북한 화물열차 단둥 운행 재개...북-중 국경 24개월 만에 열려 > 정치

북한 화물열차가 신종 코로나바이러스 감염증 사태에 따른 중국과의 국경 봉쇄 2년 만에 중국에 들어갔습니다. 경제난에 시달려 온 북한이 중국과 부분적인 화물 교역 재개에 나선 것으로 보입니다. 서울에서 김환용 기자가 보도합니다.
North Korean freight trains entered China two years after the border blockade with China following the novel coronavirus infection disease. North Korea, which has been suffering from economic difficulties, appears to have resumed partial cargo trade with China. Reporter Kim Hwan-yong reports from Seoul.

북한 화물열차들이 중국과의 접경지역인 신의주에서 중국 랴오닝성 단둥을 오가기 시작한 것으로 알려졌습니다.
It is known that North Korean freight trains have begun to travel from Sinuiju, the border area with China, to Dandong, Liaoning Province, China.

신종 코로나바이러스 감염증 유입 차단을 위해 2020년 1월 북한이 봉쇄한 중국과의 국경이 24개월 만에 다시 열린 겁니다.
The border with China, which North Korea blocked in January 2020, was reopened in 24 months to block the inflow of COVID-19.

또 화물열차 운행은 같은 해 여름 중국과의 육로 무역을 전면 중단한 지 1년 반 만입니다.
It has also been a year and a half since the freight train stopped all land trade with China in the summer of the same year.

대북소식통들에 따르면 북한 화물열차가 16일 오전 9시 10분께 북한 신의주에서 북한과 중국을 잇는 철로인 중조우의교를 통해 압록강을 건너 단둥으로 갔습니다.
According to sources from North Korea, a North Korean freight train crossed the Yalu River to Dandong at 9:10 a.m. on the 16th through the Chinese Ugyo Bridge, a railroad connecting North Korea and China from Sinuiju, North Korea.

이 열차는 17일 오전 7시께 단둥역에서 신의주로 다시 넘어왔습니다.
This train came back to Sinuiju from Dandong Station at 7 a.m. on the 17th.

15량 정도의 화물칸을 연결한 이 화물열차는 생필품과 의약품 등 긴급물자를 싣고 북한으로 돌아온 것으로 전해졌습니다.
This cargo train, which connects about 15 cargo compartments, is said to have returned to North Korea with emergency supplies such as daily necessities and medicines.

이와 함께 북한의 또 다른 화물열차가 17일 오전 단둥으로 넘어갔습니다.
Along with this, another North Korean freight train passed to Dandong on the morning of the 17th.

화물칸은 비어 있는 상태였고 화물칸 규모는 이날 아침 북한으로 돌아온 화물열차와 비슷한 수준으로 알려졌습니다.
The cargo compartment was empty, and the size of the cargo compartment was known to be similar to the cargo train that returned to North Korea this morning.

이종주 한국 통일부 대변인은 17일 정례브리핑에서 이런 동향을 확인했습니다.
Lee Jong-joo, a spokesman for the Ministry of Unification of Korea, confirmed this trend at a regular briefing on the 17th.

[녹취: 이종주 대변인] “북-중 간에는 지난해부터 수입물자소독법 제정 등 법제 정비, 접경지역 방역시설 구축, 검역절차 실무 협의 등 철도 운송을 재개하기 위한 준비 동향이 지속적으로 관측되어 왔고요. 어제부터 북한 신의주와 중국 단둥 간 화물열차 운행 동향이 포착되고 있습니다.”
[Recording: Lee Jong-joo] "Since last year, North Korea and China have been continuously observed to prepare for the resumption of railroad transportation, including legislation such as enacting the Imported Goods Disinfection Act, establishing quarantine facilities in the border area, and consulting on quarantine procedures." Since yesterday, the trend of freight trains between North Korea's Sinuiju and China's Dandong has been detected."

단둥으로 들어가는 열차 화물칸이 비어있는 것으로 미뤄 북한의 화물열차 운행은 수출이 아니라 중국에서 필요한 물자를 확보하려는 목적인 것으로 추정됩니다.
Given that the train cargo compartment entering Dandong is empty, North Korea's freight train operation is estimated to be aimed at securing necessary supplies from China, not exports.

한국 정부 산하 국책연구기관인 통일연구원 조한범 박사는 국경 봉쇄 이전에 북-중 간 체결된 계약 중 반입이 이뤄지지 않은 물품을 우선 들여오려는 조치로, 밀가루와 설탕, 식용유 등 생필품이 주요 품목으로 알고 있다고 말했습니다.
Dr. Cho Han-beom of the Unification Research Institute, a state-run research institute under the Korean government, said that daily necessities such as flour, sugar, and cooking oil are the main items as a measure to bring in items that were not brought in before the border blockade.

탈북민 출신인 조충희 굿파머스 연구소장은 지난해 말부터 중국 측에 있는 북한 무역관계자들이 북한 당국으로부터의 물자 확보 지시를 받고 작업을 벌여왔다고 전했습니다.
Cho Chung-hee, former North Korean defector, said North Korean trade officials on the Chinese side have been working on it since late last year after receiving orders from North Korean authorities to secure supplies.

[녹취: 조충희 소장] “중국 쪽에 나와 있는 북한 무역관계자들한테 항시적으로 지시가 떨어졌거든요. 어떤 어떤 물자를 준비해 놓으라 해서 비닐박막도 그렇고 자기 부문별로 물자를 준비할 데 대한 지시는 작년 11월부터 계속 그런 지시가 떨어졌는데 그거 아마 다 실어갔을 겁니다.”
[Recording: Director Cho Choong-hee] "I've always been ordered by North Korean trade officials on the Chinese side. "I've been under such orders since November last year to prepare certain supplies, including plastic thin films, but they probably carried them all."

