대북지원단체들 "북중국경 개방 신호 없어...활동 재개 희망" > 경제

북한의 국경 봉쇄 조치가 장기화 하고 있는 가운데 대북 구호단체들은 아직 상황 변화의 조짐을 감지하지 못했다고 밝혔습니다. 대북 지원물품 운송도 계획하지 못하고 있다면서 하루빨리 활동을 재개할 수 있기를 희망했습니다. 안소영 기자입니다.

국제 인도주의 의료구호 단체인 ‘국경없는의사회’(MSF)는 신종 코로나바이러스 감염증 사태에 따른 북한의 봉쇄 조치가 계속되면서 북한으로 향하는 MSF 측의 지원물자는 전혀 없다고 밝혔습니다.
The "Borderless Medical Association," an international humanitarian medical relief organization, said there was no MSF support for North Korea as North Korea continued to block the outbreak of the novel coronavirus infection disease.

[국경없는의사회 대변인] “We don’t have any aid shipments on their way to DPRK. We have continued to communicate with the authorities in DPRK about ways that we can maintain our support for North Korean people. We have recently provided some technical assistance on multidrug-resistant tuberculosis and are exploring options to provide support with cold chain management for medications”

MSF 대변인은 12일 물자 반입 등 북한의 국경 봉쇄 완화 움직임 여부를 묻는 VOA의 질문에 이같이 답했습니다.
The spokesman answered the VOA's question on the 12th, asking whether North Korea moves to ease border blockade, including bringing in supplies.

이 대변인은 그러나 국경없는의사회가 북한 주민들에 대한 지원을 유지하는 방안에 대해 북한 당국과 계속 소통하고 있으며, 최근에는 다제내성결핵과 관련한 기술적 지원을 제공했고, 현재 의약품 관리를 위한 콜드체인 관련 지원 방안을 모색하고 있다고 설명했습니다.
spokesman Lee explained, however, that the Doctors Without Borders continues to communicate with the North Korean authorities on maintaining support for North Koreans, has recently provided technical support for multidrug-resistant tuberculosis, and is currently seeking cold chain support for drug management.

그러면서, 내년에는 원격으로 혹은 국경이 열려 북한 현지에서 결핵 치료를 중심으로 북한 주민들에게 지원을 제공할 수 있기를 바란다고 말했습니다.
He said he hoped that next year, the border would be held remotely or in North Korea to provide support to North Koreans, focusing on tuberculosis treatment.

유엔 세계식량계획(WFP) 아시아태평양지부도 VOA에 현재로서는 북-중 국경에 큰 변화가 없다고 밝혔습니다.
The U.N. World Food Program (WFP) Asia-Pacific branch also told VOA that there is no significant change in the North Korea-China border at the moment.

아태지부 측은 평양을 떠난 WFP 국제 직원들이 여전히 원격으로 근무하고 있으며 지금은 북한에 물자를 보낼 계획이 없다고 말했습니다.
The Asia-Pacific branch said WFP international employees who left Pyongyang are still working remotely and have no plans to send supplies to North Korea now.

지난 20년간 북한에서 결핵 퇴치사업을 벌여 온 미국 내 구호단체 대표는 최근 북-중 간 철도를 통한 교역 준비가 이뤄지고 있다는 언론 보도는 접했지만 관련 소식을 직접 들은 바는 없다고 말했습니다.
A representative of a relief organization in the United States, which has been conducting tuberculosis eradication projects in North Korea for the past 20 years, said he recently heard media reports that trade preparations are being made through the North Korea-China railway, but he has not heard directly.

이 관계자는 조만간 북-중 국경이 개방될 것이라는 신호는 전혀 없다며, 최근 상황을 보면 본격적으로 국경이 열리려면 더 많은 시간이 필요할 것 같다고 말했습니다.
The official said there is no sign that the North Korea-China border will open soon, and that looking at the recent situation, it will take more time for the border to open in earnest.

그러면서, 상황을 전혀 가늠할 수 없어 의약품 구매 등 구체적인 대북 지원 계획을 세우기가 어렵다고 밝혔습니다.
He said it was difficult to come up with specific plans to support North Korea, such as purchasing medicines, because the situation could not be estimated at all.

북한에 농업기술을 지원하는 민간단체인 ‘미국친우봉사회’의 대니얼 재스퍼 아시아 지역 담당관은 12일 VOA에 북-중 국경 개방 관련 소식은 알지 못한다면서도 국경이 열리면 멈춰 있던 지원사업을 신속히 재개할 것이라고 말했습니다.
Daniel Jasper, an Asian regional official at the "American Friendship Society," a private organization that supports agricultural technology to North Korea, told VOA on the 12th that he would quickly resume the suspended support project when the border opens.

[재스퍼 담당관] ”When the border reopens, we hope to restart our longstanding agricultural assistance program. We hope to restart with our partners and at all four cooperative farms.”
[Jasper Officer] "국경이 재개되면, 우리는 우리의 오랜 농업 지원 프로그램을 재개하기를 희망합니다. 우리는 우리의 파트너들과 4개의 협력 농장과 함께 다시 시작하기를 희망합니다."

Jasper said he hopes to resume the long-running agricultural support program (to North Korea) and resume cooperation with partners at four cooperative farms in North Korea when the border door opens again.

미국친우봉사회는 평안남도와 황해남도에 협동농장과 농업과학원 4곳을 통해 농업기술을 전수해 왔습니다.
The American Friendship Society has been transferring agricultural technology through cooperative farms and four agricultural science institutes in South Pyongan Province and South Hwanghae Province.

이 단체가 북한 내 농장 온실에서 재배하는 채소는 겨울철 농장 가족들에게 영양소를 공급하는 주요 식량입니다.
Vegetables grown in farm greenhouses in North Korea are the main foods that supply nutrients to farm families in winter.
