백악관 “미한일 동시 대북제재, 강화된 3국 관계 보여줘…가용한 모든 수단 사용할 것” > 정치

백악관은 미국과 한국, 일본의 동시 대북제재 발표가 더 강화된 3국 관계를 보여준다고 밝혔습니다. 북한의 불법 무기 프로그램이 발전하는 것을 막기 위해 가용한 모든 수단을 사용할 것이라는 점도 강조했습니다. 함지하 기자가 보도합니다.

에이드리언 왓슨 백악관 국가안보회의(NSC) 대변인은 북한의 잇따른 탄도미사일 발사에 대한 미한일 3국의 공동 대응 의지를 거듭 확인했습니다.

왓슨 대변인은 2일 발표한 성명에서 “미국과 한국, 일본은 북한의 불법 대량살상무기(WMD)와 탄도미사일 프로그램을 지원한 북한의 다양한 관리와 기관을 겨냥한 제재 조치를 발표했다”며 “이러한 일치된 행동은 미국, 일본, 한국의 강화된 3국 관계를 보여준다”고 밝혔습니다.

[왓슨 대변인] “The United States, the Republic of Korea (ROK), and Japan, issued designations targeting various officials and entities associated with the Democratic People’s Republic of Korea (DPRK) for their support to the DPRK’s unlawful development of weapons of mass destruction (WMD) and ballistic missiles. This synchronized action demonstrates the increased strength of the trilateral relationship between the United States, Japan, and the ROK. It follows President Biden’s trilateral meeting last month with Prime Minister Kishida Fumio of Japan and President Yoon Suk Yeol of the ROK, where the leaders condemned the DPRK’s unprecedented number of ballistic missile launches this year and resolved to strengthen deterrence and to forge closer trilateral ties in the security realm and beyond.”

그러면서 이번 조치는 “지난달 바이든 대통령의 기시다 후미오 일본 총리, 윤석열 한국 대통령과의 3자 회담에 이은 것”이라며 당시 3국 정상이 북한의 올해 전례 없는 탄도미사일 발사를 규탄하고 억지력을 강화하며 안보와 그 외 분야에서 더욱 긴밀한 3국 관계 구축을 결의했다는 사실을 상기시켰습니다.

왓슨 대변인은 “북한을 국제 금융체계에서 고립시킨 미국과 유엔의 포괄적인 제재에 직면한 북한은 무기 프로그램에 자금을 대기 위해 가상화폐 탈취와 사이버절도 등 갈수록 필사적인 방법에 의지하고 있다”고 지적했습니다.

[왓슨 대변인] “In the face of comprehensive U.S. and United Nations sanctions that have isolated the DPRK from the international financial system, the DPRK has turned to increasingly desperate ways to generate revenue, like virtual currency heists and other cyberthefts, to fund its weapons programs. Sanctions have been successful in slowing down the development of its unlawful weapons programs. As the DPRK adjusts its tactics in the face of international pressure, we will continue to use all available tools to further limit the growth of these destabilizing weapons programs.”

이어 “제재는 (북한의) 불법 무기 프로그램 개발 속도를 늦추는 데 성공적이었다”며 “북한이 국제사회 압박에 직면해 전술을 조정함에 따라 우리는 불안정을 조장하는 무기 프로그램의 발전을 더 제한하기 위해 계속해서 가용한 모든 도구를 사용할 것”이라고 강조했습니다.

아울러 “우리가 분명히 한 것처럼 외교의 문은 닫히지 않았지만, 북한은 불안정한 행동을 멈추고 외교에 관여해야 한다”고 왓슨 대변인은 말했습니다.

[왓슨 대변인] “As we have made clear, the door has not closed on diplomacy, but Pyongyang must cease its destabilizing actions and engage diplomatically. The DPRK’s decision to ignore our outreach is not in its best interest, nor in the interest of the people of the DPRK who continue to suffer as a result of decisions made by the regime. We will continue to coordinate closely with our allies and partners to address the threats posed by the DPRK and to advance our shared objective of the complete denuclearization of the Korean Peninsula.”

그러면서 “우리의 접촉 제안을 무시하기로 한 북한의 결정은 북한의 최선이 이익이 아닐 뿐 아니라 북한 정권의 결정으로 계속 고통 받고 있는 북한 주민들에도 이익이 되지 않는다”며 “북한이 제기하는 위협에 대응하고 한반도의 완전한 비핵화라는 우리의 공동 목표를 진전시키기 위해 우리는 계속 동맹, 파트너와 긴밀히 조율할 것”이라고 밝혔습니다.

앞서 미국 재무부 해외자산통제실은 1일 북한 노동당 간부 3명을 제재했으며, 한국 정부는 한반도 시각 2일 북한의 핵과 미사일 개발 등에 관여한 개인 8명과 기관 7곳을 독자 제재 대상으로 지정했습니다.

또 같은 날 일본도 북한 단체 3곳과 개인 1명을 제재 명단에 올리면서 미한일 3국이 동시에 북한을 압박했습니다.
