북한 항구에 식량 포대 추정 물체 포착…중국서 포대 8천만 개 수입하기도 > 경제

A white object that appears to be a food bag is constantly being captured in North Korean ports. It is interpreted that North Korea, which is in a food shortage, is bringing in grain on a large scale, and North Korea imported about 80 million bags from China last month, drawing attention to its connection to the issue. 이달 17일 북한 대동강변 송림항을 촬영한 ‘플래닛 랩스’의 위성사진에 대형 선박이 하얀색 물체를 가득 싣고 있는 모습이 보입니다.

On the 18th, the next day, the area of white objects inside the ship was reduced, and on the contrary, new white objects were piled up at the dockyard right in front of the ship. It's interpreted as the situation in which this ship carried a white object and unloaded it here.
다음날인 18일엔 이 선박 내부의 하얀색 물체 면적이 줄어들고, 반대로 선박 바로 앞 부두 야적장엔 새롭게 하얀색 물체가 쌓였습니다. 이 선박이 하얀색 물체를 싣고 와 이곳에 하역한 정황으로 해석됩니다.

Vessels carrying white objects were docked at the port on the 6th and 23rd.
이 항구에는 6일과 23일에도 하얀색 물체를 실은 선박이 정박했습니다.

Similar scenes appeared in other nearby ports.
인근 다른 항구에서도 비슷한 장면이 나타났습니다.

Satellite images taken on the 6th, 12th, 17th, and 19th of this month at a port in Nampo, where large cargo ships usually come and go, showed six ships carrying white objects. There are also white objects lying on the dock right in front of these ships.
평소 대형 화물선이 드나드는 남포의 한 항구를 이달 6일, 12일, 17일, 19일 촬영한 위성사진에는 하얀색 물체를 실은 선박 6척이 찍혔습니다. 이들 선박 바로 앞 부두에도 하얀색 물체가 깔려 있습니다.

VOA previously reported that a large amount of white objects flowed into Nampo's coal ports, general ports, and Songlim ports in August and September this year.
앞서 VOA는 올해 8월과 9월 남포의 석탄 항구와 일반 항구, 송림항 등에 다량의 하얀색 물체가 유입됐다고 보도한 바 있습니다.

In particular, high-definition satellite images in the past confirmed that the white object was a pile of bags, which was interpreted as an unusual phenomenon as a large amount of bags flowed in for more than a month.
특히 과거 고화질 위성사진을 통해 이 하얀색 물체가 포대 더미라는 사실을 확인했는데, 많은 양의 포대가 한 달 넘게 유입되면서 이례적인 현상이라는 해석이 나왔었습니다.

But this movement has continued until recently.
그런데 이런 움직임이 최근까지도 이어지고 있는 것입니다.

The goods that North Korea can transport in batons are known mainly for grains and fertilizers such as rice and flour.
북한이 포대 단위로 운송할 수 있는 물품은 주로 쌀과 밀가루 등 곡물과 비료로 알려졌습니다.

However, given that North Korea usually imports fertilizer from January to May, the possibility that the white bags found in August, September and this time are not fertilizers but food is weighed.
하지만 북한이 비료를 수입하는 시점이 통상 1~5월인 점을 감안할 때, 8월과 9월 그리고 이번에 발견된 하얀색 포대는 비료가 아니라 식량일 가능성에 무게가 실립니다.

As a result, attention is being paid to whether North Korea will bring in food from outside for months due to food shortages that have been highlighted again since this summer.
이에 따라 올해 여름부터 또다시 집중 조명돼 온 식량난으로 북한이 수개월 동안 외부에서 식량을 들여오는 것인지 주목됩니다.

International organizations and others have analyzed that the food situation in North Korea will be poor due to the severe spring drought that came from March to May this year and the subsequent flood damage.
국제기구 등은 올해 3~5월 찾아온 극심한 봄 가뭄과 이후 발생한 홍수 피해로 북한 내 식량 사정이 열악할 것이라고 분석한 바 있습니다.

The United Nations Food and Agriculture Organization (FAO) has re-designated North Korea as a country in need of external food aid in its "Crop Prospects and Food Situation Quarterly Global Report" released in July this year.
유엔 식량농업기구(FAO)는 올해 7월 발표한 ‘작황 전망과 식량 상황 분기 보고서’ (Crop Prospects and Food Situation Quarterly Global Report)에서 북한을 외부 식량 지원이 필요한 나라로 재지정했습니다.

In August, North Korea also hinted at a possible food shortage, pushing for the import of 10,000 tons of Indian long grain rice and asking Indian private organizations to provide rice aid.
또 북한은 지난 8월 인도산 장립종 쌀 1만t의 수입을 추진하고 인도의 민간단체에 쌀 지원을 요청하는 등 식량난 가능성을 시사한 바 있습니다.

In addition, North Korea imported US$7.3 million worth of rice from China last month, the largest amount in three years.
이와 더불어 북한은 지난달 중국으로부터 미화 730만 달러어치, 약 1만 6천450 t의 정미를 수입했는데, 이는 3년 만에 가장 많은 규모였습니다.

In the midst of this, North Korea is known to have recently imported tens of millions of batteries from China, drawing attention to how it is related to the move.
이런 가운데 최근 북한이 포대 수천만 개를 중국에서 수입한 것으로 알려져 이번 움직임과 어떤 연관성이 있는지 주목됩니다.

According to detailed data from China's Customs and Excise Department, North Korea bought 79,978,043 "packing empty bags (PP-polyethylene, polypropylene)" from China in October.
중국 해관총서의 ‘북중 무역’ 세부 자료에 따르면 북한은 10월 한 달간 중국으로부터 7천997만 8천43개, 총 6천260t 분량의 ‘포장용 빈 포대(PP∙폴리에틸렌, 폴리프로필렌)’를 사들였습니다.

The purchase alone amounted to $6.43 million, ranking second after rice, the largest import in October.
구매 금액만 643만 달러에 달해 10월 최다 수입품인 쌀에 이어 2위를 기록했습니다.

We don't know why North Korea suddenly bought a large number of batteries.
북한이 갑작스럽게 포대를 대량으로 사들인 배경은 알 수 없습니다.

However, attention is being paid to why tens of millions of additional bags are needed at a time when a large amount of food bags are flowing in.
하지만 식량 포대가 다량으로 유입되는 상황에서 포대 수천만 개가 추가로 필요한 이유에 관심이 쏠립니다.

Even before the new coronavirus, before the border blockade, North Korea usually imported a bag worth $1 million a month, but it has never spent more than $6 million this time.
북한은 국경봉쇄 이전인 신종 코로나바이러스 이전에도 통상 월 100만 달러 규모의 포대를 수입했지만, 이번처럼 600만 달러 이상을 소비한 적은 없습니다.

In fact, North Korea's bag imports in September, the previous month, amounted to $112,751 (1.22 million units), less than 2% of October's imports.
실제로 전달인 9월 북한의 포대 수입액은 11만 2천751달러(122만 개)로 10월 수입액의 2%에도 못 미칩니다.
