EU, 북한 고려항공 '역내 운항 제한' 유지 > 경제

북한 국영 고려항공이 또다시 유럽연합 회원국 내 운항이 엄격히 제한되는 항공사로 지정됐습니다. EU는 거의 모든 북한 항공기가 국제 안전기준에 미달된다는 이유로 11년째 이 같은 조치를 이어가고 있습니다. 김영교 기자가 보도합니다.
North Korea's state-run Korea Air has again been designated as an airline that is strictly restricted from operating within European Union member states. The EU has been taking such measures for 11 years on the grounds that almost all North Korean aircraft fall short of international safety standards. Reporter Kim Young-kyo reports.

유럽연합(EU)이 고려항공의 역내 운항을 엄격히 제한하는 조치를 계속 유지하기로 했습니다.
The European Union (EU) has decided to continue to strictly restrict Goryeo Airlines' operations in the region.

EU 집행위원회는 25일 개정 발표한 ‘EU 항공 안전 목록’에서 고려항공의 경우 러시아제 TU-204 기종 여객기 2대를 제외한 나머지 모든 항공기의 역내 운항을 계속 금지한다고 밝혔습니다.
The Executive Committee said in its revised "EU Aviation Safety List" on the 25th that Korea Air will continue to ban all other aircraft from operating in the region except for two Russian-made TU-204 aircraft.

EU 집행위원회는 6개월 만에 개정된 항공안전 목록이 국제민간항공기구(ICAO)가 공포한 표준 등 국제적 안전 기준을 토대로 작성됐다고 설명했습니다.
The Executive Committee explained that the revised aviation safety list in six months was based on international safety standards, including standards promulgated by the International Civil Aviation Organization (ICAO).

이번에 EU 내 운항이 전면 금지된 항공사는 아프가니스탄과 앙골라, 수단 등 15개국의 90개 항공사와 7개 개별 항공사 등 모두 97개입니다.
There are a total of 97 airlines in the EU, including 90 airlines and 7 individual airlines in 15 countries, including Afghanistan, Angola, and Sudan.

또 북한의 고려항공과 이란의 이란항공 (Iran Air) 등 2개 항공사는 EU 내 운항이 엄격히 제한됐습니다.
In addition, two airlines, North Korea's Goryeo Air and Iran's Iran Air, were strictly restricted from operating in the EU.

EU는 매년 국제적 안전기준을 근거로 유럽연합 내 운항을 금지하거나 제한하는 항공사 명단을 발표하고 있습니다.

북한의 고려항공은 지난 2006년에 유럽연합의 전면 운항 금지 항공사 명단에 올랐습니다.
North Korea's Koryo Airlines was on the European Union's list of completely banned airlines in 2006.

그러다가 2010년 3월에 러시아에서 TU-204 항공기 2대를 도입하면서 엄격한 제한 아래 유럽연합 내에서 운항할 수 있는 항공사로 조정됐습니다.
Then, in March 2010, when Russia introduced two TU-204 aircraft, it was adjusted to an airline that can operate within the European Union under strict restrictions.

당시 EU 집행위원회는 고려항공의 TU-204 항공기 2대가 국제적 안전기준을 충족시키고 당국의 적절한 감독을 따르는데 필요한 장비를 갖추고 있다고 평가했습니다.
At the time, the EU Commission evaluated that two TU-204 aircraft of Korea Air were equipped with the necessary equipment to meet international safety standards and follow proper supervision by the authorities.

하지만 고려항공이 실제로 EU 내에서 운항한 적은 없습니다.
However, Korea Air has never actually operated within the EU.

특히 EU는 북한의 핵과 미사일 시험 발사에 따라 지난 2016년 5월 발표한 대북 독자제재를 통해 북한 국적의 항공기가 EU 상공을 비행하거나 이착륙할 수 없도록 조치했습니다.
In particular, in accordance with North Korea's nuclear and missile tests, the EU banned North Korean aircraft from flying or taking off and landing over the EU through independent sanctions announced in May 2016.
