미국 정부가 북한의 잇따른 탄도미사일 발사에 대응해 노동당 간부 3명을 제재했습니다. 이들이 북한 탄도미사일 발사에 직접 관여한 사실을 사유로 제시했습니다. 함지하 기자가 보도합니다.

미국 재무부가 북한 노동당 간부 3명에 대한 독자 제재를 발표했습니다.
The U.S. Treasury Department has announced independent sanctions on three North Korean Workers' Party officials.

재무부 해외자산통제실(OFAC)은 1일 북한 노동당 관리인 전일호와 유진, 김수길을 제재 대상자로 지정했습니다.
On the 1st, the Ministry of Finance's Office of Foreign Asset Control (OFAC) designated Jeon Il-ho, Eugene, and Kim Soo-gil, North Korea's ruling Workers' Party officials, as sanctions targets.

해외자산통제실은 이들이 북한의 대량살상무기(WMD)와 탄도미사일 개발을 지원했다고 밝혔습니다.
The Overseas Asset Control Office says they supported North Korea's WMD and ballistic missile development.

또한 지난 4월 21일 유럽연합(EU)이 이들 3명을 북한의 대량살상무기(WMD), 혹은 탄도미사일 프로그램 책임자로 지정한 데 따른 조치라고 설명했습니다.
The move also came after the European Union designated the three as North Korea's WMD or ballistic missile program chief on April 21.

해외자산통제실에 따르면 전일호와 유진은 각각 북한 군수공업부 부부장과 부장으로 재직하며 다수의 유엔 안보리 결의 위반인 대량살상무기 개발에 주도적인 역할을 했습니다.
According to the Foreign Asset Control Office, Jeon Il-ho and Eugene served as vice-minister and head of North Korea's military industry, respectively, and played a leading role in developing weapons of mass destruction, a violation of a number of U.N. Security Council resolutions.

또 김수길은 2018년부터 2021년까지 북한인민군 총정치국장을 지내고, 북한의 대량살상무기 프로그램과 관련된 노동당의 결정을 이행하는 데 있어 감독 역할을 했다고 해외자산통제실은 설명했습니다.
Kim Soo-gil also served as general political director of the North Korean People's Army from 2018 to 2021, and served as a supervisor in implementing Labour's decisions regarding North Korea's WMD program, the Foreign Asset Control Office explained.

이들 3명은 북한 정부와 노동당 관리를 제재하는 내용을 골자로 한 대통령 행정명령 13687호에 의거해 이번 제재 대상에 포함됐습니다.
The three were included in the sanctions under Presidential Executive Order No. 13687, which calls for sanctions against the North Korean government and the ruling Workers' Party.

행정명령 13687호는 구체적인 사유 없이 북한 정부 관계자 등을 제재 대상으로 지정하도록 하고 있습니다.
Executive Order 13687 requires North Korean government officials to be designated as sanctions without specific reasons.

실제로 해외자산통제실은 전일호 등이 노동당 간부라는 점을 구체적인 제재 사유로 제시했습니다.
In fact, the Overseas Asset Control Office suggested that Jeon Il-ho and others are senior Labor Party officials as specific reasons for the sanctions.

미국 정부는 이번 제재 조치가 북한의 잇따른 탄도미사일 발사에 대한 대응 차원이라는 점을 분명히 했습니다.
The U.S. government has made it clear that the sanctions are a response to North Korea's series of ballistic missile launches.

토니 블링컨 국무장관은 이날 발표한 성명에서 “미국은 오늘 북한의 불법 탄도미사일과 대량살상무기 프로그램의 진전을 막기 위한 지속적인 노력의 일환으로 추가 조치를 취한다”면서 “이런 조치는 여러 대륙간탄도미사일(ICBM) 시험발사를 포함해 전례 없는 60발의 탄도미사일을 발사한 데 따른 것”이라고 말했습니다.
"The U.S. is taking further steps today as part of its ongoing efforts to prevent progress in North Korea's illegal ballistic missiles and weapons of mass destruction," Secretary of State Tony Blinkon said in a statement.

[블링컨 국무장관] “The United States is taking additional actions today as part of our ongoing effort to impede the Democratic People’s Republic of Korea’s (DPRK) ability to advance its unlawful ballistic missile and weapons of mass destruction programs. These actions follow the DPRK’s unprecedented launch of over 60 ballistic missiles this year, including the test of several intercontinental ballistic missiles (ICBM). These destabilizing actions pose grave security risks to the region and entire world.”
[Secretary of State] "미국은 북한의 불법 탄도미사일과 대량살상무기 프로그램의 진전을 저지하기 위한 우리의 지속적인 노력의 일환으로 오늘 추가적인 조치를 취하고 있습니다. 이러한 조치들은 북한이 여러 대륙간탄도미사일(ICBM) 시험발사를 포함하여 올해 전례 없이 60발 이상의 탄도미사일을 발사한 데 따른 것입니다. 이러한 불안정한 행동은 지역과 전 세계에 심각한 안보 위험을 초래합니다."

그러면서 “불안정을 초래하는 이런 행동은 역내와 전 세계에 심각한 안보 위험을 가한다”고 덧붙였습니다.
He added, "This behavior that causes instability poses a serious security risk to the region and the world."

아울러 전일호가 노동당 국방연구위원회 위원장 겸 노동당 중앙위원회 위원으로 활동하고 유진과 김수길도 각각 노동당 중앙위원회와 노동당 강원도당 위원회 책임비서였다는 사실을 확인하면서 이들이 행정명령 13687호에 의거한 제재 대상자라는 점을 거듭 강조했습니다.
Jeon Il-ho also confirmed that he served as chairman of the Labor Party's Defense Research Committee and a member of the Labor Party's Central Committee, and that Eugene and Kim Soo-gil were responsible secretaries of the Labor Party's Gangwon Party Committee, respectively, reiterating that they were subject to sanctions under Executive Order No. 13687.

블링컨 장관은 “오늘 조치는 한국, 일본과의 긴밀한 조율을 통해 취해졌다”며 “더 나아가 북한 위협에 대한 우리의 정책을 유럽 파트너들과 일치시킬 것”이라고 말했습니다.
"Today's action was taken through close coordination with South Korea and Japan," Blinkon said. "We will further align our policy on the North Korean threat with our European partners."

"These measures clearly demonstrate our continued determination to promote responsibility in response to the speed, scale and scope of North Korea's ballistic missile launch," he said.

브라이언 넬슨 테러·금융범죄 담당 차관은 보도자료에서 “(북한의) 최근 발사는 북한이 금지된 대량살상무기와 탄도미사일 역량을 개발하는 데 필요한 기술과 재료, 재원을 얻는 것을 막도록 한 유엔 안보리 결의를 모든 나라들이 완전히 이행할 필요가 있음을 보여준다”고 말했습니다.
The latest launch shows that all countries need to fully implement the U.N. Security Council resolution to prevent North Korea from obtaining the technology, materials and resources needed to develop banned WMD and ballistic missile capabilities, Brian Nelson said in a press release.
