미 의원들, 미한 정상회담 계기 ‘한국 대중 기조 변화’ 관심 집중…“중요한 변곡점 될 수 있어” > 정치

미한 정상회담을 앞두고 미국 의회 내에서는 새로 들어선 한국의 윤석열 정부가 중국 문제와 관련해 미국과의 협력에 더욱 적극적인 자세를 취할지 관심이 쏠리고 있습니다. 한국에 새 정부가 들어선 가운데 이 시기가 인도태평양 역내 문제를 다루는 데 있어 중요한 변곡점이 될 수 있다는 지적도 나옵니다. 이조은 기자가 보도합니다.
Ahead of the U.S.-Korea summit, attention is being paid to whether South Korea's new Yoon Seok-yeol government will take a more active stance in cooperating with the U.S. on the Chinese issue. With the new government in Korea, some point out that this period could be an important inflection point in dealing with regional issues in the Indo-Pacific region. Reporter Lee Jo-eun reports.

오는 21일 열리는 조 바이든 미국 대통령과 한국 윤석열 대통령의 첫 정상회담과 관련해 미 의원들이 가장 큰 기대를 걸고 있는 사안은 중국 문제에 대한 양국 협력입니다.
Regarding the first summit between U.S. President Joe Biden and South Korean President Yoon Seok-yeol on the 21st, the issue that U.S. lawmakers expect the most is bilateral cooperation on China.

미국의 조약 동맹이자 아시아 지역 핵심 동맹 중 하나인 한국이 미국 내 초당적 지지를 받는 강경 대중 견제 노선에 동참하는 것은 미국의 이익과도 직접적인 연관이 있기 때문에 미국 입장에서 중국 문제가 북한 문제보다 더 시급한 사안입니다.
China is more urgent for the U.S. than for North Korea, as it is directly related to U.S. interests for South Korea, a treaty ally and one of the key Asian allies, to join a bipartisan U.S.-backed hard-line public check.

미 의원들은 특히 지난 10일 취임한 윤석열 대통령이 전임 문재인 전 대통령에 비해 미국과 중국 문제를 다루는 데 보다 적극적인 자세를 취할 것으로 보고 이번 미한 정상회담에 어느 때보다 큰 기대를 걸고 있습니다.
U.S. lawmakers expect the U.S.-Korea summit more than ever, especially as they believe President Yoon Seok-yeol, who took office on the 10th, will be more active in dealing with U.S.-China issues than his predecessor Moon Jae In.

구체적으로 중국을 견제하기 위한 목적의 미국과 일본, 호주, 인도의 비공식 안보협의체 ‘쿼드’와 관련해 한국이 어느 수준에서 어떤 방식으로 협력할 지 주목하고 있습니다.
Specifically, we are paying attention to what level and how South Korea will cooperate with the U.S., Japan, Australia, and India's informal security consultative "Quad" aimed at keeping China in check.

공화당의 마르코 루비오 상원의원은 최근 VOA에 이번 정상회담과 관련해 윤석열 대통령이 “중국 공산당에 대한 정책 재평가에 대해 고무적인 말을 했다”며 새 한국 정부의 대중 정책 기조 변화에 대한 기대감을 드러냈습니다.
Republican Senator Marco Rubio recently told VOA about the summit that President Yoon Suk-yeol "said encouraging things about the revaluation of policy toward the Chinese Communist Party," expressing expectations for the new Korean government's stance on China.

[루비오 의원] “Korea’s President-elect has said some encouraging things about re-evaluating their policy towards the Chinese Communist Party… The Biden Administration needs to engage with our allies in Japan and Korea, and must get serious about the danger the Chinese Communist Party poses to the Indo-Pacific region and the whole world.”
[Rep. Rubio] "한국의 대통령 당선자는 중국 공산당에 대한 그들의 정책을 재평가하는 것에 대해 몇 가지 고무적인 말을 했습니다. 바이든 행정부는 일본과 한국의 동맹국들과 협력할 필요가 있으며, 중국 공산당이 인도-태평양 지역과 전 세계에 가하는 위험에 대해 진지하게 생각해야 합니다."

그러면서 한국에 이어 일본을 방문하는 바이든 대통령의 첫 아시아 순방에 대해 “바이든 행정부는 일본과 한국의 동맹국들에 관여할 필요가 있고, 중국 공산당이 인도태평양 지역과 전 세계에 가하는 위험에 대해 심각하게 생각해야 한다”고 강조했습니다.
Regarding Biden's first Asian trip to Japan after Korea, he stressed, "The Biden administration needs to be involved in Japan and its allies, and seriously think about the risks the Chinese Communist Party poses to the Indo-Pacific region and the world."

하원 외교위 아태 소위원회 공화당 간사인 스티브 샤봇 의원도 최근 VOA에 이번 한일 순방은 “바이든 대통령이 한국, 일본으로부터 타이완 문제에 대한 지지를 강화할 수 있을지, 그리고 한국 새 정부가 중국에 대해 강경 노선을 취하도록 할 수 있을지가 관건이 될 것”이라고 밝혔습니다.
Steve Schabot, Republican secretary of the House Foreign Relations Committee, also told VOA that the recent Korea-Japan trip will be "key whether President Biden will be able to strengthen support for Taiwan from South Korea and Japan and make the new government take a hard line against China."

