호주 국방부 “한국과 공중급유 협약 체결 모색…역내 안보 기여” > 정치

호주 국방부가 한국과 공중급유 지원 협약 체결을 검토하고 있음을 시사했습니다. 호주는 한국과 군사 협력이 역내 안보에 기여할 것이라고 강조했습니다. 조상진 기자가 보도합니다.
The Australian Ministry of Defense has indicated that it is considering signing an air refueling agreement with South Korea. Australia stressed that military cooperation with South Korea will contribute to regional security. Reporter Cho Sang-jin reports.

호주 국방부가 한국과 상호 공중급유 지원 협약 체결 가능성과 관련해 “호주 공군이 우리의 절차 내에서 합의 기회를 계속 모색하고 있다”고 밝혔습니다.
Regarding the possibility of signing a mutual air refueling support agreement with South Korea, the Australian Defense Ministry said, "The Australian Air Force continues to seek opportunities for agreement within our procedures."

호주 국방부 대변인은 29일 ‘호주-한국 공군의 상호 공중급유 협약 체결 논의가 진행 중이냐’는 VOA의 질문에 이같이 답했습니다.
A spokesman for Australia's Ministry of National Defense answered VOA's question on the 29th, "Is there a discussion on signing a mutual air refueling agreement between the Australian and Korean Air Force?"

[호주 국방부 대변인] “Our Air Forces continue to seek opportunities for alignment in our procedures. The Royal Australian Air Force regularly conducts training and exercise activities with the Republic of Korea Air Force. Central to this is air to air refuelling which is conducted between our two Air Forces. The deployment of a ROKAF KC-330 tanker to Australia for Exercise Pitch Black was the last of these interactions. Activities such as these contribute to regional security through deepening understanding and enhancing interoperability between partners.”

호주 국방부 대변인은 이어 “호주 공군은 한국 공군과 함께 정기적으로 훈련과 연습을 실시하고 있다”면서 “이 같은 훈련의 중심은 양국 공군 사이에서 이뤄지는 공중 급유”라고 설명했습니다.
A spokesman for the Australian Defense Ministry said, "The Australian Air Force conducts regular training and practice with the Korean Air Force. The center of such training is aerial refueling between the two air forces."

아울러 “한국 공군의 KC-330 다목적 공중급유 수송기가 호주에 배치된 것은 가장 최근의 이러한 상호 교류였다”고 덧붙였습니다.
He added, "It was the latest such interaction that the Korean Air Force's KC-330 multipurpose aerial refueling transport aircraft was deployed in Australia."

그러면서 “이러한 활동은 파트너 간 상호 운용성을 강화하고 이해를 심화함으로써 역내 안보에 기여한다”고 강조했습니다.
"These activities contribute to regional security by strengthening interoperability and deepening understanding among partners," he stressed.

앞서 한국 공군은 이달 초 호주에서 열린 다국적 연합공중훈련 ‘피치 블랙’ 참가를 계기로 호주 측과 공중급유 상호 지원 협약을 이달 말쯤 체결하기로 합의했다고 21일 밝혔습니다.
The South Korean Air Force said on the 21st that it had agreed to sign an air refueling mutual support agreement with Australia around the end of this month with the participation of the multinational joint air drill "Pitch Black" held in Australia earlier this month.

그러면서 이번 협약 체결로 양국 공군은 필요할 때 상대방 군용기에 대한 공중급유를 지원할 수 있게 될 것이라고 설명했는데, 호주 정부도 협약 체결을 추진하고 있음을 시사한 것입니다.
He also explained that the agreement would allow the two countries' air forces to support aerial refueling of the other's military aircraft when necessary, suggesting that the Australian government is also pushing to sign the agreement.

한국이 공중급유 상호 지원 협약을 맺은 나라는 동맹인 미국이 유일합니다.
The United States is the only country that Korea has signed an agreement to support each other in the air.

군사전문가인 브루스 베넷 랜드연구소 선임연구원은 29일 VOA에, 한국과 호주간 관련 협약이 체결되면 한반도 분쟁 시 역내에서 협력할 수 있는 또 하나의 군사적 옵션이 생긴다는 의미라며 긍정적으로 평가했습니다.
Bruce Bennett, a senior researcher at the Institute for Military Affairs, told VOA on the 29th that the signing of a related agreement between Korea and Australia would mean another military option to cooperate within the region in the event of a conflict on the Korean Peninsula.

[녹취: 베넷 선임연구원] “Well, I think the important thing to remember is that the key aspect of this is that Australia sends aircraft to support Korea in a conflict may need to be refueling in route to Korea. They're going to help each other they're going to work together. And I think that's a very good kind of cooperation.
[Recording: Senior Researcher Bennett] "글쎄요, 기억해야 할 중요한 것은 호주가 분쟁 중에 한국을 지원하기 위해 항공기를 보낸다는 것이 한국으로 가는 길에 급유를 해야 할 수도 있다는 것입니다. 그들은 서로 도울 것입니다. 그들은 함께 일할 것입니다. 그리고 저는 그것이 매우 좋은 종류의 협력이라고 생각합니다.

베넷 선임연구원은 특히 한반도 유사시 호주가 한국 지원을 위해 항공기를 파견할 수 있는 여건이 마련된다는 것이 한-호주 공중급유 지원 협약의 핵심이라고 설명했습니다.
Senior researcher Bennett explained that the key point of the Korea-Australia air refueling agreement is that Australia will be able to send aircraft to support Korea, especially in case of an emergency on the Korean Peninsula.

그러면서 이 협약을 비롯해 두 나라의 군사적 협력은 역내 동맹국들이 한반도 안보와 관련해 어느 때보다 긴밀하게 협력하고 있다는 좋은 ‘대북 억제’ 메시지라고 평가했습니다.
In the meantime, the military cooperation between the two countries, including the agreement, is a good "suppression" message that allies in the region are working more closely than ever on the security of the Korean Peninsula.

[녹취: 베넷 선임연구원] “The message North Korea is that the allies are actually closer now working more closely together than they have been before. Similarly to turn other closer and working more together. And that's a good message for deterrence purposes. And with China, it's the same kind of thing that Australia, South Korea and the US will work together in whatever conflict occurs on the periphery of China.”

He also explained that the U.S., South Korea, and Australia will cooperate together in any conflict not only on the Korean Peninsula but also around China.

베넷 연구원은 공중급유 협약 체결을 비롯해 한국과 호주의 군사적 협력 확대는 양국이 전반적인 인도태평양 전략을 지원하는 더 광범위한 역할을 할 것이라는 의미로, 미국의 인도태평양 전략에도 긍정적인 영향을 미칠 것이라고 진단했습니다.
Bennett said the expansion of military cooperation between South Korea and Australia, including the signing of an aerial refueling agreement, would have a positive impact on the U.S. Indo-Pacific strategy, meaning the two countries will play a broader role in supporting the overall Indo-Pacific strategy.
