korea prioritized the so-called "democratic civic spirit," and in the survey, North Korean defectors answered that the democratic government should grant individual rights and freedom to citizens.

[녹취: 그리튼스 교수] “And so to the extent that there is any hint of not having a very expansive tolerance for and protection for civil liberties by any government, that's going to run into or be at odds with the way that North Koreans think about, you know, what's important about freedom and democracy.”

Professor Gritons said that if the government of the country where North Korean defectors settled after leaving North Korea does not widely recognize or protect civil liberties, it may conflict with the importance of freedom or democracy that North Korean defectors think.

Andrew Yeo, a South Korean seat at the Brookings Research Institute, said there were many optimistic views that North Korea's social system could change, such as the marketplace, until the mid-2010s, but this optimism decreased after the border blockade due to the new coronavirus infection.

[녹취: 여 석좌] “It stems from almost two years of heavy border lockdowns. And, you know, we've also seen the regime crackdown on the spread of capitalists and outside cultural influence. There's a tightening of ideological indoctrination as well too.”

Along with nearly two years of strict border control, the North Korean regime is thoroughly blocking capitalist ideas and the influence of external culture.

At the same time, the North Korean regime is also controlling the ideas of its residents, Yeo said.

또한 코로나 대유행 이전부터 진행됐던 장마당과 같은 시장에 대한 통제도 더 강력해진 상황이라고 말했습니다.
He also said that control over markets such as the marketplace, which had been underway before the COVID-19 pandemic, has become stronger.

[녹취: 여 석좌] “This has been going on even before the pandemic but you know, since the pandemic, they've really tighten their grip on the markets trying to take control of the economy again. And so even though you know, the market has shrunk just naturally because of the pandemic. I think the state has become less open to it.”

Bridget Cozins, a professor at California State University, pointed out that China's policy to repatriate North Korean defectors is increasing the pain of North Koreans.

[녹취: 코진스 교수] “And I think that that's tragic and horrible for the North Korean population who is number one already very much struggling in terms of health and and society and politics as a result of regime that many if not the vast majority of them did not choose.”
[Recording: Professor Cozins] "그리고 저는 이미 건강, 사회, 정치 면에서 제1위를 달리고 있는 북한 주민들에게 비극적이고 끔찍한 일이라고 생각합니다."

자신의 건강이나 자신이 속한 사회와 그 사회의 정치로 인해 이미 어려움을 경험하고 있는 북한 주민들이 북한을 탈출한 이후 중국 정부에 의한 국경 통제와 북한 송환은 상황을 더 비극적이고 끔찍하게 하고 있다는 겁니다.
The Chinese government's border control and repatriation are making the situation more tragic and terrible after North Koreans, who are already experiencing difficulties due to their health, society, and the politics of their society, escaped from North Korea.

그러면서 북한 주민들의 상당수는 선택권이 있다면 북한 정권을 선택하지 않았을 것이라고 덧붙였습니다.

[녹취: 코진스 교수] “I think that for all of us in the international community that talk about human rights in North Korea and talk about the well-being of North Koreans when we're talking about why more sanctions are important, for example, we're holding fast on sanctions is important. We should also at least at the very least simultaneously, be making real and concrete humanitarian capacity plans for these populations and trying very, very hard ardently to reach these people who are at the at the moment beyond our help.”

Professor Kozins said the international community should discuss how serious the human rights situation in North Korea is and why it is important to maintain sanctions, and at the same time discuss more practical and specific humanitarian aid plans to help North Koreans.
