미 국무부 ‘전술핵 재배치론’에 “미한훈련 방어적…한반도 비핵화 목표 여전” > 정치

미국 국무부는 북한이 연일 비난하는 미한 연합훈련의 방어적 성격을 거듭 분명히 했습니다. 북한에 적대적 의도가 없고 한반도 비핵화 목표도 달라지지 않았다고 강조했습니다. 함지하 기자가 보도합니다.
The U.S. State Department has repeatedly made clear the defensive nature of the U.S.-Korea joint drills that North Korea condemns day after day. He stressed that there is no hostile intention to North Korea and that the goal of denuclearization of the Korean Peninsula has not changed. Reporter Ham Ji-ha reports.

국무부는 한국에도 핵무기 재배치가 필요하다는 미국 연방의회 중진 의원의 의견에 특별한 입장을 밝히지 않은 채 미한 연합훈련과 한반도 비핵화에 대해 그동안 무수히 밝혀왔던 ‘모범 답안’을 되풀이했습니다.
The State Department reiterated its numerous "exemplary answers" to the joint drills between the U.S. and the denuclearization of the Korean Peninsula, without expressing any special position on the opinion of senior members of the U.S. Congress that South Korea also needs nuclear weapons.

베단트 파텔 국무부 수석부대변인은 27일 정례브리핑에서 한국에 핵무기 재배치 방안을 고려해야 한다는 제임스 리시 미국 상원의원의 주장에 대한 논평 요청에 즉답 대신 미한 훈련의 성격과 목적을 설명했습니다.
At a regular briefing on the 27th, State Department spokesman Vedant Patel explained the nature and purpose of the exercise instead of responding immediately to U.S. Senator James Rishi's request for comment on South Korea's nuclear weapons relocation plan.

[녹취: 파텔 부대변인] “Specifically as it relates to our deployment or any posture, I will let our Pentagon colleagues speak to that. But the one thing I want to be very clear about is that our exercises and our cooperation with the ROK are longstanding, they are defensive and they are routine. And as it relates to the DPRK, the US harbors no hostile intent and we're committed to the security of the ROK and our alliances, combined defense posture.”

"The Ministry of National Defense will answer the details of the deployment and posture of the U.S. (weapons), but one thing I want to make very clear is that training and cooperation with South Korea is long-standing defensive and routine."

이어 “북한과 관련해, 미국은 적대적 의도를 품고 있지 않다”며 “우리는 한국과 동맹의 안보, 그리고 연합 방위태세에 전념하고 있다”고 강조했습니다.
"In relation to North Korea, the U.S. has no hostile intentions," he said. "We are committed to the security of South Korea, the alliance, and the joint defense posture."

앞서 미 상원 외교위원회 공화당 간사인 제임스 리시 의원은 21일 VOA에 보낸 이메일에서 바이든 행정부는 북한의 목표를 부정하고 확장 핵 억지력을 강화하기 위해 동맹 내 핵 계획과 작전 메커니즘을 확대할 뿐 아니라 미국의 핵무기를 한국에 재배치하는 것 또한 고려해야 한다”고 주장했습니다.
"The Biden administration should consider deploying U.S. nuclear weapons to South Korea as well as expanding its nuclear program and operational mechanism to deny North Korea's goals and strengthen its nuclear deterrent," Rep. James Rishi, Republican secretary of the U.S. Senate Foreign Relations Committee, told VOA.

공화당에서 외교안보 문제에 주도적인 역할을 하는 중진 의원이 한국에 핵무기를 재배치해야 한다고 밝힌 건 처음입니다.
It is the first time that a senior member of the Republican Party, who plays a leading role in diplomatic and security issues, has said that nuclear weapons should be relocated to South Korea.

파텔 부대변인은 최근 북한이 CVID, 즉 완전하고 검증 가능하며, 되돌릴 수 없는 비핵화 적용을 강요당하면 핵으로 맞서겠다고 위협한 데 대한 논평 요청에는 “우리는 북한에 대한 외교적 접근에 전념하고 있고, 적대적 의도를 품고 있지 않다”고 답했습니다.
Deputy spokesman Patel said, "We are committed to a diplomatic approach to North Korea and have no hostile intentions," when asked to comment on North Korea's recent threat to nuclear weapons if it is forced to apply CVID, or complete, verifiable, and irreversible denuclearization.

And our ultimate goal here continues to remain the same, which is the complete denuclearization of the Korean Peninsula. "Our ultimate goal remains unchanged," he said, stressing, "This is complete denuclearization of the Korean Peninsula."

또한 “파트너인 한국, 일본에 대한 우리의 공약도 여전히 철통같다”고 덧붙였습니다.
He also added, "Our commitments to our partners, Korea and Japan, are still ironclad."

앞서 조철수 북한 외무성 국제기구국장은 22일 담화를 통해 “우리에 대한 핵 포기 강요는 곧 선전포고”라며 “그 어떤 세력이든 조선민주주의인민공화국에 CVID를 적용해보려 든다면 조선민주주의인민공화국 핵무력 정책 법령에 따라 단호하게 처리된다는 것을 명심해야 한다”고 말했습니다.
Cho Chul-soo, director of the North's foreign ministry's international organization, said in a statement on the 22nd, "Forcing us to give up nuclear weapons is a declaration of war."
