코백스 "북한과 백신 지원 정기적 논의"...북한 "확진자 '0'" > 경제

신종 코로나바이러스 백신 국제공동구매 프로젝트인 코백스 측은 북한 당국과 백신 지원에 대해 정기적으로 논의하고 있다고 밝혔습니다. 북한은 여전히 신종 코로나 발병자가 없다고 주장하면서도 연일 방역 강화를 강조하고 있습니다. 안소영 기자입니다.
Covax, an international joint purchase project for COVID-19, said it is regularly discussing vaccine support with North Korean authorities. North Korea still insists that there are no new coronavirus cases, but emphasizes strengthening quarantine every day. I'm reporter Ahn Soyoung.

코백스(COVAX)는 9일 국제사회 백신 배분을 위한 요건에 따라 북한 당국과 정기적으로 접촉하고 있다고 밝혔습니다.
COVAX said on the 9th that it is in regular contact with North Korean authorities in accordance with the requirements for vaccine distribution in the international community.

[코백스 대변인]”COVAX partners are continuing to work with DPRK on operationalizing COVID-19 immunization support. We are in regular contact with the government as per the requirements of the COVAX processes.”

코백스 대변인은 이날 북한이 배정받은 코로나 백신을 다른 나라에 재배정할 것을 요청한 이후 추가 진행 상황을 묻는 VOA의 질문에, 코백스 파트너들이 신종 코로나 백신 접종 지원과 관련해 북한과 계속 협력하고 있다며 이같이 답했습니다.
When asked by VOA about further progress after North Korea requested the relocation of the COVID-19 vaccine assigned to another country, spokesman Kovax replied, "Kovax partners continue to cooperate with North Korea regarding support for COVID-19 vaccination."

이 대변인은 코백스의 지원을 받을 자격이 있는 모든 저소득 국가 등과 마찬가지로 북한에도 여건이 되면 백신을 지원할 준비가 돼 있다고 밝혔습니다.
Like all low-income countries eligible for Kobax's support, the spokesman said he is ready to provide vaccines to North Korea if conditions apply.

세계보건기구(WHO)도 북한 당국과 코로나 백신 지원을 위해 협력하고 있다고 거듭 확인했습니다.
The World Health Organization (WHO) has also repeatedly confirmed that it is cooperating with North Korean authorities to support the COVID-19 vaccine.

[살바도르 사무소장] “At the moment, WHO is working with the government for completing the remaining technical requirements for COVAX AMC countries, to be eligible to receive COVAX facilitated COVID-19 vaccines.”
[Director of Salvador] "현재 WHO는 COVAX 촉진 COVID-19 백신을 공급받을 자격이 있는 COVAX AMC 국가의 나머지 기술 요구사항을 완료하기 위해 정부와 협력하고 있습니다."

에드윈 살바도르 WHO 평양사무소장은 9일 대북 코로나 백신 지원과 관련한 추가 활동을 묻는 VOA의 질문에, 현재 WHO는 북한이 코백스로부터 코로나 백신을 지원받기 위해 필요한 나머지 기술적 요건들을 완료할 수 있도록 북한 당국과 협력하고 있다고 설명했습니다.
When asked by VOA about additional activities related to COVID-19 support to North Korea, Edwin Salvador, head of WHO Pyongyang office, explained on the 9th that the WHO is currently working with North Korean authorities to complete the remaining technical requirements needed to receive the COVID-19 vaccine from Kobax.

앞서 코백스와 북한 당국 간 협의에 밝은 소식통은 지난 7월 VOA에 북한이 코백스로부터 지원을 받기 위해 필요한 행정 절차 7개 가운데 2개만 완료해 협의가 지연되고 있다고 밝힌 바 있습니다.
Earlier, a source familiar with the consultation between Kobax and North Korean authorities told VOA in July that North Korea completed only two of the seven administrative procedures needed to receive support from Kobax, delaying the consultation.

코백스로부터 백신을 지원받기 위해서는 백신 부작용에 대한 법적 책임 면제 합의서 서명, 백신 보관 초저온 냉동고 시스템 구축, 백신 전달을 위한 국제 요원들의 입국 허용 등 행정 절차를 승인해야 하는 것으로 알려졌습니다.
In order to receive vaccine support from Kobax, it is known that administrative procedures such as signing a legal liability exemption agreement for vaccine side effects, establishing an ultra-low temperature freezer system for vaccine storage, and allowing international agents to enter the country for vaccine delivery.

당초 코백스는 북한에 영국산 아스트라제네카 백신 170만 회분을 지난 5월 말까지 공급할 계획이었습니다.
Originally, Kobax planned to supply 1.7 million doses of the British AstraZeneca vaccine to North Korea by the end of May.

이후 추가로 북한에 중국산 시노백 백신 297만 회분을 지원할 것이라고 밝혔지만, 북한은 지난 9월 유엔아동기금(유니세프)를 통해 코로나 상황이 더 심각한 나라에 이들 백신을 재배정할 것을 권고했습니다.
Since then, it has announced that it will provide an additional 2.97 million Chinese synovac vaccines to North Korea, but North Korea recommended in September that these vaccines be re-assigned to countries with more severe coronavirus conditions through the United Nations Children's Fund (Unicef).

북한은 9일 현재 아프리카 국가 에리트레아와 함께 코로나 백신 접종이 이뤄지지 않은 전 세계 두 나라 중 한 곳입니다.
North Korea is one of the two countries around the world that have not been vaccinated against COVID-19 along with the African country of Eritrea as of the 9th.

이런 가운데 북한 당국은 WHO에 지난달 28일까지 신종 코로나 누적 검진자는 4만 4천 133 명이며, 확진자는 전혀 없다고 보고했습니다.
Meanwhile, North Korean authorities reported to the WHO that by the 28th of last month, there were 44,133 cumulative COVID-19 screenings, and there were no confirmed cases at all.

WHO의 ‘신종 코로나 주간보고서’에 따르면 북한에서 지난달 22일부터 28일 사이 신규 코로나 검진을 받은 주민은 모두 669 명이며, 이 가운데 의료 종사자가 571명이었습니다.
According to the "New Coronavirus Weekly Report," 669 residents in North Korea underwent new coronavirus screening between the 22nd and 28th of last month, of which 571 were medical workers.

98명은 독감과 유사한 질환이거나 중증급성호흡기 감염 환자인 것으로 나타났습니다.
98 patients were found to have flu-like diseases or severe acute respiratory infections.

한편 코로나 대응을 이유로 2년 가까이 국경을 봉쇄하고 지역간 이동을 제한하는 등 최고 수준의 비상방역체계를 유지하고 있는 북한은 최근에도 연일 코로나 방역을 강조하고 있습니다.
Meanwhile, North Korea, which has maintained the highest level of emergency quarantine system for nearly two years, such as blocking borders and restricting movement between regions, has recently emphasized COVID-19 prevention every day.

북한 당국은 소독과 위생, 마스크 착용 등을 강조하면서 9일에는 감기를 비롯한 호흡기성 질병 의심 환자를 찾아 조처하라는 지침을 내렸습니다.
North Korean authorities emphasized disinfection, hygiene, and wearing masks, and issued guidelines on the 9th to find and take action against suspected respiratory diseases including colds.
