조지 W 부시 연구소(George W. Bush Institute)가 부시 전 대통령의 핵심 외교정책을 ‘자유’로 규정하면서, 탈북 장학생 제도 등을 통해 북한 인권 문제에 대한 경각심을 높일 것이라고 밝혔습니다. 올해 이 장학 혜택을 받는 탈북민들은 장학금이 미국에서 새로운 꿈을 펼치는 자신들뿐 아니라 북한 주민들에게도 큰 희망을 줄 것이라고 말했습니다. 김영권 기자가 보도합니다.
The George W. Bush Institute defines Bush's core foreign policy as "freedom" and says it will raise awareness of North Korean human rights issues through the North Korean defector scholarship system. North Korean defectors who receive the scholarship this year said the scholarship will give great hope not only to themselves but also to the people of North Korea who are fulfilling their new dreams in the United States. 조지 W 부시 대통령의 업적을 기리는 부시센터 산하 부시 연구소는 2017년부터 탈북 난민들에게 ‘북한 자유 장학금(North Korea Freedom Scholarship)을 제공하는 이유와 관련해 ‘자유’의 가치를 강조했습니다.
The Bush Institute, which honors President George W. Bush's achievements, has emphasized the value of "freedom" since 2017 in relation to the reason for providing North Korea's Freedom Scholarship to North Korean defectors.

조지 W 부시 전 행정부에서 국무부 민주주의·인권·노동 담당 차관보를 지낸 데이비드 크레이머 부시 연구소 글로벌 정책담당 운영국장은 1일 VOA에, 이 연구소가 올해도 탈북 학생 12명에게 6만 달러의 장학금을 제공한 것은 다른 어떤 전직 대통령보다도 북한의 자유에 관심이 많았던 부시 전 대통령의 외교정책과 직결된다고 말했습니다.
David Kramer, former Assistant Secretary of State for Democracy, Human Rights, and Labor, told VOA on the 1st that the institute offered $60,000 in scholarships to 12 North Korean defectors this year is directly related to Bush's foreign policy, which was more interested in North Korea's freedom than any other former president.

In particular, Kramer said, "The North Korean free scholarship program is part of the Bush Institute's efforts to expose the suffering of North Koreans and to keep their stories in the limelight of policymakers and 'opinion leaders'."

Such work includes documents calling for action to define a new path to improving the state of North Koreans, and original research and opinion polls on North Korean refugees who have settled in the United States, he said.

클레이머 국장의 지적처럼 조지 W 부시 전 대통령은 재임 시절 북한을 ‘악의 축’ 국가 가운데 하나로 규정한 뒤 김씨 정권의 폭정 종식과 자유를 상당히 강조했었습니다.
As Klaymer pointed out, former President George W. Bush emphasized the end of tyranny and freedom of the Kim regime after defining North Korea as one of the "axis of evil" countries during his tenure.

특히 북한 15호 요덕관리소 출신 탈북민 강철환 씨를 필두로 김성민 자유북한방송 대표, 일본인 납치 피해자 가족 등 북한 정권에서 고통을 받았던 인권 침해 피해자들을 미국 역사상 처음으로 백악관에 초청해 인권 문제에 관한 경각심을 높였습니다.
In particular, Kang Chul-hwan, a North Korean defector from the Yodeok Management Center, invited human rights victims who suffered from the North Korean regime, including Kim Sung-min, the head of the Free North Korean Broadcasting System, and the families of Japanese abductees, to the White House for the first time in U.S. history.

또 미국 의회가 만장일치로 채택한 북한인권법안에 서명해 탈북 난민의 미국 재정착 길이 열리도록 했고 퇴임 직전에도 자유를 대표적으로 상징하는 뉴욕시 자유의 여신상 앞에서 개최한 행사에 박상학 자유북한운동연합 대표를 초청하기도 했습니다.
Park Sang-hak, head of the Free North Korean Movement, was invited to attend an event held in front of the Statue of Liberty in New York City, which symbolizes freedom, by signing the bill unanimously adopted by the U.S. Congress.