이번 화물열차 재개는 김정은 국무위원장의 최종 승인에 따른 것으로 알려졌고. 앞으로 매일 10~20량 길이의 화물열차가 중국으로 들어가 물자를 싣고 나올 것으로 전해졌습니다.
The resumption of the cargo train is known to have been approved by State Council Chairman Kim Jong-un. It is reported that 10 to 20 cargo trains will enter China every day and load supplies.

북-중은 중국 동북 지역의 신종 코로나가 수그러들자 지난해부터 철도를 이용한 육로무역 재개를 모색해왔습니다.
North Korea and China have been seeking to resume land trade using railroads since last year as the COVID-19 in northeastern China subsided.

특히 지난해 11월에는 화물열차 운행 재개를 위한 구체적인 협의가 완료됐으나 갑자기 중국 동북 지역에서 신종 코로나가 확산되면서 무산된 바 있습니다.
In particular, in November last year, specific consultations were completed to resume the operation of freight trains, but it was suddenly canceled due to the spread of COVID-19 in northeastern China.

이번 화물열차 운행이 앞으로 본격적인 북-중 육로무역 재개를 뜻하는지 아니면 일회성 운행에 그칠지는 불분명합니다.
It is unclear whether this freight train operation will mean the resumption of land trade between North Korea and China in earnest or only a one-time operation in the future.

조한범 박사는 북-중 철로가 17일께 열릴 것이라는 소문이 현지에서 돌고 있었다며 일단은 국가 무역에 한정해 교역 재개가 이뤄지는 것으로 알고 있다고 말했습니다.
Dr. Cho Han-beom said rumors were circulating locally that the North Korea-China railway would be held around the 17th, adding that he understands that trade will resume only for national trade.

[녹취: 조한범 박사] “철도 교역이 장기간 단절되는 데 따른 피로감이 더 이상 견디기 어려운 수준으로 간 것 같고요. 그러니까 설탕 밀가루 식용유 등 필수품들이 이미 고갈된 지 오래 됐기 때문에 이게 들어가야 하는 상황으로 왔다. 그러니까 한쪽으론 방역을 강화하면서 한쪽으론 필수적인 부분에 한해서 국경을 개방하는 것 같아요.
[Recording: Dr. Cho Han-beom] "I think the fatigue caused by the long-term disconnection of railroad trade has gone to a level that is no longer tolerable." Therefore, it has been a long time since essentials such as sugar, flour, cooking oil, etc. have been depleted, so this has to go in. So, I think it strengthens quarantine on one side and opens the border only for essential parts on one side.

민간 연구기관인 세종연구소 정성장 북한연구센터장은 북-중이 앞으로 화물열차를 정기적으로 운행하기로 합의한 것으로 알려지고 있다며 화물열차를 통한 교역 재개로 특별한 문제점이 나타나지 않는다면 북-중 양국은 베이징올림픽이 끝난 후인 2월 말 신압록강대교 개통식을 거행할 것이라고 전했습니다.
Chung Sung-sung, head of the North Korean Research Center at Sejong Institute, a private research institute, said North Korea and China have agreed to operate cargo trains regularly in the future, adding that if trade resumption through cargo trains does not cause special problems, the two countries will hold the opening ceremony of the New Yalu River Bridge in late February.

정 센터장은 신종 코로나 등 변수가 있지만 일단은 4월부터 인적 왕래도 시작한다는 계획을 잡아놓고 있다는 것으로 안다고 덧붙였습니다.
Center Director Chung added that there are variables such as COVID-19, but he knows that he is planning to start human traffic in April.

정 센터장은 북한의 화물열차 운행 재개가 4월 15일 김일성 주석의 생일인 태양절과 2월 16일 김정일 국방위원장의 생일인 광명성절 등 북한의 최대 명절들을 앞두고 이뤄졌다고 말했습니다.
Chung, head of the center, said the resumption of North Korea's cargo train operations took place ahead of North Korea's biggest holidays, including Sun Day, President Kim Il-sung's birthday on April 15 and Gwangmyeong Seong Day, Kim Jong-il's birthday on February 16.

[녹취: 정성장 센터장] “올해가 김정일 생일 80주년 그리고 김일성 생일 110주년이 되는 해이기 때문에 북한은 상당히 중요한 정치적 기념일을 두 개나 갖고 있습니다. 그런 기념일에 주민들에게 뭔가 큰 선물을 해 오던 북한으로선 과거 다른 해 보다 훨씬 더 생필품 조달의 절박한 필요성을 느끼고 있다고 볼 수 있습니다.”
[Recording: Director of the Center for Jeong Seong] "This year marks the 80th anniversary of Kim Jong-il's birthday and the 110th anniversary of Kim Il-sung's birthday, so North Korea has two very important political anniversaries. North Korea, which has been giving something big to its residents on such anniversaries, feels a much more desperate need to procure daily necessities than other years in the past."

조충희 소장은 북한이 경제발전 5개년 계획 1차년도를 거치면서 외부 물자 없는 자력갱생의 한계를 절감했을 것이라며 경제난 타개를 위한 불가피한 선택이라고 말했습니다.
Director Cho Chung-hee said North Korea would have reduced its limits on self-reliance without external supplies through the first year of its five-year economic development plan, adding that it is an inevitable choice to overcome economic difficulties.
