유엔인구기금 대북 5개년 지원 사업 또다시 1년 연장 전망…“코로나 여파 고려” > 경제

The United Nations Population Fund (UNFPA)'s five-year aid project to North Korea, which was scheduled to be completed this year, is expected to be extended for another year. 올해 마무리될 예정이었던 유엔인구기금(UNFPA)의 5개년 대북 지원 사업이 내년까지 1년 더 연장될 전망입니다. 신종 코로나바이러스 여파로 인해 사업을 마무리하려면 시간이 더 필요하다는 것인데요, 앞서 지난해에도 1년 연장된 바 있습니다. 이조은 기자가 보도합니다.

The agenda of the regular meeting of the UNDP, UN Population Fund (UNFPA), and UNOPS Executive Council, which will be held from the 29th to the 1st of next month, has been to extend the five-year support project of the UN Population Fund for North Korea for another year.
오는 29일부터 다음 달 1일까지 열리는 유엔개발계획(UNDP)과 유엔인구기금(UNFPA), 유엔사업서비스기구(UNOPS) 집행이사회의 정례 회의 안건으로 북한에 대한 유엔인구기금의 5개년 지원 사업을 1년 더 연장하는 안건이 올라왔습니다.

The recently unveiled agenda included a request for an extension of the U.N. Population Fund's five-year support project to North Korea, saying, "The North Korean government and the U.N. North Korean team agreed to extend the U.N. Strategic Framework by one more year to complete the UNSDCF in consideration of the impact of COVID-19."
최근 공개된 이 안건에는 유엔인구기금 대북 5개년 지원 사업 연장 요청과 관련해 “북한 정부와 유엔 북한팀이 신종 코로나의 영향을 감안해 유엔 지속가능발전 협력 체계(UNSDCF)를 마무할 수 있도록 ‘유엔 전략 프레임워크’를 1년 추가 연장하기로 합의했다”는 는 내용이 담겼습니다.

Initially, the United Nations Population Fund was scheduled to carry out a five-year North Korea aid project from 2017 to 2021.
당초 유엔인구기금은 2017년부터 2021년까지 5개년 대북지원 사업을 진행할 예정이었습니다.

However, I extended it by one year in 2021, and this time I requested another year.
하지만 2021년에 1년을 연장했고, 이번에 또다시 1년 연장을 요청한 것입니다.

The agenda will be approved by the Executive Board at a regular meeting starting on the 29th.
이 안건은 오는 29일 시작되는 정례 회의에서 집행 이사회의 승인을 거치게 됩니다.

Earlier in 2017, the United Nations Population Fund announced a project plan to inject a total of 11.5 million dollars into aid projects for North Korea, including its own budget and external support, for five years until 2021.
앞서 지난 2017년 유엔인구기금은 2021년까지 5년간 자체 예산과 외부 지원을 포함해 총 1천150만 달러를 북한에 대한 지원 사업에 투입하는 사업 계획을 발표한 바 있습니다.

43% of the budget, or $5 million, was invested in the "sexual reproductive health" field, and in cooperation with the North's Ministry of Health and the Education Commission, was planned to provide reproductive health information to 4.5 million North Korean childbearing women, including contraceptives.
지원 예산의 43%인 500만 달러는 ‘성과 생식 보건’ 분야에 투입되고, 북한 보건성과 교육위원회 등과 협력해 450만여 명의 북한 가임여성에게 생식보건 정보를 제공하는 한편 피임약 등 가족 계획 용품을 지원하는 계획이었습니다.

There was also a project to invest $6 million to understand the population movements in North Korea.
또 600만 달러를 투입해 북한 내 인구 동태를 파악하는 사업도 있었습니다.

The United Nations Population Fund has been providing support for reproductive health and population development in North Korea since it began its aid program in 1985.
유엔인구기금은 지난 1985년 대북 지원 사업을 시작한 이후 북한 생식보건과 인구개발 분야에 대한 지원을 진행해 왔습니다.

However, various support projects are being disrupted by North Korea's border blockade due to the COVID-19 pandemic that began in 2020.
하지만 2020년 시작된 코로나 대유행으로 인한 북한의 국경 봉쇄 조치로 각종 지원 사업에 차질이 빚어지고 있습니다.
