WHO “북한 코로나 확진자 발생 관련 보건성과 접촉 중” > 경제

세계보건기구는 북한 내 코로나 확진자 발생과 관련한 상황을 파악하기 위해 북한 당국과 접촉 중이라고 밝혔습니다. 코백스는 북한의 요청이 있어야 북한에 백신을 지원할 수 있다는 기존 입장을 되풀이했습니다. 안소영 기자입니다.
The World Health Organization says it is in contact with North Korean authorities to find out the situation related to the outbreak of COVID-19 in North Korea. Kovax reiterated its previous position that vaccines can be provided to North Korea only at the request of North Korea. I'm reporter Ahn Soyoung.

세계보건기구(WHO)는 북한이 처음으로 신종 코로나 확진자가 나왔다고 밝힌 것과 관련해 현재 상황을 파악하고 있다고 밝혔습니다.
The World Health Organization (WHO) says it is grasping the current situation regarding North Korea's first COVID-19 confirmed case.

에드윈 살바도르 WHO 평양사무소장은 12일 VOA의 관련 서면 질의에 “WHO는 아직 북한 보건성으로부터 북한 관영매체가 보도한 신종 코로나 확진 사례에 대한 공식적인 보고를 받지 못했다”고 밝혔습니다.
Edwin Salvador, head of the WHO's Pyongyang office, said in a written question by VOA on the 12th, "The WHO has not yet received an official report from the North Korean Ministry of Health on the confirmed cases of COVID-19 reported by North Korea's state media."

그러면서 “WHO는 국가 국제보건규칙(IHR) 담당자와 보건성의 다른 당국자들과 접촉하고 있다”고 설명했습니다.
He explained, "The WHO is in contact with the National International Health Rules (IHR) and other officials of the Ministry of Health."

살바도르 소장은 또한 북한이 처음으로 향후 대응 방안을 묻는 질문에는 “국제 백신 공급 프로젝트 코백스 퍼실리티를 통해 계속 북한에 신종 코로나 백신 관련 정보를 제공하는 등 북한 당국과의 협력에 전념하고 있다”고 답했습니다.
When asked about North Korea's future response for the first time, Salvador also said, "We are committed to cooperating with the North Korean authorities by continuing to provide information on COVID-19 to the North through the International Vaccine Supply Project, the Covax Facility."

이어 “WHO는 북한이 신종 코로나 관련 국가적 전략 준비와 대응 계획을 수립하도록 지원해왔다”는 점을 상기시켰습니다.

“유엔아동기금과 세계백신면역연합 등 협력 단체와 함께 북한이 신종 코로나 백신 접종 계획을 수립하도록 도왔다”는 겁니다.
"I helped North Korea establish a new coronavirus vaccination plan with cooperative organizations such as the United Nations Children's Fund and the World Vaccine Immunization Union."

그러면서 “관련 계획은 역내 다자적 기구의 검토와 승인을 거쳐 북한이 코백스로부터 신종 코로나 백신을 지원받을 자격을 갖출 수 있게 했다”고 설명했습니다.
He explained, "The related plan allowed North Korea to qualify for COVID-19 vaccine support from Kovax after review and approval by multilateral organizations in the region."

한편 코백스는 12일 북한이 처음으로 신종 코로나 확진 사실을 인정함에 따라 대북 코로나 백신 배정 계획에 변화가 있을 수 있느냐는 VOA의 서면 질의에 북한의 결정이 있어야 가능하다는 기존 입장을 되풀이했습니다.
Meanwhile, Kovax reiterated its previous position on the 12th that it is possible only when North Korea makes a written decision on whether there can be a change in its plan to allocate a COVID-19 vaccine to North Korea.

[코백스 대변인]” COVAX has moved in 2022 to needs-based vaccine allocations and has currently not committed any volume for DPRK. n case the country decides to start a Covid-19 immunisation programme, vaccines could be made available based on criteria of COVAX objectives and technical considerations to enable the country to catch up with international immunization targets.”

코백스 대변인은 “코백스는 2022년 각국의 필요에 따른 백신 배정으로 배정 방식을 바꿨으며, 현재 북한에는 어떠한 분량도 약속하지 않았다”고 설명했습니다.
A spokesperson for Kovax explained, "Kovax changed its allocation method to vaccine allocation according to the needs of each country in 2022 and has not promised any amount to North Korea."

그러면서 “(북한이) 신종 코로나 백신 접종 프로그램을 시작하기로 결정하면 코백스 목표에 따른 기준과 기술적 고려에 따라 백신을 배정해 북한이 국제 백신 목표를 따라갈 수 있게 할 것”이라고 덧붙였습니다.
"If (North Korea) decides to launch a new coronavirus vaccination program, we will allocate vaccines according to standards and technical considerations according to the Kovax goal so that North Korea can follow the international vaccine goal," he added.

북한은 12일 현재 전 세계에서 신종 코로나 백신 접종을 시작하지 않은 두 나라 가운데 한 곳입니다.
As of the 12th, North Korea is one of two countries in the world that has not started vaccinating against COVID-19.

앞서 코백스는 지난해 북한에 아스트라제네카 백신 811만 회분과 중국산 시노백 백신 297만 회분을 배정했지만 북한이 아스트라제네카 백신에 대해서는 행정절차를 마무리 하지 않았고, 시노백 백신은 코로나로 심각한 영향을 받는 나라에 재배정할 것을 권고하면서 북한에 들어간 백신은 전혀 없습니다.
Previously, Kovax allocated 8.11 million AstraZeneca vaccines and 2.97 million Chinese synovac vaccines to North Korea last year, but none of them entered North Korea, recommending that the AstraZeneca vaccine be reassigned to countries severely affected by COVID-19.

또한 올해 코백스가 북한에 아스트라제네카 백신 128만8천800회분을 배정했지만 북한이 수용 의사를 밝히지 않으면서 모두 취소됐습니다.
This year, Kovax allocated 1,288,800 doses of AstraZeneca vaccine to North Korea, but all of them were canceled as North Korea did not say it would accept it.

이런 가운데 지난 2년여 넘게 신종 코로나 감염자가 단 한 명도 없다고 주장해 온 북한이 12일 처음으로 북한에서 신종 코로나 확진자가 발생했다고 밝혔습니다.
In the meantime, North Korea, which has claimed that there has been no single COVID-19 infection for more than two years, said on the 12th that it had the first confirmed case of COVID-19 in North Korea.

조선중앙통신은 이날 오미크론 변이 바이러스가 확인됐다면서 비상 방역 전선에 파공이 생기는 국가 최중대 비상사건이 발생했다고 전했습니다.
The Korean Central News Agency said that the Omicron mutant virus was confirmed that day, and that there was a major emergency incident in the country that caused a break in the emergency quarantine front.
