국무부가 미국 의회에 제출한 내년 대외 활동 예산안을 설명한 보고서에서 북한 정권의 제재 회피 시도를 막기 위한 대응 노력을 강화하고 있다고 밝혔습니다. 하지만 ‘북한의 핵·미사일 위협에 대한 압박 증대’를 우선 목표 중 하나로 강조했던 전임 트럼프 행정부와 달리 올해 동아태 지역 목표에서 북한 문제는 빠졌습니다. 김영권 기자가 보도합니다.
In a report submitted by the State Department to the U.S. Congress explaining next year's budget for foreign activities, it says it is stepping up efforts to prevent the North Korean regime from attempting to avoid sanctions. However, unlike the former Trump administration, which emphasized "increasing pressure on North Korea's nuclear and missile threats" as one of its first goals, the North Korean issue has been omitted from this year's East Asia-Pacific goal. Reporter Kim Young-kwon reports.

국무부가 최근 의회에 제출한 604억 달러에 달하는 2023 회계연도 예산안 가운데 대외활동에 관한 타당성 보고서(Congressional Budget Justification) 내용을 공개했습니다.
The State Department recently released the contents of the Congressional Budget Justification of the 2023 fiscal budget submitted to Congress for $60.4 billion.

북한은 주로 국제안보비확산국(ISN) 예산 설명에 집중 언급됐습니다.
North Korea was mainly mentioned in the International Security Expeditionary Service (ISN) budget description.

보고서는 국제위협감소(GTR)와 수출통제·국경보안(EXBS), 비확산군축기금(NDF) 프로그램 등에 2억 5천 921만 달러를 책정하면서 위협 대상으로 러시아와 중국, 이란과 함께 북한을 지적했습니다.
The report pointed to North Korea along with Russia, China and Iran as targets of threats, setting aside $259.21 million for the International Threat Reduction (GTR), Export Control, Border Security (EXBS), and Non-Proliferation Disarmament Fund (NDF) programs.

특히 “국제위협감소(GTR) 프로그램은 파트너들에게 지속해서 진화하는 북한의 제재 회피 기술에 대한 교육과 정보를 공유하고 정부와 금융, 민간 부문의 이해관계자들에게 관련 규제 준수의 즉각적인 이행을 장려하고 있다”고 설명했습니다.
In particular, the GTR program shares education and information on North Korea's evolving sanctions avoidance technology with partners and encourages government, financial and private stakeholders to implement compliance immediately.

아울러 북한의 미사일과 핵 프로그램에 자금을 대는 금융과 물질의 흐름을 저지하는 노력으로 “금융 이해 당사자들이 북한 관련 금융 거래나 자금 도용 방지를 위한 반확산(counterproliferation) 금융과 사이버 보안 활동을 강화하도록 관여하고 있다”고 밝혔습니다.
In an effort to stem the flow of finance and materials to fund North Korea's missile and nuclear programs, "Financial stakeholders are involved in strengthening counter-proliferation financing and cybersecurity activities to prevent North Korea's financial transactions or capital theft."

또 “유엔 제재를 무시하고 물품 교역과 이전에 관여한 선박을 식별해 등록을 취소하도록 해운 등록 기관과 관련 해양 당사자들과 협력하고, 정부 기관과 민간부문이 사치품 같은 제재 대상의 상업 활동을 적발해 저지하고 북한 노동자들의 송환을 완료하도록 교육하고 있다”고 설명했습니다.
"We are working with shipping registration agencies and related maritime parties to identify and deregister ships in defiance of U.N. sanctions, and educate government agencies and the private sector to detect and block commercial activities subject to luxury goods and complete repatriation of North Korean workers."

내년 회계연도(FY2023)에 8천 480만 달러가 책정된 국제위협감소(GTR) 프로그램은 미국과 국제 안보에 대한 위협을 방지하고 퇴치하기 위해 해외 파트너의 역량을 증강한다고도 소개하면서 “무기화가 가능한 생화학 작용제와 핵물질, 첨단 재래식 무기, 관련 지식과 장비, 기술”을 구체적 위협 요소로 적시했습니다.
The $84.8 million International Threat Reduction (GTR) program for the next fiscal year (FY2023) also highlighted "weaponizable biochemical agents, nuclear materials, advanced conventional weapons, related knowledge, and technology" as threats to the United States and international security.

