A propaganda was erected in Pyongyang, North Korea, on the 10th to commemorate the 76th anniversary of the founding of the Labor Party.

It is "Easy News Interesting News: News East, West, South, North" to examine the background and meaning of major news on the Korean Peninsula. As the international community's high-intensity sanctions against North Korea continue for four years, it is known that there are signs of crisis here and there in North Korean society. The factory is closed due to blocked export routes, and unemployment is also occurring due to the inability to distribute. Reporter Choi Won-ki delivers this.

North Korea, which had been suffering from economic difficulties due to high-intensity sanctions by the international community, reportedly faced a food shortage in June this year.

Rice prices, which had maintained 3-4,000 won per kilogram in the first half of this year, jumped to 7,000 won in June.

As rice prices soared to the ceiling, North Korean authorities tightened their crackdown on the marketplace. Safety guards not only controlled food prices, but also banned street signs and stalls called locusts.

Jiro Ishimaru, CEO of Japan's North Korean media "Asia Press," said in a telephone conversation with VOA that abusive language and fights are frequently occurring between merchants and safety centers in the process.

[Recording: CEO Ishimarujiro] "We are cracking down on individual economic activities very hard now. The small head of the market and the tobacco seller are cracked down and confiscated. "If you lose it, you can't eat and live, so there are reports from all over the world that you cry, curse, and the atmosphere is so bad."

The food shortage has worsened the already difficult factory and business conditions. In the case of the Hwanghae Iron Federation Enterprise in North Hwanghae Province, half of the workers are unable to go to work because they cannot distribute them, said Cho Chung-hee, director of Good Farmers, a former North Korean defector.

[Recording: Director Cho Chung-hee] "The reason why they can't go to work is that they can't eat because they can't distribute food." So, in the case of the Hwanghae Steel Works, the office rate is not guaranteed to be 50%, so it is the first time that the office rate has fallen this much since liberation."

Unemployment also appears to have occurred in the mining sector, which was North Korea's major export sector.

Kim Jong-un, chairman of the State Council, pointed out at a plenary session of the Labor Party on February 8 that production stopped due to a lack of power to the coal mine. It's the North Korean state-run "Chosun Central Broadcasting."

[Recording: Jungbang] "There is a difficulty in stopping production because electricity is not guaranteed in coal mines and mines, and it is causing inconvenience to people's lives."

Jiro Ishimaru, who has been observing the inside of North Korea for a long time, said that in the case of mines, the state supply has already been suspended last year and that businesses are providing food closely.

[Recording: CEO Ishimarujiro] "There is a phenomenon in which workers are unable to go to work due to such difficulties in various factories. In the case of Musan Mine, we temporarily supplied five days of corn at the end of June."

North Korea has about 700 mines, mainly coal, and 530,000 people are known to be engaged in this field.

It seems that unemployment has also occurred in the clothing and textile sectors.

Prior to the sanctions, clothing was North Korea's second-largest export item, exporting $730 million, or 25% of all exports.

North Korea has been actively engaged in clothing processing business with China. Chinese companies provided North Korea with raw materials such as fabrics, threads, and buttons, and North Korean workers processed them to make finished products and export them to China.

When the toll processing became profitable, many companies in North Korea entered the business.

According to one data, more than 300 companies across North Korea have carried out toll processing projects, mainly in Pyongyang, North Pyongan Province, and North Hwanghae Province. It is estimated that tens of thousands of female workers are engaged in this field alone.

However, the clothing industry also appears to have been hit by sanctions and border blockades. Due to the UN Security Council's sanctions against North Korea, most of the exports of clothing toll processing have been suspended since 2018.

Good Farmers Secretary-General Dong Yong-seung, a North Korean economic expert in South Korea, said tens of thousands of clothing industry workers would have lost their jobs.

[Recording: Secretary-General Dong Yong-seung] "Clothing processing has been done a lot with China since 2010 when exchanges with the south were suspended, but now that exchanges with China are suspended, many people, more than 50,000, have to find other jobs."

When a worker does not go to work, North Korean authorities are conducting an anti-compulsory "petition campaign" to deploy young people and women to coal mines and construction sites.

According to the Labor Newspaper, a newspaper of the Labor Party, North Korean authorities held a nationwide petition event from April and deployed 10,000 young people in rural areas, metal and coal collection industries, and construction sites in Samjiyeon, Yanggang Province.

Experts say that driving young people to the workplace is a kind of "economic desperate measure."

Rural areas, factories, and coal mines must be guaranteed materials, electricity, and food.

But they don't give them the supplies and food they need, but they are worried about using labor instead.

William Brown, a North Korean economic expert at the University of Georgetown, said North Korean rural areas have suffered a periodic shortage of manpower, but if young people are deployed, it will be difficult to achieve economic results.

North Korean system often have labor shortage….”

It is known that crimes are increasing in various parts of North Korea due to economic difficulties and food shortages.

North Korean defectors say that robbery and theft, as well as soldiers, often raid cooperative farms and steal food.

This is North Korean defector Park Kwang-il, who lived in Hamheung, Hamgyeongnam-do, and fled to South Korea in 2001.

[Recording: Park Kwang-il / North Korean defectors] "Soldiers attack the farm's food warehouse the most. Since there is no food supply to soldiers, they have to serve in the military, and then soldiers have no choice but to attack the farm in the fall."

Chairman of the State Affairs Commission Kim Jong-un admitted that North Korea's economic difficulties and social turmoil were his responsibility and expressed regret several times.

Chairman Kim officially admitted that his five-year plan for national economic development failed at the 8th Labor Party Conference in January this year.

At the party cell secretary's conference held in April, he said he decided to march in distress.

He also said at a lecture to mark the 76th anniversary of the founding of the Labor Party on the 10th, "We will solve the food, clothing, and shelter problem within the next five years." It's the North Korean state-run "Chosun Central Broadcasting."

[Recording: Joongbang] "Comrade Kim Jeong-eun will make the five-year plan period set by the 8th conference of the party an effective five-year period in raising the country's economy and solving the people's food and shelter problem."

However, North Korean defectors claim that the public sentiment in North Korea has already left the Kim Jong-un regime. This is North Korean defector Park Kwang-il.

[Recording: Park Kwang-il / North Korean defectors] "It's just that North Koreans can't express themselves, and it's been a long time since the people's public sentiment toward Kim Jong-un has left."“

Experts are paying attention to how Chairman Kim Jong-un, who faces the worst economic and social crisis since taking power, will overcome the crisis.