[샤봇 의원] “I also think the broader region will be key. Specifically, can the President strengthen support for Taiwan in both capitals and lock in a tough line on the PRC from the new Korean Administration?”
[Rep. Shabot] "저는 또한 더 넓은 지역이 관건이 될 것이라고 생각합니다. 구체적으로, 대통령은 두 수도에서 대만에 대한 지지를 강화하고, 새로운 한국 정부로부터 중화인민공화국에 대한 강경 노선을 취할 수 있습니까?"

바이든 행정부가 글로벌 공급망 강화를 위해 추진하고 있는 ‘인도태평양 경제프레임워크(IPEF)’ 출범 여부도 중국 견제라는 맥락에서 의원들이 주시하고 있는 사안입니다.
The launch of the "Indo-Pacific Economic Framework (IPEF)," which the Biden administration is pushing to strengthen its global supply chain, is also an issue that lawmakers are watching in the context of checking China.

민주당의 크리스 쿤스 상원의원은 최근 외교위의 인준청문회에서 중국이 정치적 문제로 한국 등에 경제적 보복을 가해 온 행태를 지적하며, 미국의 동맹국과 파트너들이 중국의 경제적 보복에 대항할 수 있도록 할 인도태평양 경제프레임워크(IPEF) 외의 수단을 의회 차원에서 마련할 것임을 시사하기도 했습니다.
Senator Chris Coons of the Democratic Party pointed to China's economic retaliation against South Korea over political issues, suggesting that Congress would come up with measures other than the Indo-Pacific Economic Framework (IPEF) to help U.S. allies and partners fight China's economic retaliation.

경색된 한일 관계가 이번 정상회담을 계기로 한층 개선될 수 있을지도 미 의원들의 주요 관심사입니다.
The main concern of the U.S. lawmakers is whether the strained Korea-Japan relationship can be further improved through the summit.

샤봇 의원은 한국, 일본과의 양자 정상회담에서 “바이든 대통령의 최우선 의제는 김정은의 미사일 시험 발사에 대한 집단적 해법을 마련하고 한일 관계가 정상 궤도에 오르도록 돕는 것이 돼야 한다”고 강조했습니다.
"President Biden's top agenda should be to come up with a collective solution to Kim Jong-un's missile test and help Korea-Japan relations get back on track," Schabot said at a bilateral summit with South Korea and Japan.

최근 미 의회에서 대북 정책을 주제로 열린 청문회에서도 한일 관계 문제는 북한 문제만큼 의원들의 관심이 집중된 사안이었습니다.
In a recent hearing held at the U.S. Congress on North Korea policy, the issue of South Korea-Japan relations was as focused as the issue of North Korea.

공화당의 앤 와그너 하원의원은 지난 12일 해당 청문회에서 “한국의 윤석열 정부는 지난 수년간 극도로 경색됐던 일본과의 관계를 개선하는 데 관심이 있는 것 같다”며 한일 관계에 ‘진정한’(genuine) 진전이 있도록 독려하는 미국의 역할이 필요하다고 강조했습니다.
Rep. Anne Wagner of the Republican Party said at the hearing on the 12th, "South Korea's Yoon Seok-yeol government seems to be interested in improving relations with Japan, which has been extremely strained over the years," stressing the need for a U.S. role to encourage "genuine" progress in Korea-Japan relations.

바이든 대통령은 오는 20~24일 한국과 일본을 방문하며, 21일 한국에 이어 23일 일본과 정상회담을 갖습니다.
President Biden will visit Korea and Japan from the 20th to the 24th, and will hold a summit with Japan on the 23rd following Korea on the 21st.

이어 24일에는 일본에서 열리는 쿼드 정상회의에 참석할 예정입니다.
He will then attend the quad summit in Japan on the 24th.

바이든 대통령이 아시아를 방문하는 것은 지난해 1월 취임 이후 약 1년 반 만에 처음입니다.
It is the first time in about a year and a half that President Biden has visited Asia since he took office in January last year.

민주당의 앤디 김 하원의원은 최근 열린 하원의 대북 청문회를 주재하면서 바이든 대통령의 이번 아시아 순방은 북한의 미사일 도발이 이어지고 중국 문제에 대한 포괄적이고 장기적인 전략이 시급한 시점에 이뤄진다며 “우리 모두 지금 우리가 처해 있는 매우 중요한 순간을 인식하고 있다”고 말했습니다.
Representative Andy Kim, chairing a recent House hearing on North Korea, said Mr. Biden's trip to Asia will be followed by North Korea's missile provocations and a comprehensive and long-term strategy on China is urgent. "We all recognize the very important moment we are in right now."

[녹취:김 의원] “We all are recognizing the incredibly important moment that we're in, you know, because this could very much be an inflection point as we have a new administration coming into South Korea.”

He stressed, "With a new government in Korea, this period could be an inflection point."