부시 전 대통령은 퇴임 후 지난 2016년 11월 부시 연구소가 주최한 북한 자유 관련 행사(Light Through the Darkness) 기조연설에서 “세계 최악의 폭정을 탈출한 남녀를 돕는 것은 우리의 국가적 관심사”라고 강조했습니다.
In a keynote speech at the Light Through the Darkness hosted by the Bush Institute in November 2016, former President Bush stressed that "helping men and women who escaped the world's worst tyranny is our national concern."

[녹취: 부시 전 대통령] “Coming to the aid of men and women who have fled the worst tyranny in the world is in our national interest…we also defend ourselves by taking the side of the North Korean people. They deserve better than brutality and tyranny. They deserve to determine their own future. 로라 부시 여사 역시 이 행사에서 이듬해부터 한국계 미국인 등 다양한 지역사회의 지원으로 탈북 난민을 위한 ‘북한 자유 장학금’ 프로그램을 개시한다고 공포하고 탈북민을 “북한 주민의 대사”라고 강조했습니다.
Laura Bush also announced at the event that she would launch a "North Korean Free Scholarship" program for North Korean refugees with support from various communities, including Korean-Americans, and stressed that North Korean defectors are "the ambassador of North Koreans."

"Many North Korean refugees are already trying to make the North known to the public, and by joining them, we can prepare them to become ambassadors for the North Koreans and help them become the voices of those trapped behind the iron curtain in Pyongyang."

부시센터에서 도서관·박물관과 별개로 정책 업무를 담당하는 부시 연구소는 지난달 30일 탈북 난민 장학생 12명을 발표하면서 2017년 이후 탈북 난민 30명에게 장학금 22만 9천 500달러를 지급했다고 밝혔습니다.
The Bush Institute, which is in charge of policy work separately from libraries and museums at the Bush Center, announced on the 30th of last month that it has paid $229,500 in scholarships to 30 North Korean defectors since 2017.

클레이머 국장은 VOA에, 북한 자유에 대한 부시 전 대통령 부부의 관심을 거듭 강조하며 “김씨 정권의 핵 위협에 대한 관심과 달리 북한 주민의 곤경과 끔찍한 인권상황에 대한 관심은 충분하지 않다”며 “그 공백을 메우고 경각심을 높이길 원한다”고 밝혔습니다.
"Unlike the Kim regime's nuclear threat, we don't have enough interest in the plight of North Koreans and the terrible human rights situation," Klaymer told VOA, reiterating Bush's interest in North Korean freedom.

세 번의 지원 끝에 올해 첫 북한 자유 장학생으로 선발된 갈렙 조 씨는 1일 VOA에, 부시 연구소가 장학금 지급에 그치지 않고 다양한 교류와 멘토링 프로그램도 제공하고 있다며, 이런 진정성이 자신들뿐 아니라 북한 주민들에게도 희망을 준다고 말했습니다.
Caleb Cho, who was selected as the first free scholarship student of the year after three applications, told VOA on the 1st that the Bush Institute offers various exchange and mentoring programs, and that this sincerity gives hope not only to them but also to the North Koreans.

[Recording: Caleb Cho] "It will be helpful for new North Koreans to show that they have settled down and achieved their dreams in the U.S., and the North Korean government and the people will have a great yearning for the outside world. In addition, offering scholarships, fellowships, and inviting people to events can be seen as part of the effort to eventually democratize North Korea's dictatorship quickly and bring opportunities to more people."

미 동부 대학에서 교육학을 전공할 예정인 그레이스 씨는 “미국에 저소득층이 적지 않고 대학 졸업 때 학자금 대출로 인해 빚을 안고 사회생활을 시작하는 학생들도 많은데, 탈북 난민들에게 귀한 혜택을 제공해 줘서 감사한 마음을 전하고 싶다”고 말했습니다.
Grace, who is planning to major in education at the eastern U.S., said, "There are many low-income people in the U.S. and many students start their social lives with debt when they graduate from college, and I want to express my gratitude for providing valuable benefits to North Korean refugees."

I really want to thank the North Koreans for the fact that one day that dictatorship will collapse, that liberal democracy will be established, and that they will be given the same opportunity, and that we will be that hope."
