UN·EU·영국·캐나다 “북한 탄도미사일 발사 규탄…비핵화 대화 복귀해야” > 정치

유엔과 유럽연합(EU), 영국, 캐나다가 닷새 동안 세 차례 미사일 도발을 감행한 북한을 거듭 규탄했습니다. 유엔 안전보장이사회 결의를 위반했다며 북한에 비핵화 대화에 복귀하라고 촉구했습니다. 조상진 기자가 보도합니다.

유엔은 북한이 25일과 28일에 이어 29일 또다시 탄도미사일을 발사한 데 대해 “탄도미사일 기술을 이용한 북한의 지속적인 미사일 시험은 그런 활동을 중단하라는 안보리 결의를 계속 무시하는 것”이라고 지적했습니다.

[유엔 대변인실] “The DPRK’s continued testing of missiles using ballistic missile technology continues to disregard the resolutions of the Security Council to cease such activities. The Secretary-General urges the DPRK to resume dialogue with the key parties concerned with a view to achieving sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.”

유엔 대변인실은 30일 VOA에 “유엔 사무총장은 북한이 지속 가능한 평화와 한반도의 완전하고 검증 가능한 비핵화 달성을 위해 주요 당사국들과 대화를 재개할 것을 촉구한다”면서 이렇게 밝혔습니다.

이어 “한반도 정세는 비핵화와 지속 가능한 평화를 달성하기 위한 새로운 외교적 노력이 필요하다는 점을 분명히 보여준다”고 강조했습니다.

[유엔 대변인실] “The situation on the Korean Peninsula underscores the need for renewed diplomatic efforts to achieve denuclearization and sustainable peace. In this connection, we ask the DPRK to resume dialogue with the other parties and for all parties concerned to come together and to foster an environment that is conducive to progress."

그러면서 “이와 관련해 우리는 북한이 다른 당사국들과 대화를 재개하고, 모든 관련 당사자들이 함께 모여 진전에 도움이 되는 환경을 조성해줄 것을 촉구한다”고 말했습니다.

유럽연합(EU)도 북한의 연이은 탄도미사일 발사를 강하게 비판했습니다.

[EU 대변인실] “The EU condemns the repeated launch of ballistic missiles, which are yet another blatant violation of its obligations under UN Security Council resolutions. The pursuit of unlawful weapons systems will not bring sustainable security or help the people of the DPRK.”

유럽연합 대변인실은 30일 VOA의 논평 요청에 “EU는 반복된 탄도미사일 발사를 규탄한다”며, “이는 유엔 안보리 결의에 따른 의무에 대한 또 다른 노골적인 위반”이라고 지적했습니다.

이어 “불법적인 무기 체계를 추구하는 것은 지속 가능한 안보를 가져오거나 북한 주민들을 돕지 못할 것”이라고 덧붙였습니다.

또한 “한반도의 지속 가능한 평화와 안보를 위한 유일한 길은 북한이 불안정한 행동을 중단하고 주요 당사국들과 대화를 재개하며, 핵무기와 탄도미사일, 그리고 관련 프로그램을 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 포기하는 조치를 취하는 것”이라고 말했습니다.

[EU 대변인실] “The only route to sustainable peace and security on the Korean peninsula lies in the DPRK ceasing destabilising actions, resuming dialogue with the main parties and taking action to abandon its nuclear weapons and ballistic missiles and related programmes in a complete, verifiable and irreversible manner. The EU will work with international partners to continue urging the DPRK to take this path.”

그러면서 “EU는 국제 파트너들과 협력해 북한이 이 길을 택하도록 계속 촉구할 것”이라고 강조했습니다.

영국 정부는 “29일 유엔 안보리 결의를 위반하고 탄도미사일 추가 실험을 감행한 북한의 결정에 깊이 우려한다”고 밝혔습니다.

[영국 외무부 대변인] “The UK is deeply concerned by North Korea’s decision to carry out further ballistic missile tests on 29 September in violation of UN Security Council Resolutions. We urge North Korea to refrain from provocations and take concrete steps towards complete, verifiable and irreversible denuclearisation. Alongside our allies and partners, the UK is committed to peace on the Korean Peninsula, upholding the rules-based international system and securing an end to North Korea’s unlawful activities. We strongly encourage North Korea to return to dialogue with the US.”

영국 외무부는 30일 대변인 명의의 성명을 통해 “우리는 북한이 도발을 자제하고 완전하고 검증 가능하며 돌이킬 수 없는 비핵화(CVID)를 위한 구체적 조치를 취할 것을 촉구한다”고 말했습니다.

이어 “영국은 우리의 동맹국, 파트너들과 함께 한반도 평화에 전념하고 있으며, 규칙에 기반을 둔 국제 시스템을 유지하고 북한의 불법 행위를 종식시키기 위해 노력하고 있다”고 강조했습니다.

아울러 “우리는 북한이 미국과의 대화에 복귀할 것을 강력히 촉구한다”고 덧붙였습니다.

캐나다 정부도 VOA에 “캐나다는 북한의 거듭된 미사일 시험발사를 강력히 규탄한다”는 입장을 전했습니다.

[캐나다 외무부 대변인실] “Canada strongly condemns North Korea's repeated missile tests. We are committed to peace and security on the Korean Peninsula and believe that dialogue and diplomacy represent the only path to security, stability, and economic prosperity for the North Korean people. Canada supports efforts toward the complete, verifiable and irreversible dismantlement of North Korea's weapons of mass destruction and ballistic missile programs and is committed to working with allies and partners to achieve this.”

캐나다 외무부 대변인실은 “우리는 한반도의 평화와 안보에 전념하고 있으며, 대화와 외교가 북한 주민의 안보와 안정, 경제적 번영으로 가는 유일한 길을 제공한다고 믿는다”고 밝혔습니다.

이어 “북한의 대량살상무기와 탄도미사일 프로그램에 대한 완전하고 검증가능하며 되돌릴 수 없는 폐기를 향한 노력을 지지하며, 이를 달성하기 위한 동맹, 파트너들과의 협력에 전념하고 있다”고 덧붙였습니다.

앞서 북한은 지난 29일 평안남도 순천 일대에서 동해상으로 단거리 탄도미사일 2발을 발사했습니다.

북한은 전날인 28일에도 평양 순안 일대에서 동해상으로 단거리 탄도미사일 2발을 쐈으며, 지난 25일에는 지대지 단거리 탄도미사일 1발을 평북 태천 일대에서 발사해, 최근 닷새 동안 세 차례 미사일을 발사했습니다.
