북∙중∙러∙이란 비난 목소리 높이는 미 의회…‘새 악의 축’ 지적도 > 정치

미국 의회에서 북한을 중국, 러시아, 이란과 한데 묶어 규탄하는 목소리가 높아지고 있습니다. 이들 나라가 ‘새로운 악의 축’이라는 비난도 나왔습니다. 이조은 기자가 보도합니다.

미치 맥코넬 상원 공화당 원내대표는 29일 본회의장 연설에서 북한, 중국, 러시아, 이란, 시리아의 지도자들을 ‘불량배와 독재자’라고 비난하며 “이들에게 국내에서의 억압과 해외에서의 공격성은 동전의 양면”이라고 말했습니다.
Senate Republican leader Mitch McConnell said in a speech at the conference hall on the 29th that "the oppression at home and aggression abroad are two sides of the coin," accusing leaders of North Korea, China, Russia, Iran and Syria of being "rogue and dictators."

이들 나라는 자국민을 탄압하고 국제사회에 공격을 가하고 있다는 지적입니다.

특히 “블라디미르 푸틴의 조지아와 우크라이나 공격, 체첸 공화국과 시리아에서의 작전, 그리고 최근의 이 잔인한 (우크라이나) 전쟁은 어설프고 고장난 정권들이 자유 국가와 자유 국민들에게 얼마나 끔찍한 피해를 줄 수 있는지 정확히 보여준다”며 “이란과 북한, 시리아도 수십 년 동안 똑같은 것을 증명해 왔고, 물론 중국도 쇠퇴하지 않고 있다”고 말했습니다.
"Vladimir Putin's attacks on Georgia and Ukraine, his operations in Chechnya and Syria, and this brutal war of late demonstrates exactly how terrible the fragile and broken regimes can do to free nations and free people," he said. "Iran, North Korea and Syria have proven the same for decades, and of course China is not declining."

공화당의 마샤 블랙번 상원의원은 북한, 중국, 러시아, 이란을 ‘새로운 악의 축’으로 거듭 호명하고 있습니다.
Republican Senator Marsha Blackburn has repeatedly called North Korea, China, Russia and Iran a "new axis of evil."

블랙번 의원은 28일 본회의장 연설에서 “새로운 악의 축이 전진하고 있다”며 “우리는 이란이 푸틴의 우크라이나 전쟁을 지원하기 위해 드론과 군사 장비를 러시아에 보내고 있다는 사실을 알고 있고, 북한은 한국의 주권을 위협하는 탄도미사일 시험을 하고 있다”고 말했습니다.
"A new axis of evil is moving forward," Blackburn said in a speech at the plenary session on the 28th. "We know that Iran is sending drones and military equipment to Russia to support Putin's war in Ukraine, and North Korea is testing ballistic missiles that threaten South Korea's sovereignty."

이어 “중국 공산당은 미 국방부가 하는 것과 정반대의 일을 하고 있다”고 주장하며 “그들(중국)은 준비태세에 집중하고 군대를 증강하고 있다”고 지적했습니다.
"The Chinese Communist Party is doing exactly the opposite of what the U.S. Department of Defense is doing," he said. "They (China) are focusing on preparation and building up their military."

There is a growing atmosphere within the parliament that recognizes North Korea as a "total problem group" that binds with China, Russia, and Iran and threatens the international community.

This trend began to emerge, especially in the wake of the Russian invasion of Ukraine earlier this year.

공화당의 영 김 하원의원은 최근 VOA에 북한의 미사일 발사와 관련해 “러시아의 우크라이나 침공으로 우리의 민주주의 가치와 삶의 방식을 파괴하려는 독재주의 정권들이 대담해졌다”고 지적했습니다.
Rep. Young Kim of the Republican Party recently pointed out to VOA that "Russia's invasion of Ukraine has emboldened authoritarian regimes trying to destroy our democratic values and ways of life."

특히 공화당 의원들을 중심으로 바이든 행정부의 ‘나약한’ 외교 정책이 북한, 중국, 러시아와 같은 적국들을 대담하게 하고 있다는 주장도 있습니다.
Some argue that the Biden administration's "weak" foreign policy, especially among Republicans, emboldens enemies such as North Korea, China, and Russia.

하원 외교위원회 공화당 간사인 마이클 맥카울 의원은 최근 VOA에 북한의 미사일 발사에 대해 “불량정권인 김씨 정권이 국제사회에서 바이든 행정부의 연약함과 중국 공산당의 제재 회피 지원으로 기회의 순간을 얻었다”고 말했습니다.
Rep. Michael McCawl, Republican secretary of the House Foreign Affairs Committee, told VOA about North Korea's recent missile launch, "The rogue Kim regime has gained a moment of opportunity with the weakness of the Biden administration in the international community and the Chinese Communist Party's support for avoiding sanctions."

의원들은 러시아와 북한의 무기 거래 가능성이 제기된 것을 계기로 적국들 간 밀착에 대한 비난의 목소리를 한층 높였습니다.
Lawmakers have raised their voices against close ties between the enemy countries in the wake of the possibility of arms deals between Russia and North Korea.

Sen. Marco Rubio, a senior Republican, recently told VOA that "Russia is already bringing drones from Iran and conducting joint military exercises with China," adding, "It is no surprise that North Korea is willing to help oppressive and dictatorial gangs."

"The fact that Russia is buying weapons from North Korea to use against Ukraine is another proof that Putin is desperate to continue his reckless and terrible invasion of Ukraine and will work with any dictator to do so," Senate Armed Services Secretary James Inhoff also told VOA.

Regarding North Korea's missile launch, McCaul reiterates his position that "I urge the Biden administration to re-emphasize maximum pressure and impose significant costs on the Kim Jong-un regime, China, Russia, and conspirators around the world."

In the meantime, the bill of Congress also states that North Korea, China, and Russia's nuclear and missile threats are intertwined

상원 본회의 심의 중인 2023회계연도 국방수권법안은 “중국과 러시아, 북한은 핵무기고를 급속도로 현대화하고 확장하고 있다”며 “이들 국가는 미국과 동맹국들의 미사일 방어 역량을 격퇴하기 위한 의도의 다양한 미사일 프로그램에 관여하고 있다”고 밝혔습니다.
"China, Russia and North Korea are rapidly modernizing and expanding their nuclear arsenals," said the 2023 Defense Authorization Act, which is being deliberated by the Senate. "These countries are involved in various missile programs intended to defeat the U.S. and its allies' missile defense capabilities."
