미 의회조사국 “삼성 미국 투자, 미국 반도체 역량 강화에 중요”

미국이 반도체 산업의 역량 강화를 위해 한국 삼성과 같은 기업의 미국 투자가 중요하다고 미 의회조사국이 밝혔습니다. 동맹 및 파트너 국가들 간 공조의 중요성도 강조했습니다. 이조은 기자입니다.

미 의회조사국(CRS)은 최근 발표한 ‘반도체와 반도체지원법(CHIPS Act): 세계적 맥락’이라는 제목의 첫 보고서에서 “미 정책 입안자들은 첨단 칩 능력에서 미국 산업이 타이완과 한국의 산업에 뒤처지는 정도 등 반도체 부문에서 미국의 지도력 상실에 대해 우려를 표명해 왔다”고 밝혔습니다.

[보고서] “U.S. policymakers have expressed concerns about the loss of U.S. leadership in semiconductors, including the extent to which U.S. industry has fallen behind industry in Taiwan and South Korea in advanced chip capabilities… Congressional concerns about the U.S. semiconductor industry are also informed by China’s state-led efforts to develop an indigenous vertically integrated semiconductor industry.”

또한 “미 반도체 산업에 대한 의회의 우려는 수직적으로 통합된 고유의 반도체 산업을 개발하려는 중국의 국가 주도 노력과 연관이 있다”고 덧붙였습니다.

보고서는 “일부 다른 나라들은 반도체 산업에 대한 오랜 지원 프로그램을 갖고 있다”며 “동아시아, 특히 한국, 타이완, 일본, 말레이시아, 싱가포르는 세계적으로 경쟁력 있는 반도체 회사와 산업의 본거지”라고 밝혔습니다.

이어 “동아시아의 반도체 산업은 세계적으로 경쟁력 있는 입지를 개발하고 유지하기 위해 다양한 형태의 정부 지원에 의존해 왔다”며 “특히 동아시아의 정부들은 글로벌 반도체 공급망에서의 입지를 강화하기 위해 부분적으로는 2022년 미국의 반도체지원법에 대한 대응으로 새로운 투자와 지원 조치를 발표했다”고 강조했습니다.

[보고서] “Some other countries have long-standing support programs for their semiconductor industries. East Asia—in particular, South Korea, Taiwan, Japan, Malaysia, and Singapore—is home to globally competitive semiconductor firms and industries. The semiconductor industry in East Asia has relied on various forms of government support to develop and sustain its globally competitive position. Governments in East Asia, among others, have announced new investments and support measures, in part as a response to the CHIPS Act of 2022, to bolster their position in global semiconductor supply chains.

구체적으로 “한국은 2022년 이후 미국과 더 긴밀하게 협력하는 동시에 국내 역량을 강화하는 데 초점을 맞추고 있다”고 분석했습니다.

[보고서] “South Korea, since 2022, has focused on boost domestic competencies while also more closely aligning with the United States. China has responded to these efforts by trying to pressure Seoul with regard to how South Korean industry may be affected by certain U.S. policies directed at China, such as export controls…A number of other South Korean initiatives are under way at the national, provincial, and company levels. The Ministry of Trade, Industry, and Energy is spending an estimated $900 million to develop artificial intelligence (AI) chip technologies by 2026... In July 2022, Samsung announced plans to invest about $192 billion in the United States over the next 20 years, including 11 new semiconductor production lines in Texas.”

이어 “중국은 한국 산업이 수출 통제와 같은 중국을 겨냥한 미국의 특정 정책에 의해 어떻게 영향을 받을 수 있는지와 관련해 한국을 압박하려고 함으로써 한국의 이런 노력에 대응했다”고 지적했습니다.

보고서는 “다른 많은 한국의 계획들이 국가, 지방, 그리고 회사 차원에서 진행되고 있다”며 “한국 산업통상자원부는 2026년까지 인공지능(AI) 칩 기술을 개발하기 위해 약 9억 달러를 들이고 있다”고 밝혔습니다.

또 “2022년 7월 삼성은 텍사스의 11개 신규 반도체 생산라인을 포함해 향후 20년간 미국에 약 1천920억 달러를 투자할 계획이라고 발표했다”고 언급했습니다.

보고서는 “의회는 2022년 제정된 반도체지원법의 시행을 감독하는 가운데 동맹 및 파트너 국가 간 정책 공조와 시장 경쟁을 고려해야 한다”고 밝혔습니다.

[보고서] As Congress oversees the implementation of the CHIPS Act of 2022, considerations include policy coordination and market competition among allies and partners… With regard to coordinated efforts with allies and partners, the U.S. government is navigating tensions of both shared interests and market competition to ensure that U.S. policy measures are effective. A key objective of the CHIPS Act was to ensure U.S.-based fabrication to address advanced chip needs. Currently only TSMC and Samsung produce chips at the most advanced nodes. U.S.-based investment by these firms will likely be important as will advancing the capabilities of existing and new U.S. firms.”

이어 “동맹 및 파트너 국가 간 공조 노력과 관련해 미 정부는 미국의 정책 조치가 효과가 있게 하기 위해 공동의 이익과 시장 경쟁 모두의 갈등을 다루고 있다”며 “반도체지원법의 핵심 목표는 첨단 칩 수요를 해결하기 위해 미국 기반의 제조를 보장하는 것이었다”고 강조했습니다.

특히 “현재 최첨단 노드에서 칩을 생산하는 곳은 (타이완의) TSMC와 (한국의) 삼성뿐”이라며 “이들 기업의 미국 기반 투자는 기존 및 신규 미국 기업의 역량을 발전시키는 것과 마찬가지로 중요할 것”이라고 강조했습니다.

보고서는 또 “의회는 미국의 동맹 및 파트너 국가들과 협력하기 위한 행정부 노력의 진전과 도전을 평가할 수 있다”고 밝혔습니다.

[보고서] “Congress might assess progress and challenges in the Administration’s efforts to work with U.S. allies and partners. Among issues Congress could consider are whether U.S. efforts are consistent with the act’s direction to boost U.S.-based capacity in semiconductor fabrication.”

 

이어 “의회가 고려할 수 있는 쟁점 중에는 미국의 노력이 반도체 제조 분야에서 미국 기반의 역량을 강화하기 위한 반도체지원법의 방향과 일치하는지 여부 등이 있다”고 밝혔습니다.
