국무부 '대북지원 규정 완화' 서한에 "제재면제 신속 처리…북한 수용 기대" > 경제

미국 국무부가 대북 인도주의 지원 규정을 완화하라는 미 의회 의원의 요구에 대해 이미 그런 조치를 취해왔다고 밝혔습니다. 북한 취약계층에 대한 구호 활동을 신속히 승인해 왔다며, 북한의 호응을 기대했습니다. 백성원 기자가 보도합니다.
The U.S. State Department says it has already taken such measures against Congressman's demand to ease humanitarian aid rules for North Korea. 국무부가 대북 인도주의 활동에 대한 제재 면제 지침을 거듭 확인한 것은 미 의회 일부 의원들의 요구에 대한 입장을 설명하면서 나왔습니다.
The State Department's repeated confirmation of sanctions exemption guidelines for humanitarian activities against North Korea came as it explained its position on the demands of some members of the U.S. Congress.

앞서 민주당 에드워드 마키 상원의원과 앤디 레빈 하원의원은 지난 8일 조 바이든 대통령에게 보낸 서한에서 비정부기구의 대북 인도주의 지원에 대한 규정 완화를 촉구했습니다. “이런 규정은 인도적 접근을 제한하고 구호품 전달을 방해하며 비영리 구호단체가 북한에 대한 구호품 전달을 모니터링하는 절차를 복잡하게 만든다”는 이유를 들었습니다.
In a letter to President Joe Biden on the 8th, Democratic Senator Edward Maki and Rep. Andy Levin urged the deregulation of non-governmental organizations' humanitarian aid to North Korea. "These regulations limit humanitarian access, hinder the delivery of relief supplies, and complicate the process of non-profit relief organizations monitoring the delivery of relief supplies to North Korea," he cited.

국무부 대변인실 관계자는 해당 서한에 대한 VOA의 논평 요청에 “우리는 북한이 수용하기를 희망하면서 인도주의적 차원의 대단히 중요한 지원을 목표로 하는 국제사회의 노력을 계속 지원하고 있다”고 밝혔습니다.
An official from the State Department spokesman's office said in response to VOA's request for comment on the letter, "We continue to support the international community's efforts to provide very important humanitarian support, hoping that North Korea will accept it."

대북 인도주의 지원은 정치와 별개라는 미국 정부의 오랜 원칙을 확인하는 한편, 북한 정권이 이를 받아들여야 주민들에게 수혜가 돌아갈 수 있다는 기존 입장을 분명히 한 것입니다.
While confirming the U.S. government's long-standing principle that humanitarian aid to North Korea is separate from politics, it has made it clear that the North Korean regime must accept it to benefit its residents.

북한 정권은 지난해 한국 정부가 세계식량기구, WFP를 통해 지원하기로 한 쌀 5만t을 거부한 바 있습니다.
Last year, the North Korean regime rejected 50,000 tons of rice that the South Korean government decided to provide through the World Food Organization (WFP).

국무부 관계자는 “미국 정부가 가장 빈곤한 북한인들에 대한 인도적 지원을 용이하게 하기 위한 노력에 관여하고 있다”고 설명했습니다.

그러면서 “이런 노력은 생명을 살리는 지원을 북한에 전달하려는 전 세계 기구들의 활동에 대해 유엔 1718 위원회(대북제재위원회)의 (제재 면제) 승인을 신속히 처리하기 위한 우리의 지속적인 노력에서 가장 잘 드러난다”고 말했습니다.
He said, "This effort is best seen in our continued efforts to expedite the approval of the UN 1718 Committee (Exemption from sanctions) for the activities of organizations around the world to deliver life-saving support to North Korea."

두 의원이 인도주의적 면제를 의약품과 구호단체 활동가들의 랩탑 등으로 확대할 것을 촉구한 데 대해, 미국이 유엔의 제재 면제 심사 과정에서 이미 주도적 역할을 하고 있음을 강조한 것으로 풀이됩니다.
In response to the two lawmakers' call for humanitarian exemptions to expand to laptops for drug and aid activists, it is interpreted that the U.S. is already playing a leading role in the UN sanctions exemption review process.

국무부 관계자는 “북한과 같은 정부와 의견이 다르더라도, 우리는 북한인들의 고통을 덜어주기 위해 최선을 다해야 한다”는 바이든 행정부의 대북 정책 원칙을 확인했습니다.
A State Department official confirmed the Biden administration's policy principle toward North Korea, saying, "Even if we disagree with the government like North Korea, we should do our best to relieve the pain of North Koreans."

특히 “우리는 북한인들이 코로나바이러스 감염증 발발에 취약하다는 점을 깊이 우려한다”며 “미국은 북한 내 코로나바이러스 확산에 대응하고 이를 억제하기 위해 미국과 해외의 원조·보건 기구의 합법적인 지원에 대한 승인을 신속히 촉진하고 있다”고 밝혔습니다.
In particular, he said, "We are deeply concerned that North Koreans are vulnerable to the outbreak of coronavirus infection," adding, "The U.S. is quickly promoting approval for legal aid and health organizations in the U.S. and abroad to respond and curb the spread of coronavirus in North Korea."

북한은 코로나바이러스 감염증 확진자가 전혀 없다고 주장하고 있지만, 국무부는 확산을 억제할 뿐 아니라 여기에 “대응(counter)”한다는 표현을 사용해 주목됩니다.
North Korea claims that there are no confirmed cases of coronavirus infection, but the State Department not only inhibits the spread but also uses the expression "counter" to draw attention.

앞서 북한 당국은 세계보건기구(WHO)에 지난달 28일까지 신종 코로나 누적 검진자는 4만4천133 명이며 확진자는 전혀 없다고 보고했습니다.
Earlier, North Korean authorities reported to the World Health Organization (WHO) that by the 28th of last month, there were 44,133 cumulative COVID-19 screenings and no confirmed cases at all.

세계보건기구(WHO)의 테워드로스 아드하놈 거브러여수스 사무총장은 12일 세계에서 북한과 에리트레아만 코로나 백신 접종을 시작하지 않았다고 밝혔습니다.
World Health Organization (WHO) Secretary-General Tedros Adhanom Ghebreyesus said on the 12th that only North Korea and Eritrea have not begun vaccinations for COVID-19 in the world.

북한 정권은 지난 9월 코백스(COVAX)에서 배정받은 코로나 백신 약 300만 회분을 거부한 바 있습니다.
In September, the North Korean regime rejected about 3 million doses of the COVID-19 vaccine assigned by COVAX.