국제안보비확산국(ISN)은 앞서 지난달 발표한 15일 자체 설명 자료를 통해, 북한 정권의 고의적이고 노골적인 유엔 제재 회피 등을 막기 위해 ‘태평양 안보 해양 교류’(PSMX)를 설립하고 동맹과 파트너 8개국과 정보 대응 협력을 강화했다고 설명한 바 있습니다.
The International Security and Non-Proliferation Agency (ISN) explained in its own explanation on the 15th that it has established the Pacific Security and Maritime Exchange (PSMX) and strengthened intelligence response cooperation with eight allies and partners to prevent the North Korean regime from deliberately avoiding U.N. sanctions.

이번 국무부 타당성 보고서는 또 비확산군축기금(NDF) 예산을 설명하면서 “북한과의 협상에서 도출될 수 있는 대량살상무기와 미사일 비축량 제거가 최종적이고 완전하게 검증된 비핵화를 보장하도록 하는 미국의 노력을 지원할 준비가 돼 있다.”고 밝혔습니다.
The State Department's feasibility report also explained the Nonproliferation and Disarmament Fund (NDF) budget, saying, "We are ready to support U.S. efforts to ensure the final and fully verified denuclearization of WMD and missile reserves that can be derived from negotiations with North Korea."

이어 국제원자력기구(IAEA)에 대한 ‘자발적 기여’(IAEA VOLUNTARY CONTRIBUTION) 프로그램에 9천 500만 달러를 책정하고 향후 “IAEA 사찰 요원들의 북한 복귀 가능성 준비”도 목적 가운데 하나로 설명했습니다.
He also set aside $95 million for the IAEA VOLUNTARY CONTRIBUTION program to the International Atomic Energy Agency (IAEA), and explained "preparing for the possibility of IAEA inspectors returning to North Korea" as one of the goals.

국무부는 이어 미국민주주의진흥재단(NED)에 3억 달러를 책정하며 “NED가 중국, 벨라루스, 북한, 베네수엘라와 같은 폐쇄적인 사회의 활동가들을 지원하기 위해 최첨단 노력을 지속할 것”이라고 밝혔습니다.
The State Department said it will continue its cutting-edge efforts to support activists in closed societies such as China, Belarus, North Korea and Venezuela, setting aside $300 million for the American Foundation for Democracy.

미국 의회는 지난 2020 회계연도에 NED에 북한의 인권과 민주주의 증진 목적으로 600만 달러를 배정했었으며 이후 규모를 더 늘린 것으로 알려졌습니다.
The U.S. Congress reportedly allocated $6 million to the NED in fiscal 2020 to promote human rights and democracy in North Korea, and has since increased its size.

국무부는 그러나 북한에 대한 경제 지원 등은 미국 의회의 방침 등에 따라 지난해에 이어 전혀 책정하지 않았습니다.
The State Department, however, has not established economic aid to North Korea at all since last year in accordance with the U.S. Congress' policy.

국무부는 또 동아태 지역에 대한 ‘외국 지원 프로그램’으로 11억 5천만 달러를 책정하면서 주요 목적으로 자유롭고 개방된 인도·태평양과 중국의 위협 대응, 동남아시아국가연합(ASEAN)과의 협력 확대 등을 자세히 설명했지만, 북한은 언급하지 않았습니다.
The State Department has also set aside $1.15 billion in "foreign aid programs" for the East Asian region, detailing free and open threats from India, the Pacific and China, and expanding cooperation with the Association of Southeast Asian Nations.

이는 전임 트럼프 행정부 때와는 사뭇 달라진 기류를 반영합니다.
This reflects a change in mood from the previous Trump administration.

국무부는 트럼프 행정부 때인 2020년 제출한 2021 회계연도 같은 보고서에서 동아태 역내 목표에 북한을 가장 먼저 올리면서 “북한의 핵무기와 탄도미사일 프로그램 포기를 설득하기 위한 정치·경제적 압박 증대”가 핵심 목표라고 강조한 바 있습니다.
In the same report submitted in 2020 during the Trump administration, the State Department was the first to raise North Korea's goal in the East Asia-Pacific region, stressing that "increasing political and economic pressure to persuade North Korea to give up its nuclear weapons and ballistic missile programs."
