안보리 비상임이사국 몰타 “북·러 무기거래, 안보리 결의 위반…단합된 안보리 대응 필요” > 정치

유엔 안보리 비상임이사국인 몰타가 북·러 간 무기 거래는 안보리 결의 위반이라며 비판했습니다. 안보리 이사국들의 단합된 대응이 필요하다는 점도 강조했습니다. 안소영 기자입니다.

올해부터 안보리 비상임이사국 활동을 시작한 지중해의 섬나라 몰타가 북한과 러시아 간 무기 거래에 중대한 우려를 표시했습니다.
Malta, an island nation in the Mediterranean that began its non-permanent membership of the Security Council this year, has expressed grave concern about arms deals between North Korea and Russia.

[몰타대표부] “Malta is deeply concerned to learn of reports regarding alleged deliveries of infantry rockets and missiles from the DPRK into Russia toward the end of 2022. Any such transfers would be in breach of UN Security Council resolutions, namely resolutions 1718.”

유엔 주재 몰타대표부는 26일 백악관이 북·러 간 무기 거래 정황이 담긴 위성사진을 공개한 데 대한 VOA의 논평 요청에 “몰타는 지난 2022년 말 북한이 러시아에 보병용 로켓과 미사일을 전달했다는 의혹에 관한 보도들에 깊이 우려한다고 밝혔습니다.
Malta's mission to the United Nations said on the 26th that it is deeply concerned about reports that North Korea delivered infantry rockets and missiles to Russia at the end of 2022 in response to VOA's request for comment on the White House's release of satellite images of weapons transactions between North Korea and Russia.

특히 “그 같은 (무기) 이전은 어떤 것이든 유엔 안보리 결의 1718호를 위반하는 것”이라고 지적했습니다.
In particular, he pointed out that "any such (weapon) transfer violates U.N. Security Council Resolution 1718.

이어 “몰타는 그런 의혹들이 1718 위원회 전문가패널에 의해 조사되고 보고되기를 진심으로 희망한다”고 말했습니다.

앞서 존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 지난 20일 브리핑에서 북한이 바그너 그룹에 무기를 전달하는 정황을 포착한 위성사진 2장을 공개한 바 있습니다.
Earlier, John Kirby, the White House National Security Council (NSC) strategic communication coordinator, released two satellite images that captured North Korea's delivery of weapons to the Wagner group at a briefing on the 20th.

커비 조정관은 “우리가 공개적으로 말했듯이 북한은 작년 말 바그너가 사용할 보병 로켓과 미사일을 러시아에 전달했다"고 지적했습니다.
Coordinator Kirby pointed out, "As we publicly said, North Korea delivered infantry rockets and missiles to Russia for Wagner's use late last year."

백악관은 지난해 12월 22일 북한이 바그너 그룹이 사용할 1차 무기 인도를 완료했으며 바그너 그룹 측이 북한에 무기 대금을 지불했다고 밝혔지만, 북한과 바그너 측은 모두 사실이 아니라며 부인해 왔습니다.
The White House said on December 22 last year that North Korea completed the first arms delivery for use by the Wagner Group and that the Wagner Group paid for the weapons to North Korea, but both North Korea and Wagner have denied it.

한편 몰타는 북핵 등 북한 문제 해결에 적극 동참할 것이라는 입장도 확인했습니다.
Meanwhile, Malta has also confirmed that it will actively participate in resolving North Korean issues such as North Korea's nuclear weapons program.

[몰타대표부] “Malta continues condemn DPRK’s destabilizing behavior, including the unprecedented number of ballistic missile launches witnessed in 2022 and DPRK’s increased nuclear rhetoric. These launches threaten international peace and security. Malta remains committed to diplomacy, and to that end, encourages the DPRK to halt its threatening behavior in violation of multiple Security Council resolutions, and to engage in meaningful dialogue toward denuclearization.”

"Malta continues to condemn North Korea's destabilizing actions, including the unprecedented frequency of ballistic missile launches seen in 2022 and its increased nuclear-related statements, which threaten international peace and security," the Maltese mission said.

그러면서 “몰타는 여전히 외교에 전념하고 있으며, 이를 위해 북한에 다수의 안보리 결의를 위반하는 위협적인 행동을 중단하고 비핵화를 위한 의미있는 대화에 관여할 것을 독려한다”고 밝혔습니다.
"Malta is still committed to diplomacy, and to this end, we encourage North Korea to stop threatening actions that violate a number of Security Council resolutions and engage in meaningful dialogue for denuclearization," he said.

몰타는 일본과 스위스, 모잠비크, 에콰도르와 함께 올해 1월부터 2년 임기의 안보리 비상임이사국 활동을 시작했습니다.
Malta, along with Japan, Switzerland, Mozambique and Ecuador, began its two-year non-permanent membership of the Security Council in January this year.
